Please join us at Freedom Hall on April 16, starting at 7:30 pm, for a meeting that will cover two important topics. First, the Water Department will conduct an informational session to explain the new base and usage fee proposal. This is an outgrowth of an effort to make the Water Department more self-sufficient for its capital and operational costs. (You can obtain additional information about the water rate proposal at the web site of the Fire District Rate proposal (www.cotuitfiredistrict.org/ waterdepartment/news-announcements/2019). You can also request materials on the 2019 Rate proposal by emailing the Water Department at [email protected]) Following the Water Department, representatives of the Fire Department and the Prudential Committee will make a presentation regarding the Cotuit Fire Space Needs Feasibility Study and a proposed expansion, including the purchased property adjoining the fire station, to address those needs. Both of these topics are of significant import to the Village. We encourage you to make every effort to attend. The Executive Board is planning to organize the second annual Cotuit Clean-Up day. Last year’s effort was a big success, with a number of volunteers pitching in to pick up roadside trash. Our target date is Saturday, May 11. Details are still being finalized at this time, and we will communicate them to you once they are done. As the date for storing kayaks and dinghies at Town beaches draws near, please be aware of the new rules established by the Town Harbormaster requiring a permit to store any vessel on Town property. Please submit your boat name suggestion with your contact information to CFD, POB 1632, Cotuit 02635 or to [email protected] The winner will be announced next spring at the Annual District Meeting. Entries must be received by May 1st. The Fire Commissioners will vote on the winning boat name at the May meeting and announce it at the District meeting. The winner will be awarded a ride on the newly named boat to Martha's Vineyard for coffee and/or ice-cream! maximum of 4 persons for the trip. The winner must sign a liability waver prior to the trip. Good Luck! Cotuit Water Department - Important April 16th Meeting: Learn more about the proposed water rate changes for 2019. At the request of the Prudential Committee of the Cotuit Fire District, the Cotuit Water Commission authorized a study in 2018 by its consulting engineers Tata & Howard to examine making the Water Department more reliant on revenues from water use (ratepayers’ base fees and use rates) and less on District taxes. The study found that Cotuit’s rates are well below those of comparable districts and towns on the Cape. The Water Commission is proposing an increase in base fees and use for Cotuit homeowners and other water users, beginning July 1, 2019. The goal is to make the Water Department more self-sufficient for its capital and operational costs. This proposal may include consideration for cases of financial hardship, and a phased-in schedule. The Water Commission are providing a series of informational sessions and materials to explain this proposal. President: Jim Dannhauser May 18 - June 15, 2019 Editor: Theresa Egan As I write this, I am looking out at another gloomy weather day. Hopefully the recent rain pattern will end soon and a good long stretch of beautiful Cotuit weather will be ushered in. Please join us for an Association meeting on May 21 at Freedom Hall, beginning at 7:30 pm. This meeting, which we call Candidates and Budget Night, is your chance to hear a presentation by the various components of the Cotuit Fire District – the Water Department, the Fire Department and the Prudential Committee – on their budgets for the forthcoming fiscal year, and to ask any questions on those budgets that you might have. You will also have the opportunity to hear from the people who are running for election to the position of Water Commissioner and Fire Commissioner, as well as the Prudential Committee. There are three Water Commissioners and three Fire Commissioners, and three members of the Prudential Committee, each elected for staggered three year terms. As a result, each year there is one vacancy that arises in each of the three bodies that is filled by vote at the Fire District Annual Meeting. The May 21 meeting is your chance to hear from those candidates. We would like to extend our appreciation on behalf of the Village to Don Campbell, who has served the Village ably as a Water Commissioner and has decided not to seek re-election. Don has been a valuable asset to the Village through his competent service over his time as a Water Commissioner and deserves our gratitude for that. The annual Fire District meeting is set for May 29 at Freedom Hall, beginning at 7:30 pm. This is the meeting at which voting takes place on the various warrant items, and the election of District officers for the ensuing year. These are important matters to Village life and you should do what you can to participate. Please take a moment to renew or establish your membership in the Association, using the coupon at the end of this issue of the Currents. We are a totally volunteer organization, and depend upon your membership to carry out our activities. And please be sure to provide us with your e-mail address if you have not already done so. This enables us to communicate much more effectively than otherwise on things that affect life in this place we call home. The Cahoon Museum has commissioned Konstantin Dimopoulos to create a bold and colorful environmental art installation, The Blue Trees. This internationally acclaimed artwork draws attention to deforestation and the importance of trees to the planet. With the help of community volunteers, Dimopoulos will temporarily transform living trees on the Museum grounds by coloring them a beautiful shade of blue. The biologically-safe water-based colorant will slowly wash from the trees and they will return to their natural state. The Blue Trees has been presented in twenty four cities to date and promotes a greater conversation about important ecological issues. Working with Konstantin Dimopoulos was a natural fit for the museum’s 2019 community engagement initiative. Not only will the installation allow the community to participate in the making of a significant environmental art work, it will allow us all to participate in a dialogue about the purposes of art, why it is important, and to discuss whether museums should be places of dialogue on issues of global and cultural significance. As always, this brings significant pedestrian, bicycle and vehicular traffic, so please be extra cautious on Village roads. The onset of summer also means that the Fourth of July Parade is happening soon. As always, we need as many volunteers as possible to try to assure safety along the Parade route. If you can, please pitch in! Anyone willing to help should meet at the Post Office parking lot at 10:15 on the morning of the Parade, where we will hand out vests and more specific instructions. A belated thank you to all of those who joined us for the second annual Cotuit Clean Up Day! Area roadways looked much better as a dumpster full of roadside trash was picked up. We plan to make this an annual event each May, so keep an eye out for that as the time approaches. The Board of Health of the Town of Barnstable will be meeting on June 25, at 3:00 p.m. at the Town Hall in Hyannis, at which they will once again consider the relaxation of the regulations that restrict the construction of individual septic systems in the Three Bays watershed. This was last considered at a meeting on January 22. There was a large public turnout at that time, expressing continued concern for the change given the substantial build-up of nitrogen that continues to plague the Three Bays. We encourage you to continue to make your opinions on this proposal known to those who are considering this action, and to attend the meeting on the 25th. Lastly, please join us at Freedom Hall on June 18, starting at 7:30 p.m. David Kuehn, Executive Director of Cotuit Center for the Arts, will discuss the expansion project that the Center is preparing to undertake. This is a major expansion project, and the meeting will provide all Villagers with the opportunity to hear first-hand about the plans and ask any questions and provide any input that you might have. Another great Cotuit Fourth of July. Tremendous weather, wonderful crowds and the usual happy faces throughout the Village. Thanks once again to the full army of volunteers that help to arrange the parade – this is a much greater effort than many realize, and all done on a volunteer basis. And thanks as well to the folks who run the Cotuit Bass and Blue Fishing Tournament, who generously donate a major portion of the proceeds of that event to help the Association defray the costs of the Parade and Christmas in Cotuit. Summer is now here in full bore. While you are enjoying all that means, please be careful on the roads and walks in town. There are a lot of people about. And lately there have been concerns expressed about the number of landscape vehicles that are parked on streets and sidewalks as work is being done. Please ask anyone providing service to you to pull into your driveway. The streets and sidewalks are narrow, and when they are blocked it can lead to an unsafe situation for other vehicles and pedestrians. Please consider joining us this month as we hear from Janet Milkman, Executive Director of the Barnstable Land Trust, about all of the latest news from BLT. We will have a meeting at Freedom Hall on July 16 starting at 7:30 p.m. 2019 Cotuit Bass and Bluefish Tournament has become a great annual tradition in Cotuit. All of the proceeds of this event help to fund the Fourth of July Parade and Christmas in Cotuit. All are welcome and you don’t need a boat to take part – you can bring your fish to the weigh-in by boat or car. Join in the fun at the dinner at the Cotuit High Grounds even if you don’t take part in the Tournament. This year’s Tournament will be held on Saturday, August 10. The captains’ meeting will be held on Friday, August 9, at 5:30 p.m. at Freedom Hall. The weigh-in will take place at Cotuit Town Dock on Saturday from 3:00 p.m. to 4:30 p.m. Awards and dinner will be at the Cotuit High Grounds on August 10 starting at 5:30 p.m. Lastly, if you have not already done so, please renew your membership in the Association. Jim Dannhauser, President In April the Water Commissioners voted to raise the water rates and annual fees to reflect the true cost of operations for Cotuit's domestic water supply. The rate changes will begin July 1st. More information will be mailed to each ratepayer in July and can be viewed on the Cotuit Water Department webpage. Cotuit’s Fire Boat now has a new name.....Candoit. The name comes from a bit of Cotuit history....Camp Candoit, which trained three World War II units and it was home to the 594th Engineer Boat and Shore Regiment, which was a branch of the 4th Engineer Special Brigade. President: Jim Dannhauser August 17 - September 13, 2019 Editor: Theresa Egan August is now in full swing. Summer seems to fly by more quickly with each passing year. Please join us on Tuesday, August 20th for our Annual Meeting at Freedom Hall, beginning at 7:30 p.m. As is the case each year, the term in office for four of the twelve members of the Executive Board of the Association expires in August, and an election is held to fill those four positions for a three-year term. The Executive Board has nominated the four following persons to stand for election this year: Mike Scanlon, Carol Zais, Mark Lynch and Mark Stranberg. Mike Scanlon and Carol Zais are standing for re-election. Mark Lynch was elected by the Board to fill the vacancy created when another board member had resigned and is standing for election to a full three-year term, as is Mark Stranberg. We are fortunate that these individuals are prepared to volunteer their time to fill these roles. We would also like to express the Board’s appreciation for the many contributions made by two former members of the Board who have chosen to step down during this year. Dick Hamilton and Leslie Leveille made many contributions to the Association and the Village during their years of service, and are very deserving of all of our thanks for their work. At the conclusion of the Annual Meeting, we will open a regular meeting of the Association. Representatives of the Association to Preserve Cape Cod and Horsley Witten will present a discussion of their stormwater management projects that have been undertaken in the Three Bays Watershed and the projects that are being planned for the coming year. We look forward to seeing you all there! And thank you to everyone who has paid their membership dues and made additional contributions to the Association already this year. At our Annual Meeting in August, four people were elected to three-year terms on the Executive Board of the Association – Mike Scanlon, Carol Zais, Mark Lynch and Mark Stranberg. We thank these four for agreeing to serve the Village in this capacity, and express our deep appreciation to Dick Hamilton and Leslie Leveille for their years of service. At our August meeting, we also heard from representatives of the Association to Preserve Cape Cod and Horsley Witten Group. They reviewed the projects that they had undertaken at Prince Cove and Cordwood landing, and announced that they plan to resume their storm water management project at Ropes Beach this fall. They also described a new project that they are planning to pursue at the Library – a bioretention project at the back end of the parking lot which will include educational and interactive elements. Details on these efforts can be found on the web site of the APCC. I am sure that everyone appreciates the challenges facing the Three Bays watershed, and these projects can be of some help. There is also information on that web site about what individuals can do to help to reduce the flow of nutrients into the Bays. We can all play at least a little part in this regard! Remember to check the Calendar of Local Events on the web site of the Association for information about things going on around town. Thanks to all for your support of the Association this year. President: Jim Dannhauser October 12 to November 15, 2019 Editor: Theresa Egan As most of you know, the Waldorf School lease of the Cotuit Elementary School property was terminated last spring by the Town of Barnstable School Committee. At the time, it was indicated that the building would be used by the Cape Cod Collaborative going forward. Since then, a review of the building indicated that an investment of as much as $1.3 million over three-four years would be needed to address structural and other capital deficiencies to make the building one which the Collaborative would utilize. This entails structural and mechanical issues that are a result of the age of the property and under-investment for many years, and not the fault of the Waldorf School. The School Committee has now indicated that it plans to have the school building revert to the Town so that the Town can evaluate what is the right course of action for the property, including alternative uses other than as a school. This is likely to occur at next month’s meeting of the School Committee. The Committee has invited public comment on this matter, and we encourage interested residents to submit any comments that they have to the Committee by e-mail. The addresses can be found on the Town web site. You can review the Committee’s recent discussion of this matter at its October 2 meeting on the Town web site as well. There was a special meeting of the Barnstable Town Council on Thursday, October 10, at Town Hall to consider the Town’s Comprehensive Waste Management Plan. This is an important matter to all of us, and when you can, we encourage you to view the meeting video on the Town’s web site.
