This report covers the period January 2019 to December 2019 and consists into 5 chapters. The thematic series of publications that are already a tradition about the debate of the tax burden in Albania and other countries of region as well, are presented by ALTAX Center again this year, with the lowest tax burden and highest tax burden indicators in 2019, for each region in Albania and Kosovo, which mean the classification for every of 12 albanian regions and the Saranda city in Albania, as well as 7 regions of Kosovo, which inlude 38 communes in total. The share of the tax burden is also presented in the comparison between the countries of the Western Balkans by making the classification for the highest burden and the lowest tax burden recorded in 2018 and compared with the previous year's rating. A special place of study also is the tax burden in Kosovo, which is published for the 8th time by ALTAX Center. Calculation of the share they have in relation to budget and domestic regional production is an indicator that aims to present disproportion between the regions in the two Albanian states, but also between the Balkan regions themselves, where a special part holds the seven Western Balkan countries. The Balkans are part of Europe, geographically surrounded by EU members. With the inclusion of the GINI index in the study is added a depth analysis abou the wealth being, including the interactive effect of fiscal burden, revenue distribution, and the use of taxes on spending from the budget. The purpose of presenting this study is to present important implications for the cities and countries involved in the study, since taxes, and fees are a key part of the tax burden and a source for enabling public services that impact on competitiveness and quality of life, economy and welfare of countries and cities.

During the post-socialist transition period, as a result of collapse and close of public enterprises and because of their character and skills, and of low levels of education, not excluding discrimination, Romani have passed from a relatively good condition to extreme poverty. Actually they can be considered, the poorest ethnic group and ignored one in Albania. The welknown settlements of romani in country are in Tirana,1 Lezhë, Mamurras, Fushë-Krujë, Nishtullë të Durrësit, Peqin, Rrogozhinë, Peqin, Cërrik, Rrapishta in Elbasan, Pogradec, Korçë Bilisht, Levan, Roma village in Fier, Grabian in Lushnjë, Kuçovë, Berat, etc. Meanwhile it has to be underlined that there are even other stable sites, recently created, after years ’90, where we mention the settlements in Shkodër, Gjirokastër, Delvinë, Beltojë, Ura e Drojës, Kukës, Peshkopi, Shupenzë of Peshkopisë, Milot, Ura e Dajlanit, Vrion of Sarandës, Kthesa e Ariut in Durrës, Fushë Alie, etc.

    Description of the organization: The Institute for Environmental Policy (IEP) is a non-governmental, non-profit environmental organization founded in November 2008. IEP's general objective is to enhance environmental sustainability in Albania through the implementation of projects aimed to raise awareness among the local population and to formulate environmentally friendly policies in collaboration with local and national authorities. IEP was founded by a group of young experts committed to bringing about positive change after years of environmental degradation and negligence in Albania. IEP members are highly motivated and have the required experience and education to influence the Albanian society towards a sound environmental protection and sustainable living. In its activities, IEP frequently cooperates with other NOGs, local and international experts and volunteers from the local youth. EP has implemented various projects and activities and has experience in awareness raising, trainings, seminars, campaigns and working with youth; this is done connecting different spheres of the Albanian society with a particular attention at the sustainability of activities and processes. IEP has also implemented several public actions on pollution and environmental sustainability with the help of young volunteers in the Tirana area and other regions of Albania and is now considered a leading NGO in Albania in supporting the development of sustainable lifestyles and green economy. IEP was a partner organization with Ethical Links during the "Developing green skills and behaviors" Youth Exchange, organized in Estonia in June 2013. IEP is currently working with local and international young volunteers in IEP, (currently there are two EVS volunteers from Italy, project 2014-3-IT03-KA105-005030), training them on how to manage projects, teaching them environmental management, and is also helping them in learning new foreign languages (in the case of foreign volunteers, the staff of IEP is teaching them Albanian).

    HFC 1563 Houses for Change Local action, global Impact Area This project is located in the capital city of Albania, Tirana. The Municipality of Tirana is located at (41.33°N, 19.82°E) in Tirana District, Tirana County, about 32 kilometers (20 mi) inland. Tirana's average altitude is 110 meters (360 ft) above sea level and its highest point measures 1,828 m (5,997.38 ft) at Mali me Gropa. The city is mostly surrounded by hills, with Dajti Mountain on the east and a slight valley opening on the north-west overlooking the Adriatic Sea in the distance. The Tirana river runs through the city, as does the Lana stream. The city borders the surrounding municipalities of Paskuqan, Dajt, Farkë, Vaqarr, Kashar and Kamëz. The city has four artificial lakes: the Tirana Artificial Lake around which was built the Big Park, Paskuqani Lake, Farka Lake, and Tufina Lake. Tirana is on the same parallel as Naples, Madrid, Istanbul, and New York, and on the same meridian as Budapest and Kraków Outlook Although much has been achieved, critics argue that there is no clear vision on Tirana's future. Some of the pressing issues facing Tirana are loss of public space due to illegal and chaotic construction, unpaved roads in suburban areas, degradation of Tirana's Artificial Lake, rehabilitation of Skanderbeg Square, an ever present smog, the construction of a central bus station, and lack of public parking space. Future plans include the construction of the Multimodal Station of Tirana and the tram line, rehabilitation of the Tirana River area, construction of a new boulevard along the former Tirana Railway Station, and the finishing of the Big Ring Road.

The small density of the road network puts Albania in the last group of world countries, together with Romania and Bulgaria, but behind all Balkan countries. The unequal development of the road network is one of the strongest reasons for the unequal economic development of different regions of Albania. Inadequacy of road infrastructure is also a major cause for the high level of pollution in urban areas. The study assesses and differentiates Albania's national road network based on several statistical indicators, according to the administrative organization (municipalities and districts) approved by law. The data sources are the road and topographic maps, as well as the data of the Ministry of Transport and Infrastructure and the Ministry of Local Affairs. Maps and images are georeferenced and processed in ArcGIS 10.2, where digital lines, road junctions, and other geographic objects related to them are digitized. The density of the overall road network is about 630 km/1000 km2 while that of the national road network is about 130 km/1000 km2 which is worth ranking Albania in the last group of world rankings, together with Romania and Bulgaria but behind all the Balkan countries. Keywords: New Institutional Economics, Albania, Accession, Informal Institutions, Kanun, EU funds 1 Abstract This dissertation is a case study of Albania regarding the influence institutions have over the utilization of the EU financial aid, more specifically, the Instrument for Pre-accession Assistance II (IPA II) for the period of 2014-2020. Albania has been struggling with EU accession despite the allocation of numerous funds in the form of development programs for several years. The study attempts to identify the endogenous obstacles to development and the utilization of funds due to both formal and informal institutions. The reviewed literature shows a clear correlation between economic growth and good quality institutions. Besides, it indicates that informal institutions play a major role in the development process. Therefore the role of the Kanun in Albania is examined. As defined by mainly Douglas North, the New Institutional Economics theory is used to dive into Albania’s formal and informal institutions and discover how those determine the politico- economic and social structures. Semi-structured interviews were conducted with nine key participants who work in IPA II projects at the local level across the country. The country was divided into three regions in order to identify variations in the role of IPA II funds, institutions, and degree of development.
