Nonprofit Homeless and Veteran Service Providers in Texas

As part of this study, information was gathered on nonprofits in Texas that serve Veterans experiencing homelessness. Two organizations that had state or national database access provided information about available programs and services, as described in the Data Sources section below. The Health and Human Services Commission (“HHSC”) Strategic Decision Support Division worked with the raw data to de-duplicate and identify locations for each provider. Table 1 shows the number of organizations/programs available by county. Table 2 shows the un-duplicated names of service providers that were listed in the databases described below.

Data Sources

TexVet.org

In the summer of 2015, TexVet.org provided information from their directory of services listing programs available to Veterans experiencing homelessness or at-risk of homelessness from. TexVet.org is a website that provides a variety of information to Veterans, such as Peer Advocates, a Directory of Program, and events. Per TexVet.org’s website, their “partners include Department of State Health Services (DSHS), Iraq and Afghanistan Veterans of America (IAVA), the Military Child Education Coalition (MCEC), Mental Health America-Texas (MHA-T), National Alliance on Mental Illness-Texas (NAMI-Texas), the Military Order of the Purple Heart, the Veterans County Service Officers Association, Bring Everyone in the Zone (BEITZ), Texas 2-1-1 and other Veterans Service Organizations who share the mission of serving our Veterans and their Families.”1 Note that this data included a list of nonprofit and government providers, though mostly nonprofit providers.

2-1-1 and GuideStar

In the summer of 2015, TDHCA purchased information from OneStar Foundation for detailed GuideStar and 2-1-1 data relating to Veterans. GuideStar is derived from the Internal Revenue Service Business Master File list for nonprofit organizations. The 2-1-1 data is from the Alliance for Information and Referral Systems. TDHCA requested information on organizations that provide services to homeless populations and Veteran populations. The Veteran service providers were identified as providing specific service types relating to veterans and other military-related keywords such as: military, arm, marine, navy, air, force, guard, Tricare, defense, base and trauma. Note that this data included some government providers, but consisted mainly of nonprofit providers.

Many organizations that are funded through the Continuum of Care or Emergency Solutions Grants Programs (two of the largest homelessness programs in Texas) were already included in the GuideStar or 2-1-1 data. Unfortunately, information directly from the federal or state awards for the Continuum of Care Programs and Emergency Solutions Grants Programs were unable to be included in the data analysis below because of data matching difficulties.

Methodology

HHSC’s Strategic Decision Support Division analyzed the information from TexVet.org, GuideStar, and 2-1-1. The Strategic Decision Support Division sorted by the number of organizations/programs provided per county; the service area of an organization or program was often larger than the office location city. It must be noted that there were often multiple programs provided by the same organizations; each program is counted independently in the table below.

After removing duplicate entries from the parent organization field, the names of the parent organizations are below. Note that the “name” field from GuideStar and 2-1-1 were sometimes the program provided and sometimes the organization providing the services.
