It is with great pride that the Hout Bay & Llandudno Heritage Trust submits this bid proposing to host the International Conference of National Trusts in Cape Town in 2017.

Motivation for inviting the INTO International Conference to Cape Town in 2017

South Africa does not have a National Trust in the accepted International sense. There was a previous attempt to set up a national trust in 1997. A considerable effort was put into the process but it failed. Some ten years later, another attempt was made to resurrect the initiative. Again, it failed.

The cultural heritage of South Africa has long been over-shadowed by its natural heritage and much of its tourism is based on the beauty of its parks, wild animals and scenic beauty, collectively considered as Eco Tourism. However, its cultural heritage sites, some of which are of significant international importance, have long been ignored and are rapidly dissipating and vanishing, and there is no sign of any official recognition of the crisis. There are many small, local bodies trying to do their best, but without proper public recognition and an appropriate legal framework which encourages their participation, their input is limited.

Dave Cowley and Keith Mackie, the last two of the founding trustees, believe that the establishment of a National Trust in South Africa could be a significant factor in breaking this logjam. They believe that hosting the International National Trust conference in Cape Town in 2017 will provide the catalyst needed to achieve this, to avoid the previous failures. It is for this reason that they are mobilising the Cape Town conference industry to make this bid and, hopefully, to stage the conference.

Hence, at root, we are motivated to bring the conference to Cape Town to act as a catalyst, to reach the highest ranks of government, to mobilise society and government at all levels to support the creation of a South African National Trust: to fill a very important gap in our history and heritage conservation.

Almost half of South Africa’s graded heritage sites are in the : harnessing the help of the small heritage groups, scattered widely in the Province, could be the key to the creation of the “” section of a National Trust. This could eventually extend to other Provinces in much the same way as the Australian National Trust was incrementally established, territory by territory.

Themes

A formal theme is not proposed at this stage. It is intended that it should be developed in collaboration between the Local Organising Committee (LOC) and INTO. The following are topics that engage our thinking at this stage:

1. Local Heritage Education and Conservation. Encourage widely distributed community heritage groups to unite and share their ideas and experiences of heritage conservation. Liberate and research their unique, hidden stories and educate communities in such a way as to build community pride. 2. International Linkages Explore the influence of the heritage of small and remote places on International history. 3. Survey successful organisational models for Trusts in developing countries. What are the key success factors? How can modern affordable communication technology be harnessed to expand interest in conservation? 4. Government support and Community Participation How can local communities gain an awareness of their local heritage and the need to preserve the physical/structural components of such heritage? How can governments create an enabling environment to develop heritage conservation and tourism by means of community participation? 5. Issues in Restoration and Preservation Should we restore or only conserve old structure? What do we know about the long term durability of structural materials? Should we resurrect ancient skills or use modern faux substitutes? How can restored structures be brought back into productive use that preserve the lifestyles and technologies of the period and are cost effective?

Overall, the most important issue to take into account in setting a theme is South Africa’s enormous cultural diversity. It reaches from the dawn of humankind to the modern space age and everything in between: the hunter-gatherer stone age, the pastoral copper age, the agricultural and the modern commercial/machine age. And all are striving to abandon their earlier cultures and join the consumer society creating curious mixes of intermediate cultures in the process. Imposed on top of this, at all levels, society is fractured into many contending tribal, language and social groupings. It is a mélange that contends for our attention with our extraordinary ecological diversity. It also leaves us with a heritage, a physical heritage, in a range of diversity that challenges the established notions of conservation, particularly the original National Trust model.

The Legacy

A viable National Trust is the legacy we would like to take away from an INTO conference in Cape Town. South Africa is a relatively large country but it does not have a coordinated National Trust. However, it does have many community based heritage interest groups all desperately in need of an umbrella body – a National Trust. We see it as having the capacity to strengthen the lobby of all the smaller groups to the public sector and in helping to coordinate their activities and exchange ideas and techniques.

Heritage Education, particularly at the community level is sorely needed in this county. As an adjunct to this, a National Trust could assist in educating communities in recognising their community heritage, of conserving that heritage and of the potential economic benefits of heritage conservation in the form of Heritage Tourism and the downstream employment opportunities that could be possible.

We hope that this conference will engender a mind-set of collaboration between Government Departments and communities to encourage partnerships, to unlock the enormously diverse cultural heritage of our country and, ultimately to the establishment of a National Trust.

Hout Bay & Llandudno Heritage Trust (HB&Ll HT).

The Hout Bay & Llandudno Heritage Trust was formed in 1996 by the efforts of the late Cecil Graham.

The mission statement called for: “To Protect and preserve the natural, cultural and architectural heritage of Hout Bay and its environs.

The Trust is a non profit, community based volunteer organisation, dedicated to the conservation of the area’s natural and cultural heritage. Since its establishment, the Trust has become an important civic organisation in the community. In the main, the Trust participates in issues to do with the built environment and in planning permits. However, in special cases it associates itself with other civic bodies to tackle special issues, commonly of an environmental nature. In some instances, these joint ventures have taken the public authorities to court and won.

The Trust has been recognised by Heritage Western Cape as an accredited ‘Conservation Body’.

The ‘flagship’ activity has been the restoration and conservation of the fortifications that guarded the approaches to the Bay. These were built in the 1780’s by the French for the Dutch and taken over and extended by the British. The guns were cast in Sweden in the 1750’s. The trust has succeeded in restoring these guns, eight 18 pounders at East Fort on new wheeled timber carriages in authentic period and six 24 pounders at West Fort on concrete faux carriages. All the guns have been proof tested and licensed to fire blank rounds. The Trust has a corps of gunners (uniformed in the period style of the Batavian Republic) and the guns are fired on many occasions. Notable events are the exchange of salutes with visiting warships or opportunities for the crews to visit the sites and fire the guns.

Llandudno also has its heritage: a battery of three 9.2 inch coastal guns installed during WWII. It is said that they were all that kept the Graf Spee out of Cape Town. Conservation of these guns today are very much a matter that concerns for the Trust but are quite beyond its capacity at present.

This work, effective as it has been, is only the ‘tip of the iceberg’ when it comes to the restoration and conservation of these sites – in particular the remains of the built structures. Here the trust has walked into the same bureaucratic brick wall that bedevils the efforts of so many other similar groups in this country.

The Hout Bay & Llandudno Heritage Trust submit this bid in their capacity as an Associate member of INTO. They do so in the explicit understanding that the Trust, the trustees and the members, in themselves, have no financial or functional capacity or any capacity to accept liability. The joint LOC/INTO conference committee, guided by the Conference Bureau of Wesgro, will select and appoint conference organisers who will arrange the entire budget, all finances and undertake the whole organisation of the conference, all in accordance with terms to be negotiated with the joint LOC/INTO conference committee. Capacity and liability will be matters for the negotiations. Currently the firm ‘African Agenda’, selected as the most appropriate, have been retained “on risk” to assist with the preparation of this bid.

I have worked with this Heritage Trust, and other similar bodies, across this historic city throughout my posting, and am impressed by their commitment to preserving their heritage, and their enthusiasm for the principles of the International National Heritage Trusts Organisation. In particular they worked enthusiastically with me to commemorate Her Majesty’s Diamond Jubilee in 2012 in a manner which was befitting of the occasion, and which drew the attention of the international media, and your own in house magazine!

Their greatest wish is for this country to have its own, national, heritage trust but the process of forming such an organisation has been more difficult than they had hoped. The award of the privilege to host this conference to this committed group of heritage enthusiasts would, I believe, give them the impetus to realise a national structure, further enhancing South Africa’s pride in its heritage.

The History and Heritage Panel of the South African Institution of Civil Engineering is delighted to hear that the Hout Bay Heritage Trust has been invited to submit a bid to host your 2017 International Conference in Cape Town.

As a special history and heritage interest group within the Institution, we are acutely aware of the vast reservoir of engineering works in this country, both great and small, some still in use, some deteriorating due to a lack of interest or maintenance.

All have played their part in the history of the country and most, properly preserved can be impressive heritage structures – bridges, railways and railway stations, dams, harbours, power stations etc. There is however little incentive at present to preserve and recycle many of these structures. While there is a well-developed system of nature reserves and eco-tourism to support them in this country, there is very little in the way of institutions capable of tackling the preservation of the built environment and especially engineering structures.

We believe that a National Trust for our country is long overdue and fully support INTO’s initiative to host their International Conference in our beautiful city. Such an event can in fact facilitate greater awareness and even assist with creating a willingness to conserve and preserve our heritage and get all of our citizens to take responsibility for what is important.

However, we do not have a national heritage trust; and cultural and natural heritage endeavours are often bedeviled by an inadequate institutional framework (public and private); and we hope that an international conference such as yours would promote both the ordinary endeavours of the environmental and heritage sectors and generate interest in the formal institutions including the establishment of a national trust.

As C.E.O. of the Castle of Good Hope, which once formed the cornerstone of modern Cape Town and South Africa, I would like to endorse the application of the Hout Bay Heritage Trust’s bid as local hosts for the 2016 /17 INTO International Conference.

We are aware of the fine work that INTO does in providing a heritage umbrella for many heritage organisations World–wide and the encouragement they engender to create non-government National Trusts which share ideas and techniques to preserve and utilise their heritage sites. We also see the economic benefits of heritage tourism within communities where in many cases unique examples of historic sites and past events took place.

South Africa is endowed with splendid natural heritage with wildlife reserves and parks whose borders have been declared and open spaces defined, however, our heritage sites and buildings are invariably in communities or peri-urban areas where they are often at great risk to developers

Dear Catherine

CREDO MUTWA is a name that resonates in many hearts, evoking the living spirit of Mother Africa, her ancient and sacred culture, and a wisdom gathered through a long life of dedication as a traditional healer, as well as through untold personal sacrifice.

A celebrated icon around the world and especially among indigenous communities it is hard to imagine that today the 93-year old Sanusi Credo and his wife Virginia are leading a life at the bare edge of existence, in their little home in Kuruman, Northern Cape. Although he is still active to whatever degree his fragile health allows, according to the “SA History online” website, he has “all but completely disappeared from the public eye”.

I first met Baba Credo a long time ago and over the years I have got to know both him and his wife, Virginia very well. Some years ago he came down to the sea, to our beach here at Llandudno with his wife and two acolytes for their induction. I invited him and his party home for lunch where he met my father. By then the old man was exhausted and my father simply talked to him quietly of the sea and the waves, his own passion. It was then that Credo gave him his Zulu name of Amanzi meaning “water”.

He is very old now, hardly able to travel and this Sunday I had occasion to phone him on other matters. I told him of my father’s involvement in the application to bring the INTO conference to Cape Town and asked his opinion. He asked to speak to my father and thought this project would be a very good thing. He then offered his blessing for the project concluding with:

“Duduza Amanzi” by which he intended “go with peace, Amanzi”.

I do hope that the intercession of Credo will be persuasive in the deliberations of your committee.

A trip to the island is an unforgettable experience and offers a glimpse into the life and times of the apartheid era. Daily tours to the island include the ferry trip there and back, an island tour and a tour of the prison with a fomer political prisoner as your guide. Allow three and a half hours for the trip (this includes the 1/2 hour ferry trip each way) and book in advance.
