LANGPORT TOWN COUNCIL – Council Minutes

Minutes of the Annual Meeting of Langport Town Council held on Tuesday 15 May 2018 at 7.0 0pm in the Ground Floor Meeting Room, Langport Town Hall.

In Attendance: David Mears PSLCC – Town Clerk . There were three member s of the public and one member of the press present.

The meeting started at 7. 05pm

Questions were received from the member of public about footpaths and cycleway – the clerk will liaise with the member of the public in office hours. An update was presented by the Chair of the Friends of Langport Library on their response to the library consultation.

TC2018/14 2 Election of Chairman of the Council and Acceptance of Office. (LGA 1972 s14 (1), 15(1&2), 33(1) and 34(1&2))

Councillor Val Saunders was nominated and accepted the nomination.

Proposed: Councillor Dunn Seconded: Councillor Sandford

There were no other nominations.

RESOLVED – that Councillor Val Saunders be elected Chairman of Langport Town Council, unless she resigns or becomes disqualified, shall continue in office until her successor is elected at the next Annual Meeting of the Council in May 2019 .

The Chairman signed the Declaration of Acceptance of Office and it was witnessed by the Town Clerk.

Councillor Cara Naden was nominated and accepted the nomination.

RESOLVED – that Councillor Cara Naden be appointed Vice Chairman of Langport Town Council unless she resigns or becomes disqualified, shall hold office until immediately after the election of the Chairman of the Council at the next Annual Meeting of the Council.

TC2018 /146 To approve and sign as a correct record the minutes of the Town Council Meeting held on Tuesday 17 April 2018 . (LGA 1972 sch 12, para 41(1))

RESOLVED – that the minutes of the Town Council Meeting held on Tuesday 17 April 2018 be signed as a correct record.

TC2018/146.2 Planning Application – Application No: 18/01249/FUL Proposal: The erection of 94 No. dwellings including associated public space and all other associated external works (Revised Application). Location: The Trial Groun d ( Land Os 5949) Somerton Road, Langport .

RESOLVED –

 The outline planning permission that was granted, with conditions, on 15 October 2015 (13/03483/OUT), approves “80 dwellings”. 94 dwellings is a significant increase and Langport Town Council is not in agreement with this increase;

 Concerns were also raised on the impact on the setting of listed buildings within the immediate area;

Reinstatement of the designated footpath should be made  Concerns were raised with flooding and water runoff and councillors fully supports the Parrett Internal Drainage Board letter of objection dated 8 May 2018;

 Insufficient information is available on the protection, enhancement or removal of hedges and trees and the effect it will have on biodiversity ;

 Affo rdable housing element. While the overall percentage is only slightly below the recommended (34.04% as against 35%), the balance is towards more 2 -bed houses. The provision of some of these in the form of one - bedroom units would mean that they would be li kely to be even more affordable for single people or for young couples. The Strategic Housing consultee (SSDC’s Housing Development Officer) has proposed a different mix of affordable housing in 2017 and councillors support this recommendation : 08 x 1 bed 14 x 2 bed houses 10 x 3 bed houses 1 x 5 bed house

TC2018/146.3 Planning Application – Application No: 18/01257/REM Proposal : The erection of 80 No. dwellings including associated public space and all other associated external works (Reserved Matters application following approval of 13/03483/OUT). Location: The Trial Ground (Land Os 5949) Somerton Road, Langport Somerset .

RESOLVED –

 Concerns were raised with flooding and water runoff and councillors fully supports the Parrett Internal Drainage Board letter of objection dated 8 May 2018;

 Insufficient information is available on the protection, enhancement or removal of hed ges and trees and the effect it will have on biodiversity ;

 Reinstatement of the designated footpath should be made , and the installation of a bus stop to allow access to public transport;

TC2018/147 Town Clerk’s Oral Report – including use of delegated powers and update on progress since the last meeting.

The town clerk updated councillors on GDPR – an audit has been carried out of data held , some data will be destroyed such as previous staff records , previous councillor information and old booking data. Privacy statements and consent forms will be sent out.

SSDC electoral review – the Bounda ry Commission has published recommendations that will be presented to Parliament. The new ward is to be known as Curry Rive l, Huish and Langport.

The Council has Union Jack bunting if any councillors are able to help LABG erecting please let the cl erk know.

Lorry Watch will hopefully resume around Tuesday 29 May .

TC2018/149 To review terms of reference for – I. Finance and Personnel II. Tourism and Marketing

RESOLVED – to adopt the terms of reference for the Finance and Personnel Committee and to adopt the terms of reference for the Tourism and Marketing Committee .

TC2018/150 To appoint Councillors to the following Committees  Finance and Personnel (Chairman and Vice -Chairman plus 4 councillors) . Current members – A Donald, C Dunn, S Jenkinson, M Sandford plus Chair and Vice -Chair).

RESOLVED – that Cllrs M Denny, A Donald, S Jenkinson, M Sandford be appointed to the Finance and Personnel Committee.  Tourism and Marketing (To include Chairman and Vice -Chairman). Current members – M Denny, S Jenkinson and I Macnab.

TC2018/ 157 Chairman’s Report – To provide information on forthcoming actions.

Town Assembly : attendance was not a s great as anticipated but participation was good and notes were made of feedback from those who attended.

River Group : a new application for funding has been submitted on schedule for an enhanced River Project. The result of this application should be h eard by the end of May.

Cycleway between Westover and the Drayton/ road: a meeting between SSDC, Langport Town Council and neighbouring parishes is scheduled for the following morning to discuss the future of this route. The auction of land at Westover is no longer taking place in June. The pressure is high to secure this valuable community asset.

100 Annual Council Meeting Minutes | Tuesday 15 May 2018 Langport Library: the consultation on the future of Somerset’s libraries is ongoing. Although the original consultation document suggested Langport Library would continue as at present, emerging suggestions about sharing services with neighbouring libraries would have a severe impact on the Langport facility and may compromise future plans for the Langport Information Centre. It is imperative that a ll respond to the consultation.

LANGPORT TOWN COUNCIL – Council Minutes

Minutes of the Meeting of Langport Town Council held on Tuesday 19 June 2018 at 7.0 0pm in the Ground Floor Meeting Room, Langport Town Hall.

In Attendance: David Mears PSLCC – Town Clerk and County and District Councillor Clare Aparicio Paul . There were two member s of the public and one member of the press present.

Questions were received from a member of public asking when the new width and height restriction signage for The Hill will be installed. County Councillor Clare Aparicio Paul will liaise with SCC Highways . The member of the press raised the issue of roadwork signage blocking pavements in Bow Street for wheelchair and pushchair users. County Councillor Clare Aparicio Paul agreed to liaise with SCC Highways.

TC2018/161 Town clerk’s Oral Report – including use of delegated powers and update on progress since the last meeting.

The town clerk updated councillors on recent anti -social behaviour in the town. Huish Academy staff , Youth Club workers and local police are working to tackle and address this issue. Huish Academy will also work with the local councils and Memorial Field Committee on the skate park project. The clerk also reminded councillors of various dates and will follow this up via email. Finally the website overhaul should be complete d by mid July.

Cllr Saunders submitted a written report of the ABP meeting in advance. Cllr Naden provide d an oral report of the recent LABG meeting. The LABG meeting was well attended and covered matters such as the anti -social behaviour in the town, the youth club flag project and the Bloomin’ Langport project.

TC2018/171 Chairman’s Report – items of information .

Cycleway – agreement has been reached by Langport, Huish Episcopi and Drayton Councils and the Muchelney Parish meeting to support the arrangements to secure the future of the cycleway between Westover and the Drayton/Muchelney road. It was explained that District Council will now be asked at the Area North committee on 27 June to approve the allocation of funding for the purchase of the Westover section of the track by Langport Town Council. River Project – Langport Town Council has been successf ul in its expression of interest to the Rural Development Programme for Growth Fund and now goes through to the full application stage. The sum applied for is £198,000.

The following item was moved into public session

TC2018/194 ii Friday Market - to discuss an issue concerning a former market stall trader.

RESOLVED – Where a stall holder offers similar items for sale as a retail outlet, the stall holder will not be excluded from the monthly Friday Market. It was resolved that a stall holder who has previously been excluded should be invited to return. To allow stalls that may offer similar items for sale as shops within the town.

TC2018/192 Chairman’s Report

A River Project Town Forum held on 11 September had attracted an audience of 40 people who received a powerpoint presentation and responded well with ideas and mostly positive comments.

The Lang Fest18 weekend was a hit with local people and visitors. The use of Cocklemoor was considered to have been a good decision, rather than using the Town island.

The Rotary notice has been renovated by the Rotary Club. A picnic table on Cocklemoor and the notice board in the cemetery have both also been repaired.

The meeting was adjourned at 20:20pm to allow for the Town Trust meeting.

The meeting reconvened at 21:27pm

To date £1,070 has been raised in donations. Deborah Speed new Town Clerk has now started employment and handover process has begun. David Mears will leave post on 31 October, with his final working day 25 October 2018. Lorry watch will resume in November.

TC2018/202 The Hill – traffic survey follow-up

The new signage was installed end of June 2018 and as agreed a follow-up survey will be organised for Thursday 8 November 2018, to enable a comparison of results with the survey conducted earlier in the year on a Thursday in term-time. The survey will inform a meeting which the police are calling on Wednesday 14 th October to discuss the violations of the width and height restrictions and how best to deal with them TC2018/203 Notice of Motion from Cllr Naden – that this council declares Langport a frack free zone, and supports any town and parish councils in making ‘frack -free zone’ declarations, and gives consideration to road signage as confirmation as well as encouraging the local Planning authorities to not support any fracking in Somerset. Langport Town Council’s Green Charter will be amended to reflect that it will only consume energy generated from renewables including green gas tariff.

Teams of volunteers will be recruited over the next few weeks. A HGV watch will be organised for the week following the Hill traffic survey, w/b 12 th November.

As both the Environment Agency and Rights of Way were unhappy with the surface proposed for the footpath from Cocklemoor to Huish/Black Bridge a meeting with these agencies has bee arranged in the new year to show them the poor state of the path. To fullfill the funding requirement any expenditure must be Capital expenditure. ii. The application to the Rural Payments Agency does not cover repairs to slipway at Huish/Black Bridge. 3 quotes have been received. Waterways Recovery group are eager to return and carry out further work. iii. An email has been received from the Rural Payments Agency requesting further information by 2 nd January 2019.

The Council has been asked to provide evidence of economic development as result of the project. The a im of the Project is to create jobs and increase visitor numbers. i. To monitor footfall it would be possible to use monitoring p osts with laser counters. Cost for 4 posts would be £5000 -6000 ii. Letters asking for businesses to predict customer spend after the project is completed have been sent to local businesses . The letters ask for the businesses to estimate both percentage growth and increase in turnover

Langport and Huish Yout h Group presented their annual report and answered Councillors questions about the need for contingency funds. PSCO reported that anti -social behavi our in the Town had decreased but warned of rise in break in’s to garden sheds.

The Town Clerk had received correspondence from WW1 Memorial Somerset Fund acknowledging receipt of the Council’s donation. SSDC are making enquiries about burials for non Christian faith communities. A request had been received to erect a memorial bench on Cocklemoor. A letter is to be sent to the person living in a van at Black/Huish bridge car park asking him to leave. The LIC is due to move to library the week commencing 25 th March. Still a waiting letter of agreement from SCC. The Hill group had met to discuss the joint proposal by Somerset Highways and SW Heritage to install bollards. Residents considered the width between and material of the bollards. Also proposed no right turns from Bow Street onto the Hill and from the Hill into North Street. A draft agreement had been received for the parishes involved in the Cycleway and would be sent to the parishes for their comments. Pl ease support Drayton P arish Council’s Tesco Bags of Help in store now. At the Finance & Personnel Meeting, representatives from Langport Foodbank, Mind Somerset and Langfest were present to r equest funding which was agreed.

TC2019 /267 The Langport River Project – to receive an update on the Langport River Project and Slipway. An agreement between the Environment Agency and the Town Council about the w alkway to Black/Huish Bridge had not been achieved Carmel Wilkinson from LGRC has been appointed as the Project Manager. A Meeting of the River Group will be held on 10 th April Repai rs to the Slipway will commence once river levels drop Inland Waterways Association has made a £500 contribution to Slipway repairs FRAP’s will be required for various elements of the Project and it is more cost effective to apply for all the FRAPS togethe r and then assign contractors to use them .

Cll r Saunders will not be able to att end ABP meeting on 25 March , Cllr Dunn will attend instead. A letter will be written to Nationwide to ask if they would be willing to open a branch in Langport . Anyone wanting to stand in the Town Council Election should contact Town Council Office for information and speak to existing Councillors. HEPC have agreed to contribute £4,600 to the fund to return the Town Hall Clock . Land is required to plant trees/Community planting .

Clerk had attended training at SALC – External Audit and Clerks’ Update on elections. Candidates who stood for Town Council are automatically elected leaving 3 spaces for co -opti ons. New Councillors take office from 7 th May. LIC has moved to the Library. Thanks to the Volunteers, Sarah Patten and Councillors who helped with the move. At the Langport & Huish Episcopi Cycleway meeting the agreement between the Parishes was discussed. The Pay Back team have started erecting the compost bins at the Cemetery. The Fair will be arriving on Cocklemoor on 9th – 12 th May . Vehicle parked at Huish/Black Bridge car park is still there despite been issued with a letter asking owner to move . Councillor Dunn gave an oral report on the ABP meeting. Main items of discussion had been:  ABP had received a grant to increase the size of the warehouse  discussion about the road upgrade.

TC2019 /279 The Langport River Project – to receive an update on the Langport River Project and Slipway.

Work on the Slipway postponed until river level is low enough. Canoe Foundation have awarded a grant £5,000 for the Slipway work. Many thanks to Ray Alexander, West Country branch of the IWA for his help with the application. The EA are against a boardwalk for the footpath from Cocklemoor to Black/Huish bridge . Arrangements have been made to meet contractors to discuss feasibility of raising walkway with culverts at the spillway.

TC2019/28 0 Memorial Field - to receive an update on the Memorial Field

Councillor Dunn reported on the Memorial Field AGM.  No Chair in post. Bar ry Hosegood had been elected Vice -Chair. A list of Trustees had been requested from the Secretary.  Secretary has given 3 months’ notice and the post is to be advertised.  Change to a Charitable Incorporated Organisation ( CIO ) is underway  Changing room and Skateboard Park projects to restart  No booking system for MUGA  Social Club doing well.

Date for Social enterprise event to be confirmed The return of the Town Clock has highlighted the poor quality of the street lighting. Something for n ew Council lors to review. Chair had written to Nationwide to ask if they would be willing to open a branch in Langport. Somerset Day is on 11 th May. The Vi ntage Market takes place on that Saturday and will include a display from Motor Museum. The Fair will also be on Cocklemoor. Other events on the day; open meeting room to view old photos of Langport, 3 vintage cycles displayed in the Town and sai ling of the Duchess of Coclkemoor . Reminder that the River Celebration is on 27 th April. Chair expressed her thanks to the Councillors for their commitment and hard work. With special thanks to Councillors Jenkinson, Naden, Sandford and Tilley who did not stand for re -election.
