It was reviewed by Peniamina Leavai (SPREP), Dr Netatua Pelesikoti (SPREP) and Damien Sweeney and Martin Pritchard (Pacific Research and Evaluation Associates). iv PACC TECHNICAL REPORT NO. 19 EXECUTIVE SUMMARY In Solomon Islands, the Pacific Adaptation to Climate Change (PACC) project focused on food security, with a goal ‘to contribute to reduced vulnerability and increased adaptive capacity to adverse effects of climate change in Solomon Islands’. The pilot sites for the demonstration projects were the low lying atolls of Ontong Java and, in a second phase, Sikaiana. These atolls are extremely isolated and are highly vulnerable in many respects. Climate- related threats mainly come from sea level rise and extreme weather events, and impacts on food security include contamination of the freshwater lens affecting crop production. Associated soil salinisation, as well as loss of land through erosion, also have serious implications for subsistence food production in locations that are already stressed. Project activities began in 2011, building on the experience gained by the Anglican Church of Melanesia which had implemented a food security project in Luaniua, Ontong Java. A comprehensive vulnerability and adaptation assessment was conducted in Ontong Java in May 2011. The PACC project decided to focus its activities in Pelau, the second most populated island in Ontong Java. The project conducted training in atoll farming practices, including permaculture and backyard gardens. Atoll permaculture is an agroforestry gardening system containing diverse trees and food plants and using all layers and levels, and which in time is self-mulching and self-regenerating. Demonstration plots for atoll permaculture and backyard gardens were established with the communities. Different tree crops, root and tuber crops, vegetables and nitrogen-fixing plants were evaluated for their tolerance to the environment, their suitability to the permaculture system, and their acceptability to the community. The project worked closely with the Ministry of Agriculture and Livestock Development in the selection of planting material for the project and assessment of biosecurity risk where planting materials were moved to the atoll. Water resources are also vulnerable on the atolls. Most families do not have water storage tanks, and therefore capacity to capture and store water for household and agriculture purposes is limited. Families depend on underground water, which is increasingly contaminated. The project provided water tanks for the communities to assist with the management of water resources. A simple solar dryer was developed and piloted by the project. Research was conducted on the optimum methodology for processing cassava for long-term storage using the dryer. The Sikaiana community in Honiara was trained in building and using the dryer. In working with the community based in Honiara, the project put in place a measure which would enable the supply of dried cassava to communities on Sikaiana atoll when food gardens were damaged during natural disasters. In parallel, the project team has been addressing food security and climate change at the strategic level through involvement in the development of the National Climate Change Policy. INTRODUCTION The Pacific Adaptation to Climate Change (PACC) programme is the largest climate change adaptation initiative in the Pacific region, with projects in 14 countries and territories. PACC has three main areas of activity: practical demonstrations of adaptation measures; driving the mainstreaming of climate risks into national development planning and activities; and sharing knowledge in order to build adaptive capacity. The goal of the programme is to reduce vulnerability and to increase adaptive capacity to the adverse effects of climate change in three key climate-sensitive development sectors: coastal zone management, food production and food security, and water resources management. The programme began in 2009 and ended in December 2014. In Solomon Islands, the PACC project focused on food security, with a goal ‘to contribute to reduced vulnerability and increased adaptive capacity to adverse effects of climate change in Solomon Islands’. The project focused on the densely populated low-lying atolls which are highly vulnerable to sea level rise and saltwater intrusion into wells and cropping areas. The main activities of the project involved developing atoll permaculture and backyard gardens and trialling solar dryers for food processing and preservation. The project team also worked on mainstreaming of climate change at the strategic level, and helped to develop the National Climate Change Policy. This demonstration guide provides a comprehensive description of the Solomon Islands PACC project, from inception and early planning stages, through design and implementation, to monitoring and evaluation. Aimed primarily at climate change practitioners across the Pacific region, it gives details of the planning and execution of this food security project, with a focus on lessons learned along the way and best practices identified. As with the demonstration guides from the other PACC projects, the hope is that future projects can build on these experiences, contributing to a more resilient Pacific region. Donner Kutztown University For the past seventy years, the people from Sikaiana in the Solomon Islands have been migrating away from their atoll. After World War II, most Sikaiana mi- grants settled in Honiara, the capital of the Solomon Islands, located on Guadal- canal Island. Several generations of Sikaiana people have matured in Honiara, and, during my stays in the 1980s, the Sikaiana population in Honiara outnum- bered the population on Sikaiana. In Honiara, Sikaiana migrants have developed many activities that bring them together as a community, including a residential settlement, funerals, wedding exchanges, and fund-raising events. Sikaiana people living on the atoll form a small face-to-face community of biographically known others. Sikaiana migrants in Honiara have developed institutions and events that maintain this kind of intimate community, but economic and demographic factors are not stable, and the lives of migrants are changing in ways that may alter their communal activities. Collective ownership is being replaced by individual owner- ship, generalized reciprocity is replaced by new market relations, and most Sikai- ana migrants are now dependent on earning wages in an uncertain economy and social system. BOERGER, ÅSHILD NÆSS, ANDERS VAA, RACHEL EMERINE, and ANGELA HOOVER Abstract This article looks back over 40 years of language and culture change in the region of the Solomon Islands where the four Reefs-Santa Cruz (RSC) lan- guages are spoken. Taking the works of Davenport and Wurm as a starting point, we list specific linguistic changes we have identified and discuss the so- ciological factors which have both promoted and undermined the vitality of these languages. We then determine the level of vitality for each language through the recently proposed Extended Graded Intergenerational Disruption Scale — EGIDS (Lewis and Simons 2010), and based on our results for the RSC languages, we provide a short evaluation of the usefulness of EGIDS for prioritizing language documentation efforts. Introduction Forty years ago, two authors wrote extensively about the anthropological and linguistic situation in the RSC language communities. Davenport (1962, 1964, 1975, 2005) described the cultural and sociological properties of both the Santa Cruz and Reef Islands cultures, Figure 1, including a description of trade rela- tionships within the Santa Cruz archipelago. At the same time Wurm (1969, 1970, 1972, 1976, 1978) analyzed the linguistic characteristics of the RSC languages. In his later work, Wurm (1991, 1992a, 1992b, 2000, 2002, 2003) also discussed language vitality in the region.

    11 Poisonous arrows and unsound minds: hysterical tetanus in the Victorian South Pacific Daniel Simpson When the Royal Navy sloop and flagship of the Australia Station HMS Pearl returned to Sydney harbour on 23 August 1875, it brought with it sad and disturbing news. On the journey home, three sailors, including the Station’s popular and well-respected commodore, James Graham Goodenough, had died from wounds sustained a fortnight earlier at Nendö Island, part of the Santa Cruz group in the South Pacific Ocean. On 12 August, Goodenough and five members of his crew were shot with reputedly poisonous arrows following an unsuccessful attempt to interview Nendö people as part of their investigation into the Pacific Islands labour trade, which Goodenough considered a modern form of slavery. In an echo of the death of Captain James Cook almost one hundred years before, the men came under attack while fleeing the beach for the relative safety of the Pearl’s whaleboats, pursued by island- ers who had long since grown wary of British intrusion. Diligently recorded by the Pearl’s surgeon, Adam Brunton Messer, the symptoms suffered by at least three of the wounded sailors were undoubtedly those of tetanus. Though the disease had long since been associated with open wounds and tropical climates, the tetanus bacterium Clostrid- ium tetani had not yet been discovered; the poisonous arrows’ power to tetanise their victims was therefore unexplained.     WE, THE TAUMAKO KINSHIP AMONG POLYNESIANS IN THE SANTA CRUZ ISLANDS Richard Feinberg Kent State University Kent, Ohio USA [email protected] Raymond Firth’s We, The Tikopia, first published in 1936, still sets the standard for de- tailed, nuanced, sensitive ethnography. As Malinowski’s student, Firth—who died in 2002 at the age of 100—was a hard-headed functionalist, whose forte was careful exami- nation of cultural “institutions” and their effects on individuals as well as on other institutions. Suspicious of abstruse theoretical pronouncements, he presented his analy- ses in plain language and always situated them in relation to the “imponderabilia” of real people’s everyday lives. We, The Tikopia has been a foundational text for genera- tions of anthropologists, and it helped to guide my research on three Polynesian outliers over the past four decades. Since the time of Firth’s initial fieldwork, conditions in the region have changed drastically, as even the most remote communities have become en- meshed in the world market economy. In 2007-08, I studied a revival of indigenous voy- aging techniques on Taumako, a Polynesian community near Tikopia, in the southeastern Solomon Islands. I was struck by the extent to which the cash economy permeated Tau- mako life, altering the tone of kin relations in ways that would have been unimaginable on Tikopia in the 1920s—or even on Anuta, where I conducted research, in the 1970s. Here, I will examine Taumako kinship in light of the insights offered by Sir Raymond three quarters of a century ago and explore the changes to the kinship system brought about by new economic forces.
