Project Identification: Howard County Public School System Four School Select Door Replacements. 1. Project Location: a. School 1: Clarksville Elementary School, 12041 Maryland Route 108, Clarksville, MD 21029 b. School 2: Lisbon Elementary School, 15901 Frederick Road, Woodbine, MD 21797 c. School 3: Cradlerock Elementary / Lake Elkhorn Middle School, 6680 Cradlerock Way, Columbia, MD 21045 d. School 4: Jeffers Hill Elementary School, 6000 Tamar Drive, Columbia, MD 21045 B. Owner: Howard County Public Schools School Construction, 9020 Mendenhall Court, Suite C, Columbia, MD 21045. 1. Electrical Engineer: James Posey Associates, Inc., 3112 Lord Baltimore Drive, Baltimore, MD 21244, 410-265-6100 1.4 WORK COVERED BY CONTRACT DOCUMENTS A. The Work of Project is defined by the Contract Documents and consists of the following: 1. The Work includes, but is not limited to, all work necessary for the replacement of doors, door frames, and door hardware at multiple openings at four schools including touch-up of adjacent finishes disturbed by replacement work. The Work also includes the repair of multiple concrete landings, the construction of new wall infill where indicated on the drawings, replacement of the Card Reader System at Cradle Rock ES / Lake Elkhorn MS, and other Work indicated in the Contract Documents. B. Type of Contract: 1. Project will be constructed under a single prime contract. 1.5 PHASED CONSTRUCTION A. The Work shall be conducted in a single phase B. Before commencing Work of each phase, submit an updated copy of Contractor's construction schedule showing the sequence, commencement and completion dates for all Work activities including time for move-out and move-in of Users if necessary. 1.6 WORK BY OWNER A. General: Cooperate fully with Owner so work may be carried out smoothly, without interfering with or delaying work under this Contract or work by Owner. Coordinate the Work of this Contract with work performed by Owner. B. Concurrent Work: Owner will perform the following construction operations at Project site. Those operations will be conducted simultaneously with Work under this Contract. 1. Where indicated on the drawings, the Owner will remove certain doors or opaque panels in door frames from the site for suspected presence of hazardous materials. The Contractor shall proceed with remaining demolition work after authorization from and at the direction of the Owner. 1.7 ACCESS TO SITE A. General: Contractor shall have limited use of Project site for construction operations as indicated on Drawings by the Contract limits and as indicated by requirements of this Section. B. Use of Site: Limit use of Project site to Work in areas indicated. Do not disturb portions of Project site beyond areas in which the Work is indicated. Driveways, Walkways and Entrances: Keep driveways, loading areas, and entrances serving premises clear and available to Owner, Owner's employees, and emergency vehicles at all times. Do not use these areas for parking or for storage of materials. a. Schedule deliveries to minimize use of driveways and entrances by construction operations. b. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site. C. Condition of Existing Building: Maintain portions of existing building affected by construction operations in a weathertight condition throughout construction period. Repair damage caused by construction operations. D. Condition of Existing Grounds: Maintain portions of existing grounds, landscaping, and hardscaping affected by construction operations throughout construction period. Repair damage caused by construction operations. 1.8 COORDINATION WITH OCCUPANTS A. Partial Owner Occupancy: Owner will occupy the premises during entire construction period, with the exception of areas under construction. Cooperate with Owner during construction operations to minimize conflicts and facilitate Owner usage. Perform the Work so as not to interfere with Owner's operations. Maintain existing exits unless otherwise indicated. 1. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from Owner and authorities having jurisdiction. 2. Provide not less than one week notice to Owner of activities that will affect Owner's operations. 3. The Architect will prepare a Certificate of Substantial Completion for each specific portion of the Work to be occupied in each school prior to Owner occupancy. 4. The Contractor shall obtain a Certificate of Occupancy from local building officials based upon the Contractor’s Final Inspection Certificates. Final Inspection Certificates are required prior to Owner occupancy. 5. Prior to partial Owner occupancy, mechanical and electrical systems shall be fully operational. Required inspections and tests shall have been successfully completed. Upon occupancy, the Owner will operate and maintain such mechanical and electrical systems serving occupied portions of the building. 6. Upon occupancy, the Owner will assume responsibility for maintenance and custodial service for occupied portions of the building. 7. At the time of Owner occupancy, should mechanical and electrical systems not be fully operational and not have been successfully demonstrated, the Contractor may be called upon by the Owner to respond within 4 hours to resolve the problem or issues, or to complete the particular Work immediately. If the Work is not completed immediately, the Owner may temporarily resolve the problem or issues, or complete the Work, or have others complete the Work at the Contractor’s expense without relieving the Contractor of any of his contractual obligations. 1.9 WORK RESTRICTIONS A. Work Restrictions, General: Comply with restrictions on construction operations. SUMMARY 011000 - 3 HCPSS 4 SCHOOL SEL DOOR REPLMNT BID SET 1. Comply with limitations on use of public streets and with other requirements of authorities having jurisdiction. B. On-Site Work Hours: The Contractor shall furnish sufficient forces to ensure the completion of the Work within the time stated in the Contract. Any work necessary to be performed outside the working hours listed below, on Saturdays, Sundays, or legal holidays, shall be performed without additional expense to the Board of Education. In addition, should the Contractor perform work requiring the attendance of Howard County Public School personnel or custodians at times other than their typical work hours, the owner will bear such additional costs as necessary to pay the wages of the Howard County Public School personnel. 1. Coordinate with the Owner for specific Work hours for each Site. Work hours shall be determined and may vary such that there are no interruptions to Student activities. C. Noise, Vibration, and Odors: Coordinate operations that may result in high levels of noise and vibration, odors, or other disruption to Owner occupancy with Owner. 1. Notify Owner not less than seven days in advance of proposed disruptive operations. 2. Obtain Owner's written permission before proceeding with disruptive operations. D. Restricted Substances: The Owner maintains a tobacco and alcohol/drug-free environment. 1. The sale or use of tobacco, alcohol, or drugs in any form or related product is prohibited on the Owner’s property at all times. 2. Persons found to violate this policy may be requested to remove the product in question and themselves from the premises. 1.10 SPECIFICATION AND DRAWING CONVENTIONS A. Specification Content: The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations. These conventions are as follows: 1. Imperative mood and streamlined language are generally used in the Specifications. The words "shall," "shall be," or "shall comply with," depending on the context, are implied where a colon (:) is used within a sentence or phrase. 2. Specification requirements are to be performed by Contractor unless specifically stated otherwise. B. Division 01 General Requirements: Requirements of Sections in Division 01 apply to the Work of all Sections in the Specifications. C.
