The report focuses on data from FY 2017-2018 and FY 2018-2019. Of particular interest in this report are sections on the FY 2018-2019 JCPC allocation to county JCPCs and the membership of the local councils. The types of programs funded and a short description of the programs and services funded are also provided, demonstrating an increase in evidence-based and research-supported programs. The report also identifies JCPC programs that were previously funded but for which funding has been eliminated by the Department. Also included is a section on the number of at- risk, diverted, and adjudicated juveniles served statewide and by county. The Department also articulates its actions in partnership with county JCPCs and Boards of Commissioners to prioritize funding for dispositions of intermediate and community-level sanctions for court-adjudicated juveniles. In addition, the total cost for each funded program including the cost per juvenile and the essential elements of the program are described. In sum, this report responds to General Statute 143B-852 (1) through (8). Juvenile Crime Prevention Council (JCPC) Grant Reporting and Certification § 143B-852. Department of Public Safety to report on Juvenile Crime Prevention Council grants. (a) On or before February 1 of each year, the Department of Public Safety shall submit to the Chairs of the Joint Legislative Oversight Committee on Justice and Public Safety and the Chairs of the House of Representatives Appropriations Committee on Justice and Public Safety and the Senate Appropriations Committee on Justice and Public Safety a list of the recipients of the grants awarded, or preapproved for award, from funds appropriated to the Department for local Juvenile Crime Prevention Council (JCPC) grants, including the following information: (1) The amount of the grant awarded. (2) The membership of the local committee or council administering the award funds on the local level. (3) The type of program funded. (4) A short description of the local services, programs, or projects that will receive funds. (5) Identification of any programs that received grant funds at one time but for which funding has been eliminated by the Department. (6) The number of at-risk, diverted, and adjudicated juveniles served by each county. (7) The Department's actions to ensure that county JCPCs prioritize funding for dispositions of intermediate and community-level sanctions for court-adjudicated juveniles under minimum standards adopted by the Department. (8) The total cost for each funded program, including the cost per juvenile and the essential elements of the program. (b) On or before February 1 of each year, the Department of Public Safety shall send to the Fiscal Research Division of the Legislative Services Commission an electronic copy of the list and information required under subsection (a) of this section.     CONTROL DENIED The Fragile Art of Existence Metal Mind As everyone reading this knows, The Fragile Art of Existence is the only recording ever released by Chuck Shuldiner's post-Death band Control Denied. Progressing along the same lines as Death's final three masterpieces, the music here goes even further into the progressive side, and added to the power metal aura with vocalist Tim Aymar. With a solid lineup of musicians - Chuck himself on guitar along with Shannon Hamm, Tim on vocals, Richard Christy on Drums, and the amazing Steve DiGiorgio on fretless bass - the musicianship here is almost untouchable. Guitar lines are all played flawlessly, with crushing riffs interweaved with intricate melodies, all the while Steve's froggy sounding bass lines bring up all sorts of funky stuff from the bottom end. Richard Christie is no slouch on the skins either, not only keeping the beats, but throwing in plenty of technical fills where they need to be. I hesitate to pick a favorite song here, because I usually just put this disc in and enjoy the hell out of the whole thing, and it seems I pick up new and interesting musical tidbits with just about every new listen. Unfortunately, due to Chuck's untimely passing, this is the last we ever got from him. Thankfully, Metal Mind has chosen this as one of their limited edition re-issues, remastered on a golden disc. The sound here is great (as was the original release, IMO), and the booklet includes a four page writeup about the timeline of Control Denied.
