INTRODUCTION 1.1 Background Maharashtra State Power G eneration Company Limited (hereinafter referred to as MAHAGENCO) is a State owned Public Sector Unit of Government of Maharashtra engaged in power generation having its Head office situated is Bandra (East), Mumbai. Maharashtra State Power Generation Co L td . has been incorporated under Indian Companies Act 1956 pursuant to decision of Govt. of Maharashtra to reorganize erstwhile Maharashtra State Electricity Board (herein after referred to as “MSEB”). The said reorganization of the MSEB has been done by Go vt. of Maharashtra pursuant to Part XIII read with section 131 of The Electricity Act 2003. MAHAGENCO has been incorporated on 31.5.2005 with The Registrar of Companies, Maharashtra, Mumbai and has obtained Certificate of Commencement of Business on 15.09. 2005. MAHAGENCO is engaged in the business of generation and supply of electricity and has been vested with generation assets, interest in property, rights and liabilities of MSEB . MAHAGENCO has the highest overall generation capacity and the highest therm al installed capacity amongst all the state power generation utilities in India. In terms of installed capacity, it is the second highest generation company after NTPC. The company has a generation capacity of 13602 MW comprising of 10170 MW Thermal Power Plants , 2580 MW Hydel Power Plant, 672 MW Gas Turbine and 180 MWp Solar . The details of the power plants are given below. The Gare Palma Sector II Coal Block spread over an area of 25.83 sq.km (2583.48 ha) is part of the Mand Raigarh Coalfield in Tamnar Tehsil of Raigarh District, Chhattisgarh. The mine lease area is located in the villages of Tihli Rampur, Kunjemura, Gare, Saraitola, Muragaon, Radopali, Pata, Chitwahi, Dholnara, Jhinkabahal, Dolesara, Bhalumura, Sarasmal and Libra The peak capacity of the mines will be 23.6 MTPA with both opencast (22.0 MTPA) and underground (1.6 MTPA) operations with a mine life of 69 years. The salient features of the project and details of the Mine Lease Area location are given in Table 1.1 . The area is covered in the Survey of India Toposheet No. 64 N/8 & 12 (R.F. 1:50,000) and is bounded by the coordinates shown in table below. The Distr ict headquarter is Raigarh which is aerially about 25 km from the site and the nearest town is Tamnar at a distance of about 4 km to the south. The nearest railway station is also at Raigarh while the nearest airport is Raipur at a distance of 290 km in th e south west direction. The inter-state boundary with Odisha is almost adjacent to the block on the eastern side, 10 km to the east. The details of the project site are given in Table 3. Table 3: Project Location Sl. The project affected families/displaced families are required to be resettled nearest to the project area or in the same village if partially affected and are resettled as pe r the provision of The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (RFCTLARR Act, 2013) as well as Chhattisgarh State R&R Policy . Therefore, there is need for a detailed Socio-Economic Survey o f the affected households and identification of the households eligible for resettlement and rehabilitation as per the said act/policy leading to formulation of a detailed resettlement and rehabilitation action plan for the project affected families. The present report gives the details of the R& R Plan and Entitlement Framework, based on which the R&R cost have been prepared. In this regard, t he detailed socio-economic/ household survey in the affected villages has been carried out by Greencindia Consultin g Private Limited, Ghaziabad . 1.4 Definitions The relevant definitions as per the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 ( RFCTLARR Act, 2013) for formulation of R&R plan for project affected families are given below. Affected Area : Such areas that is notified by the appropriate government for purpose of land acquisition. The area for this particular projects include 14 villages which are fully or partially affected. Project Affected Families (PAFs): The Project Affected Families are t he persons who are affected by : • Acquisition causes loss of land or other immovable properties; • Family who does not own any land but member of the family may be agricultural labours, tenants, share-croppers, artisans and is working in the area for more than 3 years and their primary livelihood is affected; • Scheduled Tribes/other traditional forest dwellers who have lost their forest right under FRA 2006 due to land acquisition; • Any family who would be losing primary livelihood due to acquisition of water-bodies, forests such as gatherers of forest produce, hunters, fishermen, boatmen, etc and who have been dependent on the livelihood source in the same area for more than 3 years; and PAGE | 4 • Member of the family who have been assigned land under any government schemes , both state and central government.

    The Forum and Its Work The Forum (Forum for Policy Dialogue on Water Conflicts in India) is a dynamic initiative of individuals and institutions that has been in existence for the last ten years. Initiated by a handful of organisations that had come together to document conflicts and supported by World Wide Fund for Nature (WWF), it has now more than 250 individuals and organisations attached to it. The Forum has completed two phases of its work, the first centring on documentation, which also saw the publication of ‘Water Conflicts in MAHANADI RIVER BASIN India: A Million Revolts in the Making’, and a second phase where conflict documentation, conflict resolution and prevention were the core activities. Presently, the Forum is in its third phase where the emphasis of on backstopping conflict resolution. Apart from the core activities like documentation, capacity building, dissemination and outreach, the Forum would be intensively involved in A Situation Analysis right to water and sanitation, agriculture and industrial water use, environmental flows in the context of river basin management and groundwater as part of its thematic work. The Right to water and sanitation component is funded by WaterAid India. Arghyam Trust, Bangalore, which also funded the second phase, continues its funding for the Forums work in its third phase. The Forum’s Vision The Forum believes that it is important to safeguard ecology and environment in general and water resources in particular while ensuring that the poor and the disadvantaged population in our country is assured of the water it needs for its basic living and livelihood needs.

    District Profile Raigarh, Chhattisgarh Raigarh is a major district in the state of Chhattisgarh in India. The headquarters of the district is located in the city of Raigarh. The total area of the district is 7086 sq. km. Raigarh district is divided into 10 Tehsils/ CD Blocks: Raigarh, Pusaur, Baramkela, Kharsiya, Gharghoda, Tamnar, Lallunga, Dharamjaigarh, Sa- rangarh. DEMOGRAPHY As per Census 2011, the total population of Raigarh is 14,93,984 which accounts for 5.85 percent of the total population of State. The percentage of urban population in Raigarh is 16.49 percent, which is lower than the state average of 23.24 percent. Out of the total population there are 750,278 males and 743,706 females in the district. This gives a sex ratio of 991.24 females per 1000 males. The decadal growth rate of population in Chhattisgarh is 22.59 percent, while Raigarh reports a 18.02 percent decadal increase in the population. The district population density is 211 in 2011. The Scheduled Caste population in the district is 15 percent while Scheduled Tribe comprises one third of the total population. LITERACY The overall literacy rate of Raigarh district is 73.26 percent while the male & female literacy rate is 83.49 and 63.02 percent respectively. At the block level, a considerable variation is noticeable in male-female literacy rate. Dharamjaigarh has the lowest literacy rate 62.43 percent, with 74.09 per- cent men and 50.90 percent women being literate. Raigarh block, subse- quently, has the highest literacy rates– among both males and females.
