GUIDANCE ON THE USE OF ROYAL ARMS, NAMES AND IMAGES 1 The following booklet summarises the legal position governing the use, for commercial purposes, of the Royal Arms, Royal Devices, Emblems and Titles and of photographs, portraits, engravings, effigies and busts of The Queen and Members of the Royal Family. Guidance on advertising in which reference is made to a Member of the Royal Family, and on the use of images of Members of the Royal Family on articles for sale, is also provided. The Lord Chamberlain’s Office will be pleased to provide guidance when it is unclear as to whether the use of “Arms” etc., may give the impression that there is a Royal connection. 2 TRADE MARKS Section 4 (1) of the Trade Marks Act 1994 states: “A trade mark which consists of or contains – (a) the Royal arms, or any of the principal armorial bearings of the Royal arms, or any insignia or device so nearly resembling the Royal arms or any such armorial bearing as to be likely to be mistaken for them or it, (b) a representation of the Royal crown or any of the Royal flags, (c) a representation of Her Majesty or any Member of the Royal Family, or any colourable imitation thereof, or (d) words, letters or devices likely to lead persons to think that the applicant either has or recently has had Royal patronage or authorisation, shall not be registered unless it appears to the registrar that consent has been given by or on behalf of Her Majesty or, as the case may be, the relevant Member of the Royal Family.” The Lord Chamberlain's Office is empowered to grant the consent referred to in Section 4(1) on behalf of Her Majesty The Queen. -

ROMAN-BARBARIAN MARRIAGES IN THE LATE EMPIRE R.C. Blockley In 1964 Rosario Soraci published a study of conubia between Romans and Germans from the fourth to the sixth century A.D.1 Although the title of the work might suggest that its concern was to be with such marriages through- out the period, in fact its aim was much more restricted. Beginning with a law issued by Valentinian I in 370 or 373 to the magister equitum Theodosius (C.Th. 3.14.1), which banned on pain of death all marriages between Roman pro- vincials and barbarae or gentiles, Soraci, after assessing the context and intent of the law, proceeded to discuss its influence upon the practices of the Germanic kingdoms which succeeded the Roman Empire in the West. The text of the law reads: Nulli provineialium, cuiuscumque ordinis aut loci fuerit, cum bar- bara sit uxore coniugium, nec ulli gentilium provinciales femina copuletur. Quod si quae inter provinciales atque gentiles adfinitates ex huiusmodi nuptiis extiterit, quod in his suspectum vel noxium detegitur, capitaliter expietur. This was regarded by Soraci not as a general banning law but rather as a lim- ited attempt, in the context of current hostilities with the Alamanni, to keep those barbarians serving the Empire (gentiles)isolated from the general Roman 2 populace. The German lawmakers, however, exemplified by Alaric in his 63 64 interpretatio,3 took it as a general banning law and applied it in this spir- it, so that it became the basis for the prohibition under the Germanic king- doms of intermarriage between Romans and Germans. -

It is more than pious tribute to the great scholar whom we commemorate today that makes me begin with Ernest Gellner. For Gellner’s influential thinking on nationalism, and specifically of its modernity, is central to the question I wish to consider, the relation between nation and empire, and between imperial and national identity. For Gellner, as for many other commentators, nation and empire were and are antithetical. The great empires of the past belonged to the species of the ‘agro-literate’ society, whose central fact is that ‘almost everything in it militates against the definition of political units in terms of cultural bound- aries’ (Gellner 1983: 11; see also Gellner 1998: 14–24). Power and culture go their separate ways. The political form of empire encloses a vastly differ- entiated and internally hierarchical society in which the cosmopolitan culture of the rulers differs sharply from the myriad local cultures of the subordinate strata. Modern empires, such as the Soviet empire, continue this pattern of disjuncture between the dominant culture of the elites and the national or ethnic cultures of the constituent parts. Nationalism, argues Gellner, closes the gap. It insists that the only legitimate political unit is one in which rulers and ruled share the same culture. Its ideal is one state, one culture. Or, to put it another way, its ideal is the national or the ‘nation-state’, since it conceives of the nation essentially in terms of a shared culture linking all members. -

The king, the crown and the colonel : How did Thomas Blood try to steal the crown jewels in 1671? 2 Introduction After the execution of Charles I in 1649 many of the crown jewels were sold or destroyed. Oliver Cromwell ordered that the orb and sceptres should be broken as they stood for the 'detestable rule of kings'. All the gemstones were removed and sold and the precious metal was used to make coins. When the monarchy was restored in 1660, two new sceptres and an orb costing £12,185 were made for the coronation of Charles II in 1661. Can you spot any of these items in the picture at the top of this page? During the ceremony, the new king held the Sceptre with the Cross in his right hand and the Sceptre with the Dove in his left. The sceptre was a rod or staff which represents royal power and the dove refers to the Holy Spirit. The king was crowned with St Edward's Crown. At some point the king also held the orb, a hollow golden sphere decorated with a band of jewels and a jewelled cross on top. The orb refers to the king’s role as protector of the church. Charles II allowed the crown jewels to be shown to members of the public for a viewing fee paid to a custodian (keeper) who looked after the jewels in the Martin Tower at the Tower of London. -

Arms and the (tax-)man: The use and taxation of armorial bearings in Britain, 1798–1944. Philip Daniel Allfrey BA, BSc, MSc(Hons), DPhil. Dissertation submitted in partial fulfilment of the requirements for the degree of MLitt in Family and Local History at the University of Dundee. October 2016 Abstract From 1798 to 1944 the display of coats of arms in Great Britain was taxed. Since there were major changes to the role of heraldry in society in the same period, it is surprising that the records of the tax have gone unstudied. This dissertation evaluates whether the records of the tax can say something useful about heraldry in this period. The surviving records include information about individual taxpayers, statistics at national and local levels, and administrative papers. To properly interpret these records, it was necessary to develop a detailed understanding of the workings of the tax; the last history of the tax was published in 1885 and did not discuss in detail how the tax was collected. A preliminary analysis of the records of the armorial bearings tax leads to five conclusions: the financial or social elite were more likely to pay the tax; the people who paid the tax were concentrated in fashionable areas; there were differences between the types of people who paid the tax in rural and urban areas; women and clergy were present in greater numbers than one might expect; and the number of taxpayers grew rapidly in the middle of the nineteenth century, but dropped off after 1914. Westminster Abbey ASERVICE TO CELEBRATE THE 60TH ANNIVERSARY OF THE CORONATION OF HER MAJESTY QUEEN ELIZABETH II Tuesday 4th June 2013 at 11.00 am FOREWORD On 2nd June 1953, the Coronation of Her Majesty Queen Elizabeth II followed a pattern established over the centuries since William the Conqueror was crowned in Westminster Abbey on Christmas Day 1066. Our intention in this Service of Thanksgiving is to evoke and reflect the shape of the Coronation service itself. The Queen’s entrance was marked by the Choirs’ singing Psalm 122—I was glad—set to music for the Coronation of EdwardVII by Sir Hubert Parry. The Queen’s Scholars of Westminster School exercised their historic right to exclaim Vivat Regina Elizabetha! (‘Long live Queen Elizabeth!’); so it will be today. The coronation service begins with the Recognition. The content of this part of the service is, of course, not today what it was in 1953, but the intention is similar: to recognise with thanksgiving the dutiful service offered over the past sixty years by our gracious and noble Queen, and to continue to pray God saveThe Queen. The Anointing is an act of consecration, a setting apart for royal and priestly service, through the gift of the Holy Spirit. The Ampulla from which the oil was poured rests today on the HighAltar as a reminder of that central act. St Edward’s Crown also rests today on the High Altar as a powerful symbol of the moment of Coronation. In today’s Service, a flask of Oil is carried by representatives of the people of the United Kingdom to the Sacrarium, received by theArchbishop and placed by the Dean on the High Altar.
