Hidalgo (ER&L Field Coordinator-Ormoc Hub) DESCRIPTION OF ACTIONS TO TAKE RESP. DATE 1. Main agenda Provincial Head of the Philippino Coco Autority (PCA), Mr. Jaime Nunez presented an update on Coconut losses and damages in Region 8. Philippine March 6, Coconut 2014 Damage statistics on the number of trees affected: Authority a. Leyte – 19,760,199 (58%) b. Eastern Samar – 6,567,615 (19%) PCA Provincial Head c. Samar – 3,081,161 (9%) Mr. Jaime Nunez d. Southern Leyte – 2,852,916 (8%) Complete information on coconut damages is available from the PCA Provincial Head Mr. Jaime Nunez or from ER&L Ormoc Cluster Coordinator. 2. Updates on the interventions undertaken by PCA For the Coconut debris clearance, PCA targets 161,000 hectares of plantation. Funding support from the Department of Budget and Management will only allow for 5,000 hectares to be cleared. The gap is 156,000 hectares, (accomplished cleared area is 454 hectares). PCA targets debris clearing of coco farms and replanting of damaged coco trees. Restart of intercropping agriculture by distributing vegetable seeds for farmers. CFW: Planting and replanting coconuts, as well as vegetable production with inorganic fertilizers. Still planning priority areas for coco debris clearance in collaboration between IOM, UNDP and AFFIRE. Relay of the concern raised by Palompon Mayor Ramon Oñate during the last Municipal Mayor’s Coordination Meeting: Why hasn’t Palompon municipality received coco seedlings from PCA until now? PCA Provincial March 11, Action Point: PCA asked all municipalities to submit a written request to the Head 2014 PCA Regional or Provincial Office specifying the number of coconut Mr. Jaime Nuñez seedlings needed per municipality. 3. Group updates: UNDP Dario Cubelo March Deployed 3 mobile sawmills to Merida, Palompon and Villaba but will Errol Merquita 2014 service other municipalities in West Leyte. PCA and Agribusiness Federation of Financial Intermediaries for Rural Empowerment (AFFIRE) will co-manage the process together with the LGUs covered by the project. In support of the Waste Management program of LGU Ormoc, UNDP is part of a Technical Working Group led by the City Government of April 2014 Ormoc and Department Heads. UNDP provided dump trucks, back hoes and bulldozers to assist the City Government in converting the dumpsite in Brgy. Green Valley, Ormoc City as a functional ecological park. HAYAG FAMILY DEVELOPMENT CENTER Local partner is working with Child Fund. A group of Filipino overseas workers in Timor Leste donated Elizabeth Mertan March 9, P700,000 (USD15,500) to Brgy. Naungan for livelihood activities of 2014 fishermen and 2 small boats were also provided as a means of transportation for people residing in the area. 167 fishermen in Brgy. Naungan were provided with fishing gears, fishing nets and other materials, while the Bureau of Fisheries and Aquatic Resources (BFAR) provided materials for 87 fishermen to repair their partially damaged boats. Save the Children: Jose Estuar March 14, Save the Children, FAO and ILO, held a Technical Working Group (Livelihoods and 2014 Food Security meeting last March 14, 2014, to develop a joint work plan for the Advisor) identification of all barangays that need help and support, specifically Villaba, San Isidro, Kananga and Ormoc City. Meeting was attended by Department of Agriculture, Municipal Administrators of the priority areas and DSWD. DFID project launched by FAO, ILO and Save the Children, March 21, 2014 benefitting small rice and corn farmers of the barangays in Kananga, Villaba, San Isidro and Ormoc City. Implementation of this project will be until December 2014. All information can be obtained from SCF. CITY AGRICULTURE OFFICE (CAO LGU-ORMOC) Training of Trainers in collaboration with OXFAM for the natural Dr. Jospeh farming systems technology; OXFAM technicians will undergo Cortez March 24, training for the vegetable garden project in 10 barangays in Ormoc (City Agriculturist) 2014 namely Malilinao, Esperanza, Green Valley, Bagong, Hugpa, Mahayag, Quezon, Jr., Mahayahay, Don Carlos Rivilla and Biliboy. Ms. Elena PhilExport Eastern Visayas Association Inc. organized a trade fair Mendoza April 2-6, entitled “Bangon Negosyanteng Bisaya”, to be held on April 2-6, (CAO 2014 2014 at SM Megamall, Manila. Agriculturist) IOM UNHCR donated 100 chainsaws to IOM, on 14 March 14, 2014. The Ms. Christy Marfil March 14, chainsaws will be used within a partnership with Agribusiness (IOM Head, 2014 Ormoc Hub) Federation of Financial Intermediaries for Rural Empowerment (AFFIRE) and PCA. Program will target 5,000 initial beneficiaries. Later on, the plan is to add up 7,000 beneficiaries from vulnerable areas in the upper part of Western Leyte. Areas covered by the project are Ormoc, Baybay, Albuera, San Isidro, Villaba, Palompon and Carigara. 4. AoB: PCA, UNDP, Possible 1. PCA meeting of the Technical Working Group on Chainsaw AFFIRE, IOM, date for Regulation/ Ormoc Hub initially planned for March 11, 2014 has been OXFAM, and meeting is cancelled. OIC Provincial Head Mr. Ladislao Atuel was replaced by ER&L April 3, 2014 new PCA Provincial Head Mr. Jaime Nuñez, who will confirm appointment schedule for follow up meeting. 2. UNDP will organize a joint Disaster Risk and Reduction workshop UNDP, DILG April 7 & with the Office of Civil Defense, Biliran Provincial Government and 8, 2014, DILG, for the benefit of all 8 Biliran municipalities, namely Caibiran, Biliran Naval, Cabucgayan, Almeria, Culaba, Kawayan, Maripipi and Biliran. To be facilitated by DRR Experts Ross Hardy and Sudhir Kumar from UNDP. 3. Australian Centre for International Agricultural Research (ACIAR) ACIAR March Officer presented their project: Developing Vegetable and Fruit Hadasha Bongat 2014 Value Chains and Integrating them with Community Development in Rodel Morales the Southern Philippines, with focus on upland and lowland areas in Ormoc City. (ACIAR can be contacted through Ms. Hadasha Bongat, 09305459859). 4. Communications with Communities (CWC-OCHA) conducted media CWC-OCHA March 14, orientation for the promotion of awareness and advocacy of Farida Kasuyo 2014 humanitarian players. Contact list of media representatives is available from CWC for parties interested to partner with them. 5. CWC provided an update regarding the tent community existing in Brgy. Biasong, San Isidro, where 15 displaced families are currently UN-OCHA March 14, living in tents, with food, health, WASH, shelter and livelihood 2014 concerns that require urgent actions. As per an assessment conducted by UN-OCHA, one infant died due to pneumonia. Food is distributed by DSWD every 2 weeks, and the families currently have limited access to markets. Their livelihood source has also been affected, since most of the fishing boats were damaged.
