state of TOWN OF MOULTONBORO Town Warrant

To the Inhabitants of the Town of Moultonboro, in the County of Carroll, in said State, qualified to vote in Town affairs

You are hereby notified to meet at the Moultonboro Central School Auditorium in said Moultonboro on Tuesday the 9th day of March 1954, at ten of the clock in the fore- noon to act upon the following subjects:

1 To choose by ballot and major vote a Treasurer, Clerk, Tax Collector, one or more, not exceeding two Highway Agents, three Auditors, one Selectman for three years, One Trustee of the Trust Funds for three years, and such other officers and agents as the voters may deem necessary.

2 To raise and appropriate such sums of money as may be necessary to repair Highways and Bridges in said Town.

3 To see if the Town will vote to increase the hourly com- pensation as follows Labor from $1.00 per hour .... to $1.05 Foreman from $1.10 to $1.15 2-Ton Trucks on Maintenance, Patrol exclusive of Plowing Snow from 90c to $1.10 and raise and appropriate the sum of $1,800.00 for same.

4 To see if the Town will vote to raise and appropriate the sum of $650.14 for Town Road Aid.

5 To see if the Town will vote to authorize the Selectmen to borrow money in anticipation of taxes.

6 To see if the Town will vote to allow a discount on taxes paid in full up to fifteen days after the approval of the tax warrant.

7 To see if the Town will vote to raise and appropriate the sum of $1,500.00 for the Support of the Poor. 8 To see what sums of money the Town will vote to raise and appropriate for the Laconia and Huggins Hospitals.

9 To see if the Town will vote to raise and appropriate the sum of $300.00 for concerts provided by the Center Harbor Band.

10 To see if tlie Town will vote to raise and appropriate the sum of $1,000.00 to maintain the beach at Long Island.

11 To see if the Town will vote to raise and appropriate the sum of $278.00, which is 1/100 of 1 per cent of the assessed valuation of the Town, to the Lakes Region Association for the purpose of publicizing and promot- ing the natural resources of the Town, in cooperation with other towns in the Lakes Region.

12 To see if the Town will vote to raise and appropriate the sum of $3,000.00 for State Aid Construction.

13 To see if the Town will vote to raise and appropriate the sum of $1,000.00 to purchase the land, approximate- ly 2 acres, between the Library and the Fire House.

14 To see if the Town will vote to raise and appropriate the sum of $4,248.30, it being the amount of the deficit caused by the Forest Fire on Mt. Shaw.

15 To transact any other business that may legally come before said meeting.

    The fire season of 1953 was not a very pretty picture- It started out in fine shape with plenty of rain during the spring months. The month of June was the end of the rains and then a period of dry weather. During June we had quite a few Hghtning storms without any rains. On June 21 and 22 we had one of these storms that started over 43 fires in this state including the Mt. Shaw fire.

    People burning without a permit or burning in unsafe places or at unsafe times were the cause of our largest num- ber of fires. It is hard to believe why people do this when they have the expert advice of their town warden who is as close to them as their telephone. Your town Forest Fire Warden is not going to stop you from burning your rubbish or your old fields, but he wants you to burn in a safe place and at a safe time. You must remember it is unlawful to burn without a permit from your Forest Fire Warden.

    We have inherited a tremendous responsibility in the priceless treasure of our natural resources. To keep these natural riches we must guard them from all destructive agents. The foremost among these agents is Fire man's best servant but worst enemy.

    After the reading of the Warrant, the following- 0fficer& were elected for the ensuing terms:

    1. Moderator for the coming year—Clyde B. Foss. 2. Clerk for the ensuing year—Dorothy W. Davis. 3. Member of School Board for 3 years—Leonard Plaistedl. 4. Treasurer for the coming year—Ralph Gk)odwin.

    5. It was voted that the salaries of all District officers he doubled in amount.

    6. It was voted to accept all reports as printed in the Town Heport.

    7. Roger Larson and Wm. Toomey were elected Auditors.

    8. To see what sum of money the District will raise and appropriate for the support of school, and for the salaries of school district officials and agents, and for payment of statu- tory obligations of the District, and to authorize application against said appropriation of such sums as are estimated to be received from the state equalization fund together with other income; the School Board to certify to the Selectmen the balance between the estimated revenue and the appropri- ation, which balance is to be raised by taxes by the town.

    After discussion it was voted to raise the amount as re- commended by the School Board in their annual budget.

    9. To see if the District will vote to adopt a non-partisan ballot system for the election of District officers, as provided bv law, this action to take effect at the regular meeting in 1954.

    On a divided-house vote, this motion was voted as follows

    Yes—31 ; No—39.

    10. To see what sum the District will raise and appropriate to enlarge and improve the school playground.

    Voted to raise and appropriate the sum of $1800 for im- provement of playground. It was also voted that this work be let out to bids.

    11 Supervisory Union Report

    The public may be interested in a few facts regarding the Ashland-Meredith Supervisory Union.

    This group of six towns maintains an office for the sup- erintendent in Meredith. The business of the union is un- der the direction of a union board, which consists of the combined school boards of all six districts.

    The budget for the coming year is as apportioned among the districts as follows:

    The superintendent's salary for 1953-54 is $6,273, of which $3,773 is collected from local districts and $2,500 is paid by the state. Other expenses of the union are paid entirely by local funds.     12 Report of School Nurse

    The school physical examinations were done by Dr. Walker. The dental problem still seems to be the top physical defect found among our school children. We were most fortunate to ,have the State Dental Hy- gienist with dental equipment here at the school. She cleaned the children's teeth and gave them fluorine treat- ments. This project was sponsored by the PTA.

    The spring and fall heights and weights were recorded on the individual health records. Also the routine vision check was made. Notices were sent home by those with defects suggesting a re-check be made with the family eye doctor.

    The Maico machine was used to check the hearing in the spring. Since other nurses use the same machine for their schools, we must wait our turn; thus the hearing has not been checked for the present school year. A sugar test was made for those wishing to cooperate. This was done in hopes of detecting an early case of sugar diabetes.

    The N. H. Tuberculosis Assn. conducted the patch test- ing in the school prior to the chest X-ray clinic held at Sand- wich. Before the closing of school for the summer vacation^ we tried a pre-school visiting day. This was to get our pres- ent first grade acquainted with school. I gathered necessary information for the health records, weighed and measured each child, and checked the vision.

    13 Report of Superintendent and Principal

    An annual report is expected to show any unusual or striking changes in a school program—new teachers, new courses, new buildings. There is not much of this sort to report in Moultonboro this year; but the steady work, day alter day, of our pupils, taught by capable, experienced teachers, spells success in education. Our program of atten- tion to individual differences is really paying off by develop- ing self-reliance in study habits, and the feeling of success on the part of slow learners as well as the fast ones.

    To attack still more effectively the teaching of reading, Mrs. Clara Perkins has been assigned a small group of pupils for special coaching two half-days a week, while her regular class group works under the direction of an assistant (Miss Ethel Smith). The improved attitude toward their work in school on the part of these children as they gain confidence in themselves is very marked.

    Enrollment in the primary grades is increasing. This year we have 18 in grade I and 14 in the second grade. Since one teacher cannot do well with so large a class of primary children, we have assigned six of the second-graders to Mrs. Perkins' group. Next year, with the prospect of about 15 beginners, we should make other arrangements, as Mrs. Per- kins' class will be too large to absorb any second-graders then. For this reason, our budget for next year provides for the salary of another teacher and some extra desks. Our teachers' workshop, held in October 1953, dealt chiefly with the program of physical education and health in the elementary school. The discussions and demonstra- tions were practical and helpful. October seems to be the best time of year for this annual event, as it provides a helpful break in the long 16-week fall term, which has prov- ed to become so tiresome for our younger pupils. The new playground has added a great deal of usable area to the school grounds. It was in constant use, especially during the fall and it is certain to be the center of outdoor activities during the coming spring and summer. Four new pieces of equipment were added to the playground: a slide, merry-go-round, jungle gym and a basketball court. All have been used extensively by the children.

    Square dancing is fast becoming one of the most en- joyed forms of evening recreation for the school children and their parents. It is hoped that our program of monthly

    14 dances will be expanded in the future to include more and' more parents and their children. It is an excellent way to have whole families have fun together, thereby strengthen- ing family ties. During the fall term our water supply ceased to function, and for several weeks water had to be brought to the school by truck for our use. Only one day of school, however, was lost, and the janitor, teachers and pupils willingly adjusted themselves to this inconvenience. The Bay State Artesian Well Co., who originally drove the well, took care of the necessary work and the cost to the district was not great. The basement floor under the auditorium was not fin- ished at the time our school was built, and the dampness there makes it unsuitable for use, even for storage. A con- crete floor, properly waterproofed, will be necessary to make this room usable. We hope that this improvement can be made before too long.
