Complete description of requested action: (Include, if applicable, background, impact, long-term commitment, existing county policy, future goals, obtained by competitive bid, accountability measures) Love Ranch (Brothel) located at 300 Appaloosa, Crystal, NV 89048 This license was reviewed for renewal at the October 3,2017 meeting and was tabled to October 17, 2017 to address the Nye County Code and NAC violations. A letter was sent out October 4th to the brothel advising the violations and will be addressed at the October 17th BOCC meeting. Any information provided after the agenda is published or during the meeting of the Commissioners will require you to provide 20 copies: one for each Commissioner, one for the Clerk, one for the District Attorney, one for the Public and two for the County Manager. Contracts or documents requiring signature must be submitted with three original copies. The Love Ranch inspection was conducted by Detective Christopher Sehnert on August 23, 2017. The Alien Cathouse inspection was conducted by Detective Sehnert on August 30, 2017 and Dennis Hof’s Cathouse was inspected on August 21, 2017 by Sheriff Wehrly. The results of those inspections were shared with your employees as the inspections were conducted. A copy of the Inspection Check Sheet was not provided to your employees at the Love Ranch and Alien Cathouse. However, I did provide you with a copy and had you sign the original inspection of Dennis HoPs Cathouse. This process has been modified to ensure each business owner is provided with a copy of the Inspection Check Sheet at the close of each inspection. During the Board of County Commission meeting conducted on October 3, 2017, the Board instructed each prostitution business owner to become compliant with Title 9, Prostitution Ordinance within two weeks of this date and that they may present their corrections, witnesses and other documentation at the next Board meeting to be held on October 17, 2017. Further, that violation notification letters will be drafted and delivered to each House of Prostitution on or before October 5, 2017. The outstanding violations for the Love Ranch and Alien Cathouse are identified in the attachment along with the Ordinance and/or NAC, NRS requirement. The Dennis HoPs Cathouse does not fall under this violation notice; you agreed to open the business within a two month period of time, beginning on October 3, 2017, and comply with all ordinances, state, federal rules, regulations and laws. You may notify the Nye County Sheriff of your corrections prior to close of business October 12, 2017 and a re-inspection and correction confirmation will be conducted.     THE STATE OF SEX The State of Sex is a study of Nevada’s legal brothels that situates the nation’s only legal brothel industry in the political economy of con- temporary tourism. Nevada is part of the “new American heartland,” as its pastimes, people, and politics have become more central to the nation. The rise of a service and leisure economy over the past 60 years has propelled sexuality into the heart of contemporary markets. Yet, neoliberal laws in the United States promote business but limit sexual commerce. How have Nevada’s legal brothels survived, while the rest of the country criminalizes prostitution? How do the brothels operate? Who works in them? This book brings social theory on globalizing econ- omies, politics, leisure consumption, and emotional labor in interactive service work together with research on contemporary prostitution and sexual commerce. From 5th Century BCE, to ancient Greece, to modern day Amsterdam and Nevada, prostitution is a way of life for both the prostitutes as well as their customers. The debate regarding legalized prostitution is rife with arguments on both sides that speak of the pros and cons of a legalized or decriminalized stance toward prostitution. Scholars argue either from a morality standpoint buttressed with statistics on the quality of life the prostitutes experience, or scholars suggest that the prostitute’s body is her own and she may do with it as she pleases. The economic impact of legalized prostitution is substantial and this impact cannot be refuted from either moralists or feminists who disagree with the profession as a whole. Nevada is one such example of a locale where the legalized prostitution industry brings in substantial income to the county coffers.

    Moonlite Bunny Ranch Photographs by Stephan Gladieu Text by Anne Senges Six miles from Carson City, the capital of a state known for sin, stands the Moonlite Bunny Ranch, one of Nevada’s most famous brothels. It is located in a surreal, deserted-looking small town called Mound House on U.S. Route 50, where sex is the sole attraction. No fewer than four bordellos call it home. The Bunny Ranch, actually an oversized trailer with a fake Victorian front—literally a façade of grandeur—is the town jewel. Made famous by the HBO documentary series Cathouse, the establishment vaunts itself as a sort of Magic Kingdom of erotic thrills: a Disneyland of sex, inhabited by about 30 “hot and sexy” Cinderellas, minus the princess dress and, of course, the innocence. Pledge of Allegiance The Pledge was recited. Commissioner Koenig polled the audience to see how many people wanted to talk under public comment. He explained there would be public comment when he opened agenda item 2 and everyone would have two minutes. Once that was done he would start with everyone who wanted to be nominated. They would have five minutes to present themselves after which the Board would have a discussion! a motion, and a vote. Commissioner Koenig asked the public to maintain decorum with no shouting, no yelling and no clapping. 2. On-screen depictions use ways to create a sense of place that often focus on specific aspects of a place and omit others. Due to the wide audience that Hollywood productions receive, how places are viewed in film and on television affects the overall public perception of that place. Reno, Nevada, has been portrayed as a center for divorce, gambling, and prostitution, as well as being the place to go if you’re washed-up, on the run, or are uneducated trailer trash.
