Question for Written Answer Question for written answer E-003163/2020 to the Commission Rule 138 Alessandra Moretti (S&D), Giuseppe Ferrandino (S&D), Franco Roberti (S&D), Pietro Bartolo (S&D), Massimiliano Smeriglio (S&D), Caterina Chinnici (S&D), Paolo De Castro (S&D), Brando Benifei (S&D), Simona Bonafè (S&D), Elisabetta Gualmini (S&D), Patrizia Toia (S&D), Irene Tinagli (S&D), Pina Picierno (S&D), Giuliano Pisapia (S&D) Subject: Reviving the tourist industry Europe has always been one of the world’s most popular tourist destinations: the tourist industry accounts for between 10 and 11% of EU GDP and 12% of EU employment, or some 27 million jobs in tourism and related sectors. The industry is made up of almost 3 million firms, 90% of which are SMEs, some of them very small. In the light of the crisis triggered by the COVID-19 pandemic and the guidelines and strategy recently published by the Commission, the need for decisive action at EU level to support the industry is emerging ever more clearly, not least in order to ensure that Member States do not end up vying ever more brazenly with one another to attract tourists over the next few months. In the light of the above, can the Commission answer the following questions: 1. Does it agree that the tourist industry should receive the largest share of the funding made available under the instruments designed to relaunch the economy, in particular the Recovery Plan? 2. In the light of the guidelines which have just been published and which provide for the identification of areas with a similar epidemiological status, what measures will it take to ensure that certain countries do not suffer discrimination and are denied the opportunity to welcome tourists because Member States have concluded bilateral agreements between themselves?     Paolo De Castro - Curriculum Vitae Paolo De Castro is 58 years old and is currently Professor of Agricultural Economics and Policy at the University of Bologna. After having obtained the university degree in Agriculture and Food Sciences at the University of Bologna, he completed a period of specialization in food systems economics at the Washington State University in Pullman (US). His academic career has been full of awards, both nationally and internationally. These include two honorary degrees (in Agricultural Sciences and Veterinary Medicine at the University of Cluj-Napoca (RO), and in Nutritional Sciences and Technologies at the University of Basilicata (IT)) and the Titulo de Gran Cruz de la Orden al Mérito Agrario y Pesquero Alimentario received from the King of Spain Juan Carlos I. Professor Paolo De Castro is author of over 150 scientific publications: particularly mentioned are his scientific contributions on the issue of food security and the role of international trade in the development of modern society.     THE NEW EUROPEAN PARLIAMENT KEY COMMITTEE COMPOSITION 31 JULY 2019 INTRODUCTION After several marathon sessions, the European Council agreed on the line-up for the EU “top jobs” on 2 July 2019. The deal, which notably saw German Defence Minister Ursula von der Leyen (CDU, EPP) surprisingly designated as the next European Commission (EC) President, meant that the European Parliament (EP) could proceed with the election of its own leadership on 3 July. The EPP and Renew Europe (formerly ALDE) groups, in line with the agreement, did not present candidates for the EP President. As such, the vote pitted the S&D’s David-Maria Sassoli (IT) against two former Spitzenkandidaten – Ska Keller (DE) of the Greens and Jan Zahradil (CZ) of the ACRE/ECR, alongside placeholder candidate Sira Rego (ES) of GUE. Sassoli was elected President for the first half of the 2019 – 2024 mandate, while the EPP (presumably EPP Spitzenkandidat Manfred Weber) would take the reins from January 2022. The vote was largely seen as a formality and a demonstration of the three largest Groups’ capacity to govern. However, Zahradil received almost 100 votes (more than the total votes of the ECR group), and Keller received almost twice as many votes as there are Greens/EFA MEPs. This forced a second round in which Sassoli was narrowly elected with just 11 more than the necessary simple majority. Close to 12% of MEPs did not cast a ballot. MEPs also elected 14 Vice-Presidents (VPs): Mairead McGuinness (EPP, IE), Pedro Silva Pereira (S&D, PT), Rainer Wieland (EPP, DE), Katarina Barley (S&D, DE), Othmar Karas (EPP, AT), Ewa Kopacz (EPP, PL), Klara Dobrev (S&D, HU), Dita Charanzová (RE, CZ), Nicola Beer (RE, DE), Lívia Járóka (EPP, HU) and Heidi Hautala (Greens/EFA, FI) were elected in the first ballot, while Marcel Kolaja (Greens/EFA, CZ), Dimitrios Papadimoulis (GUE/NGL, EL) and Fabio Massimo Castaldo (NI, IT) needed the second round.

In recent weeks Pfizer and AstraZeneca, two of the pharmaceutical firms the furthest ahead at present in the manufacture of effective proven vaccines, announced that they would be obliged to reduce supplies for various reasons. This news has caused bewilderment among EU citizens, who have already endured months of this pandemic that has caused thousands of deaths and enormous damage to the EU’s social and economic fabric. In this context: 1. In the agreements concluded by the Commission, what terms and conditions apply to the supply of the vaccines, and what dissuasive measures and sanctions were included to protect citizens’ rights and the interests of the EU? 2. What measures will the Commission deploy to ensure that these delays are not repeated in the future, including in the event that vaccines from other pharmaceutical firms come onto the market? 3.

En nuestra opinión, los hechos que han salido a la luz y han obligado a un gobernante a abandonar el país, tienen una evidente profunda afectación en el orden constitucional y democrático de cualquier país. Para nosotras y nosotros, la implementación íntegra de los acuerdos de Paz y la garantía de los derechos humanos es una prioridad en nuestra relación con Colombia, posición refrendada por esta cámara en las últimas resoluciones aprobadas. Ante esta situación, le solicitamos que como Jefe del Estado active, implemente y refuerce las medidas pertinentes que garanticen la protección del Dr. Caicedo y el cumplimiento de su mandato democrático como Gobernador del Magdalena.
