A historical review of two-year colleges and a legislative history of junior colleges in New Mexico are presented. Althougb Nee Mexico does not have a coordinated state system of junior colleges, enrollment in two-year institutions has increased over 200 percent during the last 10 years. New Mexico now has nine branch community college campuses, which are governed by a parent four-year college, and onlyone junior college, which is,controlled by a junior college board elected by the junior college district's voters. New Mexico also hes one military institute, three technical/vocational institutes, and five private and six public four-year institutions. In general, twoo.year colleges in New Mexico have been relegated to the status of stepchild of other institutions* Because they add prestige to the communities in which they are located, branch colleges give the parent institutions additional political clout in the state legislature; this political reality must be considered in future attempts to establish junior college legislation. -

The region had been settled for hundreds of years. Before the South- west belonged to the United States, it was Indian and Spanish, and after that Mexican. It was Spain that had initially brought Europe to the US’s southern and western half, from the Florida Keys to Alaska. Spain’s north- ern empire included not only Florida and the Great Southwest, but also areas in the deep South and lower Midwest. Spain, for example, founded towns that would eventually become Memphis, Tennessee, and Vicksburg, Mississippi. Spain considered the frontier north of Mexico as a relatively unimportant part of its New World empire. Spanish objectives in the northern frontier were twofold: to convert the Indians to Catholicism and to serve as a buffer to protect wealthier areas of central Mexico. In recent years, there has been a tendency to belittle Spain’s impact on the Southwest, even though it exercised sovereignty over the region for three centuries. Conflict with Indians and the failure to find major silver or gold deposits made it difficult to persuade settlers to colonize the region. Spanish settlement was largely confined to religious missions, a few small civilian towns, and military posts intended to prevent encroachment by Russia, France, and England. It was not until 1749 that Spain established the first civilian town in Texas, a town that eventually became Laredo; and not until 1769 did Spain establish permanent settlements in California. -

Arkansas v Oklahoma: Restoring the Notion of Partnership Under the Clean Water Act Katheryn Kim Friersont The long history of interstate water pollution disputes traces the steady rise of federal regulatory power in the area of environ- mental policy, culminating in the passage of the Clean Water Act Amendments of 1972.1 Arkansas v Oklahoma2 is the third and latest Supreme Court decision involving interstate water pol- lution since the passage of the 1972 amendments. By all ac- counts, Arkansas is wholly consistent with the Court's prior decisions. In Milwaukee v Illinois3 and InternationalPaper Co. v Ouellette,4 the Court held that the Clean Water Act ("CWA") preempted all traditional common law and state law remedies. Consequently, states lost much of their traditional authority to direct water pollution policies. Despite the claim that the CWA intended "a regulatory 'partnership' between the Federal Govern- ment and the source State", Milwaukee and InternationalPaper placed states in a subordinate position to the federal govern- t B.A. -

Taylor was professor of history at Trinidad State Junior College until his death in 1979. Well known for his contribution to the historical scholarship of Colorado and New Mexico, he won two certificates of commendation for his writings from the American Asso ciation for State and Local History and the 1974 LeRoy R. Hafen Award for the best article in The Colorado Maga zine. His two major books are First Mail West: Stage Lines on the Santa Fe Trail (1971) and 0. P. McMains and the Maxwell Land Grant Conflict (1979). When Ms. Charlotte McKean Hubbs became Colorado State Regent, 2009-2011, she asked that I update "A Guidebook to DAR Historic Markers in Colorado" by Hildegarde and Frank McLaughlin. This publication was revised and updated as a State Regent's project during Mrs. Donald K. Andersen, Colorado State Regent 1989-1991 from the original 1978 version of Colorado Historical Markers. Purpose of this Project was to update information and add new markers since the last publication and add the Santa Fe Trail Markers in Colorado by Mary B. and Leo E. Gamble to this publication. Assessment Forms were sent to each Chapter Historian to complete on their Chapter markers. These assessments will be used to document the condition of each site. GPS (Lat/Long) co-ordinances were to be included for future interactive mapping. Current digital photographs of markers were included where chapters participated, some markers are missing, so original photographs were used. By digitizing this publication, an on-line publication can be purchased by anyone interested in our Colorado Historical Markers and will make updating, revising and adding new markers much easier. Our hopes were to include a Website of the Colorado Historical Markers accessible on our Colorado State Society Website. I would like to thank Jackie Sopko, Arkansas Valley Chapter, Pueblo Colorado for her long hours in front of a computer screen, scanning, updating, formatting and supporting me in this project. I would also like to thank the many Colorado DAR Chapters that participated in this project. I owe them all a huge debt of gratitude for giving freely of their time to this project. -

Michael Torres 1 It is unlikely that any American elementary school student could forget the importance of the year 1492, as it immediately brings to mind explorer Christopher Columbus, his three tiny sailing ships and the daring voyage of discovery to the New World. Of no less importance was what historian Teofilo Ruiz of UCLA has called the Other 1492, the completion of the Reconquista (Reconquest) of the Moorish kingdoms in Iberia, and the expulsion of the Jews from Spain by the Catholic Monarchs Ferdinand II of Aragón, and Queen Isabella of Castile.1 These seemingly unconnected events influenced the history and economy of Spain and Europe, setting in motion the exploration, immigration, and colonization of the Americas which gave rise to Spain‟s Golden Age. -

Basques in the Americas From 1492 to1892: A Chronology “Spanish Conquistador” by Frederic Remington Stephen T. Bass Most Recent Addendum: May 2010 FOREWORD The Basques have been a successful minority for centuries, keeping their unique culture, physiology and language alive and distinct longer than any other Western European population. In addition, outside of the Basque homeland, their efforts in the development of the New World were instrumental in helping make the U.S., Mexico, Central and South America what they are today. Most history books, however, have generally referred to these early Basque adventurers either as Spanish or French. Rarely was the term “Basque” used to identify these pioneers. Recently, interested scholars have been much more definitive in their descriptions of the origins of these Argonauts. They have identified Basque fishermen, sailors, explorers, soldiers of fortune, settlers, clergymen, frontiersmen and politicians who were involved in the discovery and development of the Americas from before Columbus’ first voyage through colonization and beyond. This also includes generations of men and women of Basque descent born in these new lands. As examples, we now know that the first map to ever show the Americas was drawn by a Basque and that the first Thanksgiving meal shared in what was to become the United States was actually done so by Basques 25 years before the Pilgrims. We also now recognize that many familiar cities and features in the New World were named by early Basques. These facts and others are shared on the following pages in a chronological review of some, but by no means all, of the involvement and accomplishments of Basques in the exploration, development and settlement of the Americas.
