Please join us at Freedom Hall on April 16, starting at 7:30 pm, for a meeting that will cover two important topics. First, the Water Department will conduct an informational session to explain the new base and usage fee proposal. This is an outgrowth of an effort to make the Water Department more self-sufficient for its capital and operational costs. (You can obtain additional information about the water rate proposal at the web site of the Fire District Rate proposal (www.cotuitfiredistrict.org/ waterdepartment/news-announcements/2019). You can also request materials on the 2019 Rate proposal by emailing the Water Department at [email protected]) Following the Water Department, representatives of the Fire Department and the Prudential Committee will make a presentation regarding the Cotuit Fire Space Needs Feasibility Study and a proposed expansion, including the purchased property adjoining the fire station, to address those needs. Both of these topics are of significant import to the Village. We encourage you to make every effort to attend. The Executive Board is planning to organize the second annual Cotuit Clean-Up day. Last year’s effort was a big success, with a number of volunteers pitching in to pick up roadside trash. Our target date is Saturday, May 11. Details are still being finalized at this time, and we will communicate them to you once they are done. As the date for storing kayaks and dinghies at Town beaches draws near, please be aware of the new rules established by the Town Harbormaster requiring a permit to store any vessel on Town property. Please submit your boat name suggestion with your contact information to CFD, POB 1632, Cotuit 02635 or to [email protected] The winner will be announced next spring at the Annual District Meeting. Entries must be received by May 1st. The Fire Commissioners will vote on the winning boat name at the May meeting and announce it at the District meeting. The winner will be awarded a ride on the newly named boat to Martha's Vineyard for coffee and/or ice-cream! maximum of 4 persons for the trip. The winner must sign a liability waver prior to the trip. Good Luck! Cotuit Water Department - Important April 16th Meeting: Learn more about the proposed water rate changes for 2019. At the request of the Prudential Committee of the Cotuit Fire District, the Cotuit Water Commission authorized a study in 2018 by its consulting engineers Tata & Howard to examine making the Water Department more reliant on revenues from water use (ratepayers’ base fees and use rates) and less on District taxes. The study found that Cotuit’s rates are well below those of comparable districts and towns on the Cape. The Water Commission is proposing an increase in base fees and use for Cotuit homeowners and other water users, beginning July 1, 2019. The goal is to make the Water Department more self-sufficient for its capital and operational costs. This proposal may include consideration for cases of financial hardship, and a phased-in schedule. The Water Commission are providing a series of informational sessions and materials to explain this proposal. Cahoon Museum ARTWEEK Open House – Family Friendly Saturday April 27, 10:00 am – 4:00 pm Admission Free Stop by the Cahoon Museum of American Art for this free event and see the spring exhibitions, meet the artists, enjoy demonstrations, en plein air painting, artist gallery talks, docent tours, children's crafts and more. Waldorf School April 26 at 6:00 pm - variety show and Mexican dinner fundraiser; and don’t forget May 4th 11:00 - 1:00 pm is May Day - picnic, make flower crowns, maypole dancing. The Cotuit Kettleers are looking for new host families for players for the 2019 season. The season runs from early June through early August. You would need to provide a room for the player, access to a washer and dryer, and three meals a day. In return, you will receive a stipend to help cover costs and lasting friendships with some terrific young men who are working to enhance their futures, not only as baseball players, but also as people. You can be part of that development! Also, a Baggo Tournament to benefit the Pan Mass Challenge will be held on Saturday, April 27th at noon at the church. There is a $50 entry fee per team of 2 people. 20-foot courts.     INTRODUCTION AND OVERVIEW HISTORY, DEMOGRAPHICS AND STATISTICS A Brief History The Town of Barnstable’s beginnings as a Town date back to a grant to two Europeans and their associates, and to its settlement, mainly by the Rev. John Lothrop and his parishioners from Scituate. The year was 1639, less than 20 years after the Pilgrims on the small sailing ship Mayflower landed first at Provincetown and then at Plymouth to begin the colonization of New England. These first settlers were mainly farmers. They had to be in order to survive. Peaceful dealings with the indigenous people began as early as the first land purchases. West Barnstable was obtained from the Native American Serunk and Barnstable from Nepoyetum in the first ten years; the Hyannis and Hyannis Port area from Yanno and Cotuit from Paupmumuck in the first twenty-five years. The price seemed to be right. For the whole Town, the cost was four coats, two small breeches, Barnstable County Courthouse three axes, three brass kettles, a broad hoe, a day’s plowing, one dwelling house and 20 pounds in English money. The office of selectmen had been established in 1665 and twenty years later, the Town became the County seat for Barnstable County. It wasn’t until the mid-eighteenth century that the Cape, including the Town of Barnstable, had become largely a maritime region. The oyster lured many settlers and the maritime industry was becoming a major employer. The years after the war of 1812 brought great expansion. The Town had developed many items for export including flax, corn, rye, wheat and onions, salt from burgeoning saltworks and dried cod from its fishermen.

    REPORT OF RECREATION COMMISSION ROAD TRIP SUBCOMMITTEE OCTOBER 11, 2012 RECREATION COMMISSION : Joseph O’Brien, Chair Clyde Takala, Vice Chair Rene King Steve Mele Katherine Pina Richard Sawyer Kevin Turner The Town of Barnstable Recreation Commission’s mission is as an advisory board to the Recreation Division and Hyannis Youth and Community Center, which provide a variety of opportunities and choices for Barnstable citizens and visitors to achieve their human potential while preserving and protecting the integrity of the natural environment that will enhance the quality of life for the individuals, families and the community at large within the Town. The 2012 Recreation Commission members are: Joe O'Brien, Chairperson; Clyde Takala. Vice Chairperson; Rene King; Steve Mele; Katherine Pina; Richard Sawyer; and Kevin Turner. Dr. Debra Dagwan serves as our Town Council Liaison and Patti Machado, Director of Leisure Services, serves as our Staff Liaison. During the 2012 Recreation Commission spring session and bolstered by a request of Town Manager Tom Lynch, the Commission voted unanimously to move outside the boundaries of our monthly meetings and physically visit each facility that falls either entirely and/or partially under our charter. There was general Town Council interest in the tours as was reflected through their response to Councilor Debra Dagwan and Town Manager Tom Lynch’s reports to the Town Council. We kicked off our road trip in May 2012 and ended our tour in September 2012. The Recreation Commission visited all seven villages in the town of Barnstable, MA and over 80 recreation facilities, including school fields and playgrounds that fall under Recreation under the Town charter after 3 pm and when school is not in session.

    Report of Recreation Commission Recreation Facility Tour Evaluation Completed: April 9, 2020 Recreation Commissioners: Joseph O’Brien, Chairman James Tenaglia, Vice Chairman Brendan Burke Reneé Dowling Rene King Nickolas Atsalis Timothy Lus 1 The Town of Barnstable Recreation Commission advises and otherwise assists the Town Manager in the establishment of rules and regulations concerning the use of all playground and athletic fields, including those under the jurisdiction of the School Committee except during the regular school year or at other times when such facilities are reserved for use for Town of Barnstable school activities and the municipal ice rinks. The Recreation Commission is an advisory board to the Town. The Recreation Division and the Hyannis Youth and Community Center provide a variety of opportunities and choices for Barnstable residents and visitors to achieve their human potential while preserving and protecting the integrity of the natural environment that will enhance the quality of life for individuals, families and the community at large within the Town. As the only Town with two teams – the Cotuit Kettleers and Hyannis Harbor Hawks – the Cape Cod Baseball League provides us with plenty of excitement. The John F. Kennedy Hyannis Museum has a special exhibit this summer – Cape Cod Remembers JFK Jr. Be sure to walk the Kennedy Legacy Trail and visit the beautiful John F. Kennedy Memorial and the Korean War Memorial on Ocean Street. Discover Barnstable at Bismore Park and the Harbor Overlook is a great way for you to know more about how different Town Departments and Divisions work for you. Another great summer time activity is the Cape Cod Lifeguard Competition. Lifeguards from across Cape Cod compete in a number of events, testing their swimming, running, agility, and lifesaving skills. Last year our Town of Barnstable Lifeguards claimed first place in the non-surf division. This year’s event will be held in Chatham on Friday, August 2nd. Also on Friday, August 2nd, the Town of Barnstable, the Barnstable Police Department and People of Action are proud to announce the 4th Annual Barnstable Unity Day Celebration on the Hyannis Village Green from 4:00-7:00 PM.
