Dalidio/San Luis Marketplace Annexation and Development Project EIR Section 4.1 Geology/Hazards 4.1 GEOLOGY/HAZARDS The project site lies within the seismically active coastal region of central California. Regional studies indicate that there are no active or potentially active faults on the project site. However, groundshaking associated with nearby faults could damage or destroy property, structures and transportation infrastructures. These impacts can be mitigated to less than significant levels. In addition, site soils are reported to have a high liquefaction potential, a moderate to high expansion potential and a potential for subsidence. These impacts are considered less than significant with the adherence to mitigation measures. The Dalidio property could potentially be subject to contamination that has migrated from off-site hazardous materials releases. Implementation of recommended mitigation measures, including soils and groundwater testing along the northwestern site boundary to determine the presence of such contamination on site, and appropriate remediation if necessary, would reduce this impact to a less than significant level. The proposed Prado Road/ U.S. Highway 101 interchange and associated improvements could be located on soils that contain residual quantities of aerially-deposited lead (ADL) associated with historic exhaust emissions along U.S. Highway 101. The release of ADL during disturbance of this area would be considered a potentially significant but mitigable health hazard. 4.1.1 Geologic Setting. Natural History of the Southern Sea Otter C Compiled by Gena Bentall 2017 Description Sea otters are members of the weasel or mustelid family. Like other members of this family, they have very thick fur. In fact, at 850,000 to one million hairs per square inch, they have the thickest fur of any mammal. Their fur consists of two types of hairs, interlocking underfur (which provides insulation) and longer guard hairs (that help water run off the coat). This system traps a layer of air next to their skin so, when fur is well groomed, their skin does not come in contact with sea water. Sea otters are usually dark brown, and some individuals may be progressively lighter colored (grizzled) on the head, neck, chest and forearms due to loss of pigmentation in the guard hairs. Extent of grizzle can be related to age and individual variation. Sea otters are the smallest marine mammal, and with their flipper-shaped hind feet are well adapted to a marine environment. In California adult females weigh 35-60 pounds (16-27 kg); males reach up to 90 pounds (40 kg). Alaskan sea otters are bigger with males weighing as much as 100 pounds (45 kg). Range/Habitat Sea otters once ranged around the North Pacific Rim from Mexico through Alaska, Russia, and Japan. The maritime fur trade of the 1700-1800s brought sea otters to the brink of extinction and fragmented the once continuous population. There are currently 3 subspecies of sea otter, the Northern Sea Otter (Enhydra lutris kenyoni), the Asian, or Russian, Sea Otter (Enhydra lutris lutris) and our Southern, or California, Sea Otter (Enhydra lutris nereis). -

6.3 GEOLOGIC HAZARDS AND RESOURCES This section describes the geologic hazards and resources in the vicinity of the Project at the Morro Bay Power Plant (MBPP). This Project will be completed within the confines of an existing industrial power plant property, which has been in operation since the 1950s. There will be no impacts from geologic hazards or to geologic resources of recreational, commercial or scientific value. The MBPP is located 12 miles northwest of San Luis Obispo, California, in San Luis Obispo County in the City of Morro Bay. The plant is situated west of Highway 1, near Morro Bay Harbor and east of Estero Bay. The area includes light industry, commercial fishing operations, and marine, residential and recreational uses. Geologic resources were assessed through a comprehensive review of literature pertaining to regional, local and site geology. This included an independent crosscheck for completeness against the California Division of Mines and Geology (CDMG) "Guidelines for Geologic/Seismic Considerations in Environmental Impact Reports, 1982." This literature review and analysis was complemented by site reconnaissance and interview of Duke Energy staff at MBPP. Morro Rock, located approximately 1/2 mile west of MBPP, is an important geologic resource in terms of general tourism interest and sightseeing activities. As stated above, however, since the Project will be completed within the confines of the existing industrial site, the geologic resource value of Morro Rock will not be denigrated or affected by the Project. Beneficial aspects of the Project related to geologic resources are as follows: • Ground disturbance is confined to an existing industrial site. -
