Smart Shirley Rollins 4 : Annual Town Meeting March 8, 1977 Town Meeting was called to order at 8:00 in the afternoon in the Moultonboro Central Auditorium by Moderator Richard Wakefield who read the Warrant. Article 1. On a motion of Martin Clifford, 2nd by Harold Martin amended Article 1 to keep the polls open until 8:00 P.M. and re-open the polls after Article 18. This was voted in the affirmative. Balloting proceeded immediately, ballot resulting as follows Votes Cast 748 Absentee Ballots 154 Whole Number of Ballots Cast 902 For Selectman for Three Years- Frank A. Burton 121 Robert J. Lamprey 111 Harold E.Martin 341 Frank E.McIntire 255 Russell A. Roberts 55 For Town Clerk - Marguerite L. Gruner 857 For Town Treasurer - Harold A. Mohr 832 - For Tax Collector Linda L . Holopainen 80 ' ' Leonard 'Doc ' Mallard 477 David W- Thompson 337 The Officers having been declared elected took the Oath of Office, as prescribed by Law. At 8:00 P.M. the Moderator officially recessed the polls and proceeded with Article 2. Article 2 On a motion of Leonard Mallard, 2nd by Robert Holopainen voted to raise and appropriate such sums of money as may be necessary to : repair Highways and Bridges in said Town. This article was voted in the affirmative. Article 3 On a motion of Robert Holopainen, 2nd by Fred Snow voted to raise and appropriate the sum of $1,032.37 for Town Road Aid. This article was voted in the affirmative. Article 4 On a motion of Robert Holopainen, 2nd by B. K. Ayers voted to raise and appropriate the sum of $5,000.00 for State Aid Reconstruction. This article was voted in the affirmative. Article 5 On a motion of Stephen Holden, 2nd by Kenneth Smith Sr. voted to authorize the Selectmen to borrow money in anticipation of taxes for the current year maintenance and operating expenses and that the Selectmen be authorized to issue notes therefor, which notes are to be paid out of the tax receipts of the current year as provided by Acts of 1953 Chapter 258 and any amendments thereto. This article was voted in the affirmative. Article 6 On a motion of Kenneth C. Smith Sr., 2nd by Alwin Schroeder voted to allow a two percent discount on taxes paid in full up to fifteen days after the issue of the tax bills by the Collector. This article was voted in the affirmative. Article 7 On a motion of Melvin Borrin, 2nd by Richard Larrabee voted to authorize withdrawal from the Revenue Sharing Fund established under the provisions of the State and Local Assistance Act of 1972 for use as set-offs against budget appropriations in the amount in- dicated ; and, further authorize the Selectmen to make pro rata reductions in the amounts if estimated entitlements are reduced or take any other action hereon Appropriation Estimated Amount Fire Equipment $ 26,000.00 Police & Public Safety 19,427.00 Highway Maintenance 27,584.00 $ 73,011.00 This article was voted in the affirmative. Article 8 On a motion of Robert Holopainen, 2nd by Fred Snow voted to raise and appropriate the sum of $29,243.00 for the Police Department, this sum to supplement the Revenue Sharing Funds making a total Police Budget of $48,670.00. Since a great deal of dissatisfaction was shown during discussion of the article, Selectman Harold Martin proposed that the figure could be revised to read $47,870.00. Stephen Holden made a motion to accept the article with the revised figure of $47,870.00, this was seconded by Melvin Borrin. This was voted in the affirmative. Article 9 To see if the town will vote that NO article of Zoning be ap- proved at any time unless it be passed by a two-thirds majority of the : votes cast at a regular Town Meeting further that no changes to or ad- ditions may be made by any Zoning or Planning Authority with the Town without same two-thirds majority vote at a regular Town Meeting. (By Petition) On a motion of William Walters, 2nd by Thomas Kozlowski voted to pass the article. Article 10 On a motion of Stephen Holden, 2nd by Richard Larrabee voted to comply with the State of New Hampshire RSA 154 relative to the establishment of Fire Wards, the Selectmen shall appoint as the Fire Wards of the Town of Moultonboro the Chief and the two Deputy Chiefs as elected at the annual meeting of the Moultonboro Volunteer Fire Department in January of each year. This article was voted in the affirmative. Article 11 To see if the Town will vote to raise and appropriate the sum of $18,000.00 for the aquatic Management Program for the northeastern part of Winnipesaukee, consisting of Green's Basin, Hanson's Cove, Evergreen Island Area, Lee's Mill and Whaleback Island Area. This ar- ticle was passed. Article 12 On a motion of Richard -Wakefield who stepped down as Moderator for the purpose of supporting this Article, 2nd by Fred Snow voted to act upon Article 1 of the Warrant on Town Meeting day in 1978, the remaining Articles to be taken up on the following evening at 8 : 00 P.M. This article was voted in the affirmative. Article 13 On a motion of Gertrude Snow, 2nd by Grover Lightbody voted to raise and appropriate for Lakes Region Hospital $2,000.00 Huggins Hospital $2,000.00 Health Officer 100.00 Carroll County Mental Health Service Inc. 845.52 $4,945.52 This article was voted in the affirmative. Article 14 To see if the Town will vote to raise and appropriate the sum of $1,472.33 which is 1-100 of one percent of the assessed valuation of the Town to the Lakes Region Association for the purpose of publicizing and promoting the natural advantages and resources of the Town, in cooperation with other Towns in the Lakes Region. On a motion of Jean Ayers, 2nd by Richard Young voted to pass the article. Article 15 On a motion of B. K. Ayers, 2nd by Fred Snow voted to raise and appropriate the sum of $2,944.00 for the Lakes Region Planning Commission. This article was voted in the affirmative. Article 16 On a motion of B. K. Ayers, 2nd by Robert Holopainen voted to authorize the Selectmen to apply for contract for, and accept grants of : : Federal or State Aid, or both, as may be available in the future. This article was voted in the affirmative. Article 17 On a motion of Frank Mclntire, 2nd by Robert Holopainen to amend the article to include Town Dump Add $500.00 to proposed budget. This $500.00 to be available for a study of long range use of present dump area, either as now used or as the site of some other type of refuse disposal system. Results of study to be presented by Selectmen at 1978 Town Meeting. This was voted in the affirmative. On a motion of Lee Huston, 2nd by Robert Holopainen voted to ap- prove the budget as printed in the Town Report, subject to any changes made at this meeting. Total appropriation not to exceed $442,411.30. This article was voted in the affirmative. Article 18 In compliance with the request the polls were opened to ascertain all who wished to vote have done so.
