As such, the allocation of Raga Constituency is distributed @ 70% in Lower Subansiri District and 30% in Upper Subansiri District as desired by MLA, Raga Assembly Constituency. * Fund allotted to Deputy Commissioner, Ziro Lower Subansiri District includes Rs.2.00 Lakhs (Rupees Two lakh) only diverted from the MLALAD fund of 19-Nyapin Assembly Constituency for “ Construction of Burial and Cremation ground at Ziro ” and Rs.1.00 Lakh from the MLALADS fund of 25-Raga Assembly Constituency is to be earmarked for same purpose as recommended by Shri Tatar Kipa, HMLA, Nyapin and Shri Nido Pavitra,, HMLA, Raga and approved by the Government. ** Fund allotted to Deputy Commissioner, Roing, Lower Dibang Valley District includes Rs.1,00,000/- (Rupees One lakh) only diverted from the MLALAD fund of 30-Along West and 44- Tezu Assembly Constituencies @ Rs 50,000/= each for “ Procurement of school Furniture for Govt. Higher Secondary School, Roing ” as recommended by Shri Gadam Ete, HMLA, Aalo West and Shri Karikho Kri, HMLA, Tezu and approved by the Government. 2. Total allocation under MLALADS during 2008-09 to the concerned DCs/ADCs is given at Annexure-I ( enclosed). 3. Schemes should be finalized with approval of concerned MLAs keeping in view guidelines issued vide letter No.PD(P)-35/95 dated 21.10.2000 and amendments issued from time to time . Further, schemes including work schemes may preferably be so selected that their administrative approval and expenditure sanction could be accorded by Deputy Commissioner/ Additional Deputy Commissioner within their delegation of financial powers. 4. In addition, while circulating the Annual Report 2018-19, it was requested that henceforth, the Annual Report shall be made an annual affair and to make it more befitting document for highlighting the achievements in each year, it was -re quested that the information may be submitted in time and as per the prescribed format, after the compilation of the financial and physical account of each preceding year.

    Histrical Background Changlang District covered with picturesque hills lies in the south-eastern corner of Arunachal Pradesh, northeast India. It has an area of 4,662 sqr. Km and a population of 1,48,226 persons as per 2011 Census. According to legend the name Changlang owes its origin to the local word CHANGLANGKAN which means a hilltop where people discovered the poisonous herb, which is used for poisoning fish in the river. Changlang District has reached the stage in its present set up through a gradual development of Administration. Prior to 14th November 1987, it was a part of Tirap District. Under the Arunachal Pradesh Reorganization of Districts Amendment Bill, 1987,the Government of Arunachal Pradesh, formally declared the area as a new District on 14th November 1987 and became 10th district of Arunachal Pradesh. The legacy of Second World War, the historic Stilwell Road (Ledo Road), which was constructed during the Second World War by the Allied Soldiers from Ledo in Assam, India to Kunming, China via hills and valleys of impenetrable forests of north Burma (Myanmar) which section of this road is also passed through Changlang district of Arunachal Pradesh and remnant of Second World War Cemetery one can see at Jairampur – Nampong road. Location and Boundary The District lies between the Latitudes 26°40’N and 27°40’N, and Longitudes 95°11’E and 97°11’E .It is bounded by Tinsukia District of Assam and Lohit District of Arunachal Pradesh in the north, by Tirap District in the west and by Myanmar in the south-east.

Division, is one of the oldest divisions in Arunachal Pradesh and it covers the 44- Tezu Assembly Constituency segment. This division was established initially as Lohit Frontier Division with its head-quarters at Sadiya in Assam in 1947. It was later renamed as Lohit C.P.W Division and its head-quarters were shifted to Tezu. Afterwards it was further renamed as Tezu P.W. Division. The jurisdiction of this division starts from the Arunachal-Assam boundary near Sunpura and extends upto the boundary of Lohit and Anjaw districts. To the South, its jurisdiction extends to the Lohit river and to the boundary of Lohit and Lower Dibang Valley districts to the North. At present this division has two P.W.Sub-divisions viz Tezu Sub-division and Sunpura P.W.Sub-division.

The objectives of the Centre include the creation of high-quality research infrastructure for students, researchers and faculty members, in addition to sponsoring and coordinating research on various developmental issues having policy implications at the regional and national level. Publishing working/policy papers on the research outcome of the Centre, monographs and edited volumes are the key activities of the Centre. The present working paper by Prof. Amitava Mitra, titled, ‘Challenges of Development in the Border Areas of Arunachal Pradesh: An Empirical Study’, is an output of a research project. It is sixth in the series of working paper published by the Centre for Development Studies. The working paper has explored the wide ranging inter-district disparities in the state of Arunachal Pradesh, in terms of availability of infrastructural facilities that are crucial for improving the economic condition of people in the state. The districts of the northern and eastern international border areas, with high mountains are less well serviced than the districts in the foothills of Arunachal Pradesh.
