Attendees are requested to meet and log in each day with the site visit manager or his designee by the designated time at the staging area for each site. The site visits will begin on February 25, 2014 at the base of Location # 1, Blue Job Mtn, Strafford, NH at 0900, then proceed to Location # 2, Warner Hill East Derry, NH. Attendees must be prepared for winter weather conditions each day of site visitation. Attendees must be prepared to travel to each summit by snowmobile, snowshoe, or on foot. In the event access is deemed impassable or unsafe, the affected site visit will be rescheduled. The visits are expected to take approximately 3 hours per site. All questions regarding the site being surveyed shall be directed in writing via fax or email to the RFP Contact Jeannette Patten by March 21, 2014 at 2 PM EST. Responses to the questions received shall be posted as addendum to RFP 2014-030. See below for site directions and site travel access notes. RFB # 2014-030 Statewide Radio System Functionality & Interoperability Study & Report 02-10-2014 SITE DIRECTIONS AND DESCRIPTIONS - NH DEPT OF SAFETY RFB 2014-030 Location # 1. Blue Job Mountain, Farmington, New Hampshire Access: Blue Job Mountain is located in New Hampshire’s Blue Job State Forest and is owned by the New Hampshire Department of Resources and Economic Development, a state agency. The summit of Blue Job Mountain is accessed via a 3\4 mile partially paved hiking trail from a dirt parking lot which is off of a paved town road. The access trail is narrow and contains rock and rock ledge portions. The fire tower watchman drives a small four-wheel-drive Jeep to the summit during the spring, summer, and fall. Seasonal washouts may make access by vehicle risky at best. There is a locked access gate at the base of the trail. The gravel parking area at the base of the access trail system may serve as a staging area for this site. The normal method for transporting any equipment or supplies to the summit is by four-wheel-drive pickup, ATV, or snowmobile. The elevation of the summit is approximately 1358 feet and seasonal high winds may be encountered. Directions: MAP LOCATION : M,9 From NH RT4\202 in Concord Area, follow east approximately 12 miles to Northwood. In Northwood, turn left onto NH RT202A, then left again continuing on NH RT202A. Follow NH RT202A to junction with yellow farm house on left, turn right, staying on NH RT202A.. Follow to Junction of NH RT26 at school, turn right, then stay left on NH RT202A ( Do not take NHRT126). Follow winding road approximately 5 miles to 1st Crown Point Road, turn left. Follow 1st Crown Point Road approximately 3 miles to gravel parking area on right after hills. There is a locked access gate to the summit access path. Location # 2. Warner Hill, East Derry, New Hampshire Access: The Warner Hill radio site is located in East Derry , New Hampshire and is owned by the New Hampshire Department of Resources and Economic Development, a state agency. The radio site is accessed via a 1\4 mile paved road off of a paved town road. The road is straight and fairly steep. There is a locked access gate. The paved road ( approximately 20' x 100' ) area along a wall at the site may serve as a staging area for this site. The normal method for transporting any equipment or supplies to the summit is by four-wheel-drive pickup truck. The elevation of the summit is approximately 605 feet and seasonal high winds may be encountered. Directions: MAP LOCATION : P,8 From NH I93 in Manchester area, Follow NH I93 south to exit 4 NH RT102 left towards Derry. Follow NH RT102 through Derry to Rotary near Fire Station. On rotary follow East Derry road ( just to left of gas station ) towards East Derry. Follow East Derry road past fire station on left to Warner Hill Road on right ( Fire Tower Sign ). Follow Warner Hill Road Approximately 1.5 miles to access road on left ( blind corner ). Oak Hill, Loudon, NH Access: The Oak Hill radio site is located in the Town of Loudon and is owned by the New Hampshire Department of Resources and Economic Development, a state agency. The radio site is accessed via a 1 1\2 mile gravel access road off of a paved town road. The road is rutted and very rocky near the top. There is a locked gate at the entrance to the gravel access road and parking is very limited. The normal method for transporting equipment or supplies to the summit is by four-wheel-drive pickup truck, ATV, or snowmobile. The elevation of the summit is approximately 960 feet and seasonal high winds may be encountered. Directions: MAP LOCATION : N,7 From NH I93 in Concord, take exit 16 towards East Concord, proceed to stop sign center lane. Proceed straight across intersection onto Shawmut St. and follow up hill past school on left. At fork in road, keep left onto Oak Hill Road. Follow Oak hill road approximately 3 ½ miles, passing buy Turtle Pond . Entrance to the access road is on the left, just across the street from a White Farm House. There is a locked access gate near beginning of access road. Follow steep and rocky access road (stay left at junctions ) to tower site at summit. Location # 4. Kearsarge Mountain, Warner, New Hampshire Access: Kearsarge Mountain is located in New Hampshire’s Winslow State Forest and is owned by the New Hampshire Department of Resources and Economic Development, a state agency. The summit of Kearsarge mountain is accessed via a paved access road and then a steep hiking trail. The hiking trail is very narrow and contains many rocky portions. Although ATV’s and a small Bombardier-type tracked vehicle has successfully traversed this trail, seasonal washouts may make access by tracked vehicle risky at best. There is a locked gate at the base of the paved access road. The gravel parking area ( approximately 100' x 100' ) at the base of the trail may serve as a staging area for this site. The normal method for transporting any equipment or supplies that cannot be carried on a four-wheel-drive ATV is by Helicopter lift. There are a few flat landing areas at the summit which have been successfully used in the past. The elevation of the summit is approximately 2937 feet and seasonal very high winds may be encountered. Directions: MAP LOCATION : M,8 From NH I89 north towards in Concord area, follow to exit 8, Warner, turn left. Travel approximately 1.5 miles to town center, turn right at town hall\monument, follow brown signs for Rollins State Park . Follow approximately five miles to Rollins State Park entrance. There is a locked entrance gate or park ranger controlling access road to summit. Pack Monadnock, Peterborough, New Hampshire Access: The Pack Monadnock radio site is located in New Hampshire’s Miller State Park and is owned by the New Hampshire Department of Resources and Economic Development, a state agency. The radio site is accessed via a 1 1\2 mile paved road off of a paved town highway. The road has many sharp curves and is fairly steep. The site is a popular tourist attraction and all types of vehicles travel to the summit without trouble. There is a locked access gate at the base of the road. The paved parking area ( approximately 100' x 100' ) at the base of the trail may serve as a staging area for this site. The normal method for transporting any equipment or supplies to the summit is by four-wheel-drive pickup truck, ATV, or snowmobile. The elevation of the summit is approximately 2298 feet and seasonal high winds may be encountered. Directions: MAP LOCATION : P,6 From NH RT101 in Milford area, follow NH RT101 approximately 8 miles towards Peterborough. Follow to entrance of Miller State Park at top of long hill with two lane road turning to one lane road ( a blind right hand corner ) across from Temple Mtn.
