Question for written answer E-001311/2021/rev.1 to the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy Rule 138 Giuliano Pisapia (S&D), Maria Arena (S&D), Brando Benifei (S&D), Milan Brglez (S&D), Aurore Lalucq (S&D), Pierre Larrouturou (S&D), César Luena (S&D), Franco Roberti (S&D), Raphaël Glucksmann (S&D), Nacho Sánchez Amor (S&D), Alfred Sant (S&D), Isabel Santos (S&D), Massimiliano Smeriglio (S&D), Patrizia Toia (S&D) Subject: Conviction of the Palestinian human rights defender Issa Amro Youth Against Settlements is a Hebron-based group that opposes illegal Israeli settlement expansion by organising peaceful protests and documenting human rights violations perpetrated by Israeli forces and settlers. On 6 January 2021, its founder, Issa Amro, was convicted on six counts, including those of ‘participating in a rally without a permit’, ‘obstructing a soldier’, and ‘assault’. On the same day, United Nations experts issued a statement condemning his conviction1. Mr Amro has continuously been subjected to arbitrary arrests and detentions, death threats, ill treatment and movement restrictions over the past several years. Amnesty International has asked Israel to drop all charges against him, as they consider them to be ‘politically motivated and linked to his peaceful work in exposing Israel’s human rights violations’2. 1. What tangible measures has the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy taken to ensure that Israeli authorities will put an end to all forms of harassment, including at the judicial level, against Mr Amro and all other human rights defenders in Israel and the Occupied Palestinian Territory? 2. COMMON STATEMENT ON THE US-EU WINE TRADE RELATIONSHIP June 14, 2021 The EU and the US wine sectors play a critical role in supporting a vibrant transatlantic trade relationship. This sector is an essential driving force for many rural economies and for a significant number of medium and small enterprises. The undersigned deeply regret that the wine sector, as a notable industry in our two economies is sometimes caught in the crosshairs of unrelated trade disputes, causing economic damage to producers, and putting the millions of jobs that they support at risk. Consumers are also victims of those trading conflicts, which can lead to higher prices and reduced consumer choice. We urge the European Union and the US to resolve current trade disputes, to stop any related retaliatory action against wine exports, and to strengthen their bilateral partnership in order to avoid any sanctions against those sectors, including in the context of the current World Trade Organization Large Civil Aircraft Airbus-Boeing disputes. As legislators and policy makers on both sides of the Atlantic, we acknowledge the importance and benefits of strengthening this bilateral partnership. Both the U.S. and the EU are each other’s largest export markets, with the total wine trade reaching more than $5.3 billion (€4.5 billion) annually, creating jobs and investment and supporting sustainable agriculture on both sides of the Atlantic. We ask our governments to further support the economic vitality and diversity of our wine sectors by working to remove all tariffs on wine to achieve a “zero for zero” wine trade environment.

For years, Europe and the world have been witnessing a crime against humanity without opposing any resistance to it. In recent months, several studies have reported the use of Uyghur forced labour for the benefit of major European companies. Indeed, many Chinese factories, directly supplying EU brands exploit the Uyghurs and benefit from their forced labour. Facing this abjection, Europe must act to protect the lives and fundamental rights of Uyghurs. The EU should use its trade and market power to safeguards the founding principles enrichened in our Treaties and guiding our external policies. As the US did lately through an imports ban passed almost unanimously in the US House of Representatives, Europe urgently needs to establish a blacklist of Chinese companies implicated in Uyghur forced labour. Hon. Mr President of the European Parliament, Dear David Sassoli, Since March, when the outbreak of COVID-19 intensified in Europe, the functioning of the European Parliament (EP) has changed dramatically, due to the sanitary measures applied. We understand the inevitability of the contingency plan, taking into account the need to prevent infection and the spread of the virus and to protect the health and lives of people. Six months later, the functioning of the EP is gradually returning to normal. However, there are services whose unavailability seriously impairs parliamentary work, namely the interpretation service. The European Union (EU) has 24 official languages and all deserve the same respect and treatment. We recognize that the number of languages available in committee meeting rooms has been increasing, but even so, more than half of the languages still have no interpretation. Multilingualism is a right enshrined in the Treaties that allows Members to express themselves in their own language. Now, that is not happening and we are concerned that the situation will continue, even taking into account the expected workflow in the commissions after these atypical six months. In this sense, we appeal, once again, to you, the President of the EP for the application of the letter and the spirit of the principle of multilingualism, finding solutions that respect this principle and that allow the use of any of the 24 official languages of the EU. The expression of each deputy in her/his own language is a priority so that there can be conditions to fully exercise the mandate for which she/he was elected and a condition of respect for the citizens who elected her/him.

Mr Samir, a researcher into the history of family planning in Egypt and an advocate of safe and legal access to healthcare and women’s reproductive rights, has been charged by the Supreme State Security Prosecution with joining and funding a terrorist organisation and deliberately spreading false news. Mr Samir is currently being held in solitary confinement and is being denied contact with his family and lawyers, access to warm clothing and acceptable living conditions. He has testified to being a victim of torture and inhuman and degrading treatment by national security forces. His case is reminiscent of those of Patrick George Zaki, Walid al-Shobaki and Giulio Regeni. 1. Is the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy aware of this latest worrying case? 2. There are 41 candidates contesting these elections. Our questionnaire reached 36 of them. 16 replied and 7 accepted our invitation to meet with us. Given that every candidate had an equal opportunity to show his/her interest in matters which are of utmost importance to us, FACTS is advising its members to completely ignore those MEPs who ignored our call. Consequently, we are only considering the 16 candidates who responded and/or came to meet us. Should any of the other candidates choose to reply, we shall update our data and inform our community accordingly. If you know any of the candidates who have not responded please feel free to bring the matter to their urgent attention. We are presenting the results in a factual way along with notes drawn from what the candidates stated and/or have achieved in matters which are relevant to our sport and passion. In recent weeks Pfizer and AstraZeneca, two of the pharmaceutical firms the furthest ahead at present in the manufacture of effective proven vaccines, announced that they would be obliged to reduce supplies for various reasons. This news has caused bewilderment among EU citizens, who have already endured months of this pandemic that has caused thousands of deaths and enormous damage to the EU’s social and economic fabric. In this context: 1. In the agreements concluded by the Commission, what terms and conditions apply to the supply of the vaccines, and what dissuasive measures and sanctions were included to protect citizens’ rights and the interests of the EU? 2. What measures will the Commission deploy to ensure that these delays are not repeated in the future, including in the event that vaccines from other pharmaceutical firms come onto the market? 3.

While performing these roles, Michelle has acquired a wealth and breadth of knowledge as well as a deep understanding of the EMEA region, where she previously served as leader of the Ethicon Endo-Surgery organization. Delivering quality and meaningful healthcare has remained a passion throughout Michelle’s career, as highlighted by her ongoing collaboration and leadership role within the European medical device trade association, MedTech Europe, further demonstrating her commitment towards developing multi-stakeholder partnerships that lead to meaningful health outcomes for patients. Dr. Roberto Bertollini is Chief Scientist and WHO Representative to the EU, World Health Organisation. Between 1993 and 2000 he was the founding Director of WHO European Centre for Environment and Health in Rome and before taking up his current post in 2010, Dr Bertollini was the coordinator of evidence and policy for the environment and health at WHO headquarters. Dr. David Cavan is the Director of Policy and Programmes at the International Diabetes Federation.
