Nomination papers must be delivered to the Deputy Returning Officer, Northampton Borough Council, The Guildhall, St Giles Square, Northampton, Northamptonshire, NN1 1DE on any day after the date of this notice, on Monday to Friday 10 a.m. to 4 p.m. (excluding bank holidays) but no later than 4 pm on Tuesday, 4th April 2017. 2. Nomination papers may be obtained from the offices of the Deputy Returning Officer, Northampton Borough Council, The Guildhall, St Giles Square, Northampton, Northamptonshire, NN1 1DE, during the times stated above. 3. If any election is contested the poll will take place on Thursday, 4th May 2017. 4. Applications, amendments or cancellations of postal votes and amendments or cancellations of proxy votes must reach the Electoral Registration Officer at Northampton Borough Council, The Guildhall, St Giles Square, Northampton, Northamptonshire, NN1 1DE by 5 pm on Tuesday, 18th April 2017. 5. New applications to vote by proxy at this election must reach the Electoral Registration Officer at Northampton Borough Council, The Guildhall, St Giles Square, Northampton, Northamptonshire, NN1 1DE by 5 pm on Tuesday, 25th April 2017. 6. DRAFT STATUTORY INSTRUMENTS 2011 No. 0000 LOCAL GOVERNMENT, ENGLAND The Northampton (Electoral Changes) Order 2011 Made - - - - Coming into force in accordance with article 1(2) Under section 58(4) of the Local Democracy, Economic Development and Construction Act 2009(a) (“the 2009 Act”) the Local Government Boundary Commission for England(b) published a report dated October 2010 stating its recommendations for changes to the electoral arrangements for the district of Northampton(c). A draft of the instrument has been laid before Parliament and a period of forty days has expired and neither House has resolved that the instrument be not made. The Local Government Boundary Commission for England has decided to give effect to the recommendations for electoral changes and in exercise of the powers conferred by section 59(1) of the 2009 Act makes the following Order: Citation and commencement 1.—(1) This Order may be cited as the Northampton (Electoral Changes) Order 2011. (2) This Order comes into force— (a) for the purpose of proceedings preliminary or relating to the elections of councillors, on the day after that on which it is made; (b) for all other purposes, on the ordinary day of election of councillors in 2011. Interpretation 2.     Northampton Borough Council/Northamptonshire County Council Area Partnership 6 (East Hunsbury, Nene Valley & West Hunsbury) Wednesday 14 December 2005 Present: Councillor Hugheston-Roberts - NCC (in the Chair) Michelle Hargreaves - Stagecoach Sean Silver - NBC Simon Mitchell, Brian Oldham, Mr Patrick and Paul Smith The meeting could not take place at the published venue and was relocated to Danes Camp Leisure Centre. 1 Apologies Apologies for absence were received from Lindsey Ambrose, Ady Culpin, John Ellerby, Councillor Gonzalez De Savage, Ted Hale, Keith Haywood, Councillor Hill, Luke Hodson, Councillor Hope and Jim Whiting. 2 Minutes Subject to the inclusion of Brian Oldham’s apologies and the correct spelling of Councillor Hugheston-Roberts, the minutes of the meeting held on 25 October were agreed. 3 Matters Arising CAMP HILL CCTV A query was raised about the comment at the previous meeting by John Harvey that CCTV had not been provided at Camp Hill due to lack of funding as Camp Hill did have CCTV. Agreed: S Silver would confirm which location John Harvey had been referring to. 4 Local Issues - General Discussion Mr Smith raised concerns about the roundabout connecting Briar Hill with Camp Hill. He considered this to be very dangerous as it was not protected by a speed limit and had very bizarre signage and road markings. Mr Smith added that there was also far too much traffic on the dual carriageway. Agreed: Councillor Hugheston-Roberts would liaise with John Harvey about this matter. 5 NBC Budget Consultation S Silver advised that the Borough Council’s budget was not yet ready for consultation.
