    LGBCE Review of Warwick District Council Ward Boundaries Warwick District Council Submission on Warding Arrangements 1.0 Introduction 1.1 This submission is made on behalf of Warwick District Council and is based upon the decision of the Council’s Licensing & Regulatory Committee on 11 January 2018. 1.2 This Council has a fundamental principle that wherever reasonably practicable the Electoral Boundaries should be coterminous, but in doing so they should meet the criteria for electoral equality, the interests and identities of local communities and should promote effective and convenient local government 1.3 Having considered this the Council believes that the proposal it has outlined in this submission meets the criteria for the review and would provide an approach that would best meet the needs of the local communities within Warwick District. 1.4 To achieve this outcome, the Council is proposing 20 Wards with a mixture of 1, 2 and 3 Councillors to represent each Ward to give electoral equality but also to recognise the individual communities within the District. 2.0 Delivering electoral equality for local voters 2.1 The Local Government Boundary Commission for England (LGBCE) has accepted the methodology for local elector growth within Warwick District from 109,855 in September 2017 to 123,333 in 2023. The Offchurch Group has shown particular imagination and tenacity in this process, and their creative, forward looking approach to ministry in their context is very impressive. Indeed, the parishes have led the way in responding creatively to some of the challenges of rural ministry and in tooling up for more effective mission. They have merged together to form a single PCC, set up a ‘Friends of . ’ in every village to help look after the buildings, and devised a workable service structure. In many ways they are a model for others to follow, not only in what they have achieved in this but in the way they have done it – in a friendly manner with minimum fuss! The Group has some excellent disciples of Jesus Christ who contribute effectively in their parishes and have really developed during the interregnum. The Group is also blessed with the presence of Bishop John, Bishop of Warwick, who lives in the village of Offchurch and is ready to provide occasional liturgical support and, of course, ongoing encouragement.

    THE TREES OF WARWICKSHIRE, COVENTRY AND SOLIHULL PART 2 - SPECIES ACCOUNTS FOR GYMNOSPERMS (CONIFERS), PALMS, GINKGO AND TREE FERNS Steven Falk, 2011 Spanish Fir, Billesley Catalogue of Warwickshire, Coventry and Solihull Trees The trees (alphabetical by scientific name) Abies – True Firs (Silver Firs) Mostly tall (when mature), evergreen conifers with needles that are joined to the shoot by round, green ‘suckers’, quite unlike any other similar conifer genus. The needles tend to have two bright whitish stripes beneath and the tips are variously pointed, blunt or notched. Douglas firs Pseudotsuga are not true firs and lack such suckers, whilst spruces Picea (which are superficially similar to firs) have their needles joined to the shoot by a small wooden peg. The cones, when produced, are held upright (like Cedrus cedars) and typically disintegrate whilst on the tree, which means you can rarely check fallen ones for the useful identification characters they can contain. Critical features to check include precise needle shape, length and colour, the density and orientation of the needles on the shoot, whether the shoot is downy, grooved and its colour, bud colour and stickiness, bark characteristics, and the general shape of older trees. No firs are native to Britain, but they are widespread across the northern hemisphere, with about 200 species in total. The key in Mitchell (1978) helps in the determination of some species. Distribution: This was once a frequent timber tree in local woods, but seems to be very rare today if not extinct.
