Procjena ugroženosti stanovništva, materijalnih i kulturnih dobara – Grad Trilj II Uvod Katastrofe 1 i velike nesre će2 , bez obzira da li su prirodne, tehni čko-tehnološke, da li im je uzrok ratno djelovanje ili se radi o bilo kojem izvanrednom doga đaju koji zbog nekontroliranog razvoja može ugroziti živote ljudi, materijalna i kulturna dobra te okoliš, ne biraju niti mjesto, niti vrijeme kad će se dogoditi. Zakonom o zaštiti i spašavanju (N.N. br. 174/04, 79/07 i 38/09) ure đuje se: • sustav zaštite i spašavanja gra đana, materijalnih i drugih dobara u katastrofama i velikim nesre ćama; • na čin upravljanja, rukovo đenja i koordiniranja u aktivnostima zaštite i spašavanja u katastrofama i velikim nesre ćama; • prava, obveze, osposobljavanje i usavršavanje sudionika zaštite i spašavanja; • ustroj i zada će tijela za rukovo đenje i koordiniranje u aktivnostima zaštite i spašavanja u katastrofama i velikim nesre ćama; • na čin uzbunjivanja i obavješ ćivanja; • provo đenje mobilizacije za potrebe zaštite i spašavanja. Državna uprava za zaštitu i spašavanje je nositelj izrade Procjene ugroženosti stanovništva, materijalnih, kulturnih dobara i okoliša od katastrofa i velikih nesre ća za Republiku Hrvatsku i Plana zaštite i spašavanja Republike Hrvatske, a jedinice lokalne samouprave su nositelji izrade procjene ugroženosti i planova zaštite i spašavanja za podru čje svoje nadležnosti. Procjena ugroženosti stanovništva, materijalnih, kulturnih dobara i okoliša od katastrofa i velikih nesre ća za Grad Trilj (u daljem tekstu Procjena ugroženosti) predstavlja osnovni i polazni dokument za izradu Plana zaštite i spašavanja Grada Trilj. Sadržaj Procjene ugroženosti propisan je Pravilnikom o metodologiji za izradu procjena ugroženosti i planova zaštite i spašavanja (NN 38/08) . Procjena ugroženosti u svojoj sveobuhvatnosti mora pokazati sa kojim se sve vrstama nesre ća može suo čit jedinica lokalne samouprave za koju se procjena radi. Procjenom ugroženosti treba definirati da li potencijalne nesre će imaju uzrok svog nastanka u prirodnim pojavama, kojima čovjek uglavnom ne može upravljati ni kontrolirati (prirodni uzrok nastanka i snaga djelovanja) ili tehni čko-tehnološkim nesre ćama koje je direktno ili posredno prouzro čio čovjek, te navesti intenzitet, koli činu i obim uzroka i posljedica pojedinih nesre ća. 1 »katastrofa« je svaki prirodni ili tehni čko-tehnološki doga đaj koji, na podru čju Republike Hrvatske, opsegom ili intenzitetom ili neo čekivanoš ću ugrozi zdravlje ili ljudske živote ili imovinu veće vrijednosti ili okoliš, a čiji nastanak nije mogu će sprije čiti ili posljedice otkloniti redovitim djelovanjem nadležnih tijela državne uprave i postoje ćih operativnih snaga zaštite i spašavanja s podru čja jedinice lokalne i podru čne (regionalne) samouprave na kojem je doga đaj nastao, neovisno o tome je li proglašena elementarna nepogoda. Katastrofom, u smislu ovoga Zakona, smatraju se i posljedice nastale ratnim razaranjem i terorizmom, 2 »velika nesre ća« je iznenadni doga đaj koji svojim mogu ćim razvojem može poprimiti zna čajke katastrofe jer, zbog intenziteta i razvoja, tijela i službe koje su na podru čju njezina nastanka bave zaštitom i spašavanjem kao redovitom djelatnoš ću, ne mogu sprije čiti širenje ili pravodobno otkloniti posljedice.

FIELD STUDY: VIS 1 Summary Vis is a Croatian island in the Adriatic Sea, 55 kilometers from the mainland, with an area of 90 km2. 3,460 persons live in the island’s two municipalities. Ten times the population comes to visit every year = 36,750 tourists, spending some 200,000 days on the island. The pressure on the islands' freshwater system (as well as energy distribution, sewage and waste recuperation and treatment, roads, ports, telephones, internet, transports, postal services, healthcare and fire brigade) from tourism is not so high. The water supply system of the island uses its own sources of drinking water from two lo- cations: Korita (drilled wells) and Pizdica (fresh water spring). The pumping station Korita is located in the interior of the island above five drilled wells containing water at depth of approximately 160 meter.

Sujold`i} Institute for Anthropological Research, Zagreb, Croatia ABSTRACT The present paper aims at describing the most relevant background data on geomor- phological, economic, ethnohistoric, demographic and linguistic features of the island of Vis. As an introduction to future holistic anthropological research on the island, it seeks to identify both internal and external impulses of change and/or continuity of the island population structure within a wider socio-cultural and historical context. The ethnohistorical and demographic data indicate a higher degree of isolation throughout history as compared to other islands in the region and a continuous depopulation trend during the last century. The Roman ruins in Solin are altogether a more quiet, pensive affair, while Trogir is a tranquil city that’s preserved its fantastic medieval sculpture and architecture. We compared the leading causes of death with those in the mainland popu- lation of two southernmost Croatian counties. Results The average lifespan of the island population was 3-10 years longer for men and 2-7 years longer for wom- en than that on the mainland. All-cause SMRs were signifi- cantly lower for both men and women on Korčula, Brač, Mljet, and Pelješac but significantly higher for women on Šolta (1.22; 95% confidence intervals 1.07-1.38). The lead- ing causes of death on the islands were cardiovascular dis- eases, with higher percentages in men and lower in wom- en in comparison with those on the mainland.
