Dear S e na '. o r H a r t : | During the past week, we have watched with interest ! your comments and your hearings on the report of the Kemeny Commission. You have heard testimony from almost everyone involved - with the exception of the people of Central . Pennsylvania. I i, It seems to us that moct everyone has ga ined something ; out of the Kemeny report: most everyone except those of us ' who were directly affected by the accident at Three Mile Island. While the Kem^eny Commission members have argued over whether i there is, in fact, a moratorium and while Chairman Hendrie ! of the NRC has stated that he will continue the existing mora- torium on new licenses, the hearings on restarting TMI Unit I continue. We find ourselves, strangely, in the position of having our fate and the feture of our area placed in those very same hands that have been so roundly criticized. The irony of this situation is overwhelming; we who have suffered most from the ineptitude of the nuclear industry and its regulators will be forced to suffer again, while others around the nation will benefit from the reorganization. We have sought a suspension .of the hearings,ono the start- up of Unit 1 throu_gh the Atomic Safety and Licensing Board. We have been turned down twice. Currently, we have one more motion pending, again to suspend'the hearings until the Kement ,, Commission recommenda tions are, implemented. We suspect that , we will meet with the same lack of success with this motion.. < We need your help. If the issue of Three Mile Island is a national issue, then we need a national forum to bring for- ward our position.
