Firstly, this study analysed representations of refugees in Malaysian media discourse by the significant Other in Malaysia, namely elite political voices and the Malaysian press. Secondly, the perspective of the refugee or the Self was explored through narrative analysis of refugee in-depth interviews. The analysis of the media texts revealed representations of the refugee along two binaries. First, the refugee as either an illegal immigrant or a recognised refugee. Second, the refugee as a social, political and security threat or a victim. The government voices frequently represented refugees negatively to legitimise keeping them out or managed as illegals. The alternative voices representedMalaya refugees as victims to foreground the government’s violation of international law and human rights. Three common identity themes emerged fromof the thematic analysis of refugee narratives: the refugee as homo sacer (the bare life), victim and the idealised Self. The refugee narratives were filled with stories that highlighted their victimisation and helplessness as they embraced, resisted or re-represented the existing representations assigned to them by the elite voices. Positioning analysis on the narratives of long-term refugees revealed that representations of refugees in wider discourse often left them with little room to negotiate a sense of Self despite living in Malaysia like a Malaysian. Despite feeling a sense of belonging to Malaysia,University they struggled to manage problematic situations involving the local people and authorities because of particular identity claims they had to take up either by choice or out of necessity. This study hopes to provide insight into the complexity in representing refugees as well as to give refugees a space for actively responding to representations that involve them. Through iii future work from this study, it is hoped that a wider audience will come to understand how disempowering discourses and simplistic representations of refugees can often have damaging and long-lasting effects on the daily lives of this vulnerable group. Pertama, kajian ini menganalisis representasi orang-orang pelarian dalam wacana media Malaysia oleh Orang yang terpenting di Malaysia, iaitu suara-suara politik elit dan wakil- wakil akhbar Malaysia. Kedua, perspektif orang-orang pelarian atau Diri diterokai melalui analisis naratif wawancana mendalam orang-orang pelarian. Teks-teks media dianalisis menggunakan pendekatan wacana kritis (van Leeuwen 2008, Reisigl & Wodak 2009). Naratif-naratif orang pelarian dianalisis dengan dua kaedah. Pertama, satu analisis tematik semua wawancara orang-orang pelarian dibuat untuk menyelidik tema-tema sepunya berkaitan tuntutan identiti orang-orang pelarian membuatMalaya dan bagaimana mereka memberi respons kepada representasi-representasi mengenai mereka. Kedua, naratif-naratif yang terpilih dianalisis menggunakan rangka posisioningof (positioning) naratif-dalam-interaksi (1997, 2004). Analisis teks-teks media menunjukkan representasi orang-orang pelarian sepanjang dua binary. Pertama, orang pelarian sama ada sebagai seorang imigran haram atau seorang orang pelarian yang diiktiraf. Kedua, orang pelarian sebagai ancaman sosial, politik dan keselamatan atau seorang mangsa. Suara-suara kerajaan kerap merepresentasikan orang- orangUniversity pelarian secara negatif untuk melegitimasikan kegiatan menghalang kemasukan orang pelarian atau kegiatan mengawal mereka sebagai imigran haram. Suara-suara alternatif merepresentasikan orang pelarian sebagai mangsa untuk menekankan pelanggaran undang- undang antarabangsa dan hak-hak manusia oleh pihak kerajaan. v Tiga tema identiti sepunya muncul dari analisis tematik naratif-naratif orang pelarian: orang pelarian sebagai homo sacer (hidup belaka), mangsa dan Diri ideal. Naratif-naratif orang pelarian dipenuhi cerita-cerita yang menonjolkan kemangsaan dan ketidakupayaan mereka selaku mereka menerima, menentang ataupun merepresentasi semula semua representasi yang ada yang telah diberi kepada mereka oleh suara-suara elit. Analisis positioning naratif- naratif orang pelarian jangka panjang menunjukkan bahawa representasi-representasi orang pelarian di dalam wacana yang lebih luas memberi mereka ruang yang sempit untuk merundingkan identiti diri walaupun sudah tinggal di Malaysia sebagai warga Malaysia. Walaupun mereka menpunyai rasa kepunyaan terhadap Malaysia, mereka bersusah payah untuk mengendalikan situasi-situasi bermasalah berkaitan orang-orang tempatan dan pihak berkuasa kerana tuntutan identiti tertentu yang merekaMalaya terpaksa menerima sama ada secara pilihan atau keperluan. Kajian ini harap dapat memberi tinjauan mendalamof mengenai kerumitan merepresentasikan orang-orang pelarian dan juga untuk memberi orang-orang pelarian ruang untuk memberi respons kepada semua representasi yang melibatkan mereka dengan aktif. Melalui lebih kajian dalam masa depan, saya berharap lebih banyak orang dapat memahami bagaimana wacana yang tidak memberi kuasa dan representasi yang terlalu simplistik boleh memberi kesan-kesan yang merosakkan dan berjangka panjang ke atas kehidupan harian kumpulan lemah ini.     COUNTRIES AT THE CROSSROADS Countries at the Crossroads 2012: Malaysia Introduction Malaysia has over 28 million people, of whom approximately 63 percent are ethnic Malay, 25 percent Chinese, 7 percent Indian, and 4 percent Ibans and Kadazan-Dusun.1 Much of this diversity was created through the British formation of an extractive colonial economy, with the “indigenous” Malay community ordered into small holdings and rice cultivation, while the “non-Malays” were recruited from China and India into tin mining and plantation agriculture. Further, in preparing the territory for independence in 1957, the British fashioned a polity that was formally democratic, but would soon be encrusted by authoritarian controls. Throughout the 1960s, greater urbanization brought many Malays to the cities, where they encountered the comparative prosperity of the non-Malays. They perceived the multiethnic coalition that ruled the country, anchored by the United Malays National Organization (UMNO), but including the Malayan Chinese Association (MCA) and the Malayan Indian Congress (MIC), as doing little to enhance their living standards. At the same time, many non-Malays grew alienated by the discrimination they faced in accessing public sector resources. Thus, as voters in both communities swung to opposition parties in an election held in May 1969, the UMNO-led coalition, known as the Alliance, was gravely weakened. Shortly afterward, Malays and Chinese clashed in the capital, Kuala Lumpur, sparking ethnic rioting known as the May 13th incident. Two years of emergency rule followed during which parliament was closed. As the price for reopening parliament in 1971, UMNO imposed new curbs on civil liberties, thereby banning any questioning of the Malay “special rights” that are enshrined in constitution’s Article 153.

Teater M.A. Wright State University B.A. Milligan College July 2019 Committee Chair: Laura Dudley Jenkins, Ph.D. ii Abstract State-imposed restrictions on religious freedom challenge the rights of minorities. While some minorities live in authoritarian regimes, others live in countries with religious rights institutionalized in national constitutions and international human rights treaties. Despite these guarantees, minorities face restrictions on religion through laws and regulations that restrict what religion they choose and limit how they practice their faith. Thus minorities that in theory are supposed to have religious freedom also encounter religious freedom restrictions in practice. Faced with blockages that restrict their religious rights, minorities at times turn to transnational advocacy networks (TANs). Through my analysis of Christian minorities in Malaysia and India, I discover what some of these blockages are and how minorities and their transnational partners have negotiated with the state in recent legal challenges to Christians’ rights. I focus on the agency and strategies of minorities by listening to their opinions, arguments, and reasoning, as articulated through interviews, legal documents, and an original survey. In doing so, this study differs from recent scholarship that traces the structure and organization of TANs. I find that how Christian minorities use transnational advocacy networks is dependent on the political opportunities that are available to them domestically.

    Incorporating a Malaysian Nation Thomas Williamson St. Olaf College What value remains in the concept of economic nationalism? As Michael Heilperin defined it in 1960, economic nationalism referred to "the desire to plan the economic life of the country as independently as possible of the condi- tion of the world economy" (19£0:20). Heilperin's analysis echoes back to old battles between mercantilists and the liberal economists, whose arguments over trade and tariffs Eric Hobsbawm has summarized (1990:24-31). The con- cept of economic nationalism reached a particular florescence after World War I, sufficient to warrant its own volume in publisher H. W. Wilson's 1933 series of "timely topics" called The Reference Shelf (Hodgson 1933). Through the depths of the 1930s depression and the return of substantial tariff barriers, to the import substitution policies followed by many of the postcolonial new na- tions, the considerable literature concerned with "economic nationalism" de- scribes the shifting alignments of economic and political borders (Burnell 1986; Johnson 1967; Simonds and Emeny 1935). Tracing these debates out- lines an international history of the possibilities for social affiliation during the age of nation-states. Economic nationalism takes on a particular importance in a society like Malaysia where it is difficult to locate a more conventional modern national ensemble. Several years ago, Malaysian academic and politician Goh Cheng Teik described his country's population as being one where "deep in our heart of hearts, we are still ethnic. We are Malays, Chinese, Indians, Ibans, Mela- naus, Kadazans or Bajaus, not Malaysians" (1994:5). As Goh suggests, a major challenge for articulating Malaysian nationalism is the country's prominent ethnic divisions.

    MEDIA MONITORING REPORT MARCH 2020 SUMMARY This report aims to identify and monitor on a monthly basis instances of freedom of expression and speech concerns and violations in the Malaysian media, including arrests and investigations. Due to recent political developments on the national level as well as the ongoing COVID-19 pandemic, which have seen the return of UMNO to federal power and a Movement Control Order (MCO) implemented nationwide, this report includes analysis on the matter as well. The monitoring sample consisted of a total of 12 online news portals across the entire country, from the Klang Valley to the east coast and both East Malaysia states. The 12 portals are: The Star Online, News Straits Times, Malaysiakini, Free Malaysia Today, Malay Mail Online, Sinar Harian, Berita Harian, Malaysian Gazette, Borneo Post, New Sarawak Tribune, Daily Express Sabah and Harakah. Monitoring work was done twice daily for five days in a row. Monitoring of TV and radio stations were not feasible due to budgetary constraints and lack of manpower. ANALYSIS The political crisis March marked the controversial return of Umno into federal power, and Parti Pribumi Bersatu Malaysia (PPBM) president Muhyiddin Yassin as the country's eight prime minister, replacing Dr Mahathir Mohamad, who had led the Pakatan Harapan (PH) coalition to Putrajaya during the May 2018 general elections. First, “The Internet” is an entity which is difficult to grasp: Its history is characterised by its ever-changing purposes: Developing from a milit- ary structure in Cold War times to a scientific web of special interest information where people could exchange all sorts of very (and not so very) important information, to a gigantic market place with the possibility to develop into an all-encompassing network of all the above combined. Second, a blatant positivism from Negroponte (1996) to Friedman (2005) with which “The Internet” was perceived, has accompanied it in all those stages of development, making it difficult nowadays – where most of these promises have been failing – to come to a sober, yet fair perspective. And third, what’s so alternative about “The Internet”? It is governed by an US-American statutory body, using technology and standards developed in the Western hemisphere, where also most of its users and websites come from and thus can hardly be described as “alternative” in terms of ownership, control, content or communication patterns.

Lumsden university of arizona Abstract The May 5, 2013, general election in Malaysia may have marked the move of the nation’s alternative news media—online, unlicensed news portals that challenge the hegemony of the party that has ruled the nation since 1957—into the mainstream. Malaysiakini, The Malaysian Insider, and Free Malaysia Today editors pride themselves on their independence and journalistic role as government watchdogs, a role they claim has been abdicated by newspapers and broadcast outlets. This article critiques the self-professed editorial independence of these three online news portals through analysis of their GE13 campaign coverage. This research will expand knowledge about Malaysia’s evolving news environment and will add to research on media coverage of previous Malaysian elections. The study employs two research methods: content analysis and personal interviews with news portal editors and media scholars. Following an overview of Malaysia’s historically hegemonic mainstream news media, the article traces how the Internet facilitated the introduction of Malaysia’s counter-hegemonic online news portals. Its basic research question is: Did Malaysia’s leading independent news portals provide unbiased news coverage of GE13? The hypothesis was that the sites would be negatively biased against the ruling Barisan Nasional coalition and positively biased toward opposition coalition candidates, However, the study found 8.2 percent more positive BN stories than negative BN stories in overall coverage.
