IJSL 2020; 263: 13–18 David Karlander* When political institutions use sociolinguistic concepts https://doi.org/10.1515/ijsl-2020-2076 Abstract: In this essay, David Karlander examines what happens when concepts developed by scholars of language circulate and become embedded in policies and law. In exploring how the distinction between a “language” and a “dialect” became encoded in the European Charter for Regional or Minority Languages (ECRML), Karlander examines the consequences when applied to the status and state support of minority languages in Sweden. What counts as a language, he demonstrates, is not simply an “academic” matter. When sociolinguistics enters the public arena, it has the potential to affect the political and social standing of real communities. How have such institutions inserted socio- linguistic concepts into institutional or political practice? How has sociolinguistics reacted to the reuse of its conceptual goods? These are some of the important questions that Monica Heller poses in her September 2018 Items essay on the SSRC’s Committee on Sociolinguistics. In what follows, I delve further into them. Like Heller, I turn my attention to the borderlands between policymaking, advocacy, and academic research. However, rather than exploring how commit- tee-type institutions attempt to influence or regulate the research priorities of academics, I will focus on processes through which sociolinguistic notions are put to practice by nonacademic institutions. As an example, I discuss some dimensions of the implementation of the European Charter for Regional or Minority Languages (ECRML), a European treaty on “the protection of the historical regional or minority languages of Europe” under the auspices of the Council of Europe (CoE). -

Prioritizing African Languages: Challenges to macro-level planning for resourcing and capacity building Tristan M. Purvis Christopher R. Green Gregory K. Iverson University of Maryland Center for Advanced Study of Language Abstract This paper addresses key considerations and challenges involved in the process of prioritizing languages in an area of high linguistic di- versity like Africa alongside other world regions. The paper identifies general considerations that must be taken into account in this process and reviews the placement of African languages on priority lists over the years and across different agencies and organizations. An outline of factors is presented that is used when organizing resources and planning research on African languages that categorizes major or crit- ical languages within a framework that allows for broad coverage of the full linguistic diversity of the continent. 1 Grammatical gender in the German multiethnolect Peter Auer & Vanessa Siegel Contact: Deutsches Seminar, Universität Freiburg, D-79089 Freiburg [email protected], [email protected] Abstract While major restructurations and simplifications have been reported for gender systems of other Germanic languages in multiethnolectal speech, the article demonstrates that the three-fold gender distinction of German is relatively stable among young speakers of immigrant background. We inves- tigate gender in a German multiethnolect, based on a corpus of appr. 17 hours of spontaneous speech by 28 young speakers in Stuttgart (mainly of Turkish and Balkan backgrounds). German is not their second language, but (one of) their first language(s), which they have fully acquired from child- hood. We show that the gender system does not show signs of reduction in the direction of a two gender system, nor of wholesale loss. We also argue that the position of gender in the grammar is weakened by independent processes, such as the frequent use of bare nouns determiners in grammatical contexts where German requires it. Another phenomenon that weakens the position of gender is the simplification of adjective/noun agreement and the emergence of a generalized, gender-neutral suffix for pre-nominal adjectives (i.e. schwa). The disappearance of gender/case marking in the adjective means that the grammatical cat- egory of gender is lost in A + N phrases (without determiner). 1. For the remaining languages, the number of speakers indicates a need for both corpora and tools. This paper describes a corpus collection initiative for these languages. While random Web crawling has serious limitations, native speakers with knowledge of web pages in their language are of invaluable help. The aim is to give interested scholars, language enthusiasts the possibility to contribute to corpus creation or extension by simply entering a URL into the Web Interface. Using a Web portal URLs of interest are collected with the help of the respective communities. A standardized corpus processing chain for daily newspaper corpora creation is adapted to append newly added web pages to an increasing corpus. As a result we will be able to collect larger corpora for under-resourced languages by a community effort. These corpora will be made publicly available. In particular, the long bibliography submitted shows that Ӧvdalian has undergone significant language development, and now has close to 50 publications. Using different experimental tasks, researchers have pointed 13, 223–240 EESTI RAKENDUSLINGVISTIKA ÜHINGU AASTARAAMAT to a possible correlation between grammatical gender and classification behaviour. Such effects, however, have been found comparing speakers of a relatively small set of languages. Therefore, it’s not clear whether evidence gathered can be generalized and extended to languages that are typologically different from those studied so far. To the best of our knowledge, Baltic and Finno-Ugric languages have never been exam- ined in this respect. While most previous studies have used English as an example of gender-free languages, we chose Estonian because – contrary to English and like all Finno-Ugric languages – it does not use gendered pronouns (‘he’ vs. ‘she’) and is therefore more suitable as a baseline. We chose Lithuanian because the gender system of Baltic languages is interestingly different from the system of Romance and German languages tested so far. Taken together, our results support and extend previous findings and suggest that they are not restricted to a small group of languages. Introduction Research done in recent years suggests that our native language can affect non-verbal cognition and interfere with a variety of tasks. The Pronunciation of English in South Africa by L.W. Lanham, Professor Emeritus, Rhodes University, 1996 Introduction There is no one, typical South African English accent as there is one overall Australian English accent. The variety of accents within the society is in part a consequence of the varied regional origins of groups of native English speakers who came to Africa at different times, and in part a consequence of the variety of mother tongues of the different ethnic groups who today use English so extensively that they must be included in the English-using community. The first truly African, native English accent in South Africa evolved in the speech of the children of the 1820 Settlers who came to the Eastern Cape with parents who spoke many English dialects. The pronunciation features which survive are mainly those from south-east England with distinct Cockney associations. The variables (distinctive features of pronunciation) listed under A below may be attributed to this origin. Under B are listed variables of probable Dutch origin reflecting close association and intermarriage with Dutch inhabitants of the Cape. There was much contact with Xhosa people in that area, but the effect of this was almost entirely confined to the vocabulary. (The English which evolved in the Eastern and Central Cape we refer to as Cape English.) The next large settlement from Britain took place in Natal between 1848 and 1862 giving rise to pronunciation variables pointing more to the Midlands and north of England (List C). The Natal settlers had a strong desire to remain English in every aspect of identity, social life, and behaviour.
