The Statistical Office of Lower Saxony has, since 1998, been calculating, on an annual basis, poverty and wealth rates in the Bundesland of Lower Saxony on the basis of the microcensus, whereby net equivalent incomes are calculated using graded income data for various types of household. The threshold values for poverty and wealth have, since 1998, been 50% and 200% respectively of the net equivalent income. However, there has always been a need for more detailed regional data, as Lower Saxony (a NUTS I region) covers a very varied territory, ranging from dynamically growing areas in the west to areas with shrinking economies in the south and east. There are very wealthy areas, mainly around the big cities, and – at least by German standards – rather poor ones. For this reason, the last calculation, for 2004, was also carried out for the 11 regional conversion strata in the Land microcensus – these are larger regions or combinations of several smaller NUTS III regions. The question arose as to which average to use for calculating the poverty threshold. The average income in Germany, in Lower Saxony or in the region in question? This is important, since there are considerable regional income disparities, as the following table shows. In the table, the poverty rate is calculated on the basis of the relevant regional ("regional concept") or national ("national concept") average income.     Verordnung über das Landschaftsschutzgebiet „Ostfriesische Meere“ in den Gemeinden Südbrookmerland, Ihlow, Hinte, Upgant-Schott und Wirdum auf dem Gebiet des Landkreises Aurich sowie im Stadtteil Uphusen/Marienwehr der kreisfreien Stadt Emden Stand 22.06.2020 Aufgrund der §§ 20 Abs. 2 Nr. 4, 22 Abs. 1 und 2, 26, 32 Abs. 2 und 3 Bundesnaturschutzgesetz (BNatSchG) vom 29.07.2009 (BGBl. I S. 2542), zuletzt geändert durch das Gesetz vom 04.03.2020 (BGBl. I S. 440) m.W.v. 13.03.2020 i. V. m. den §§ 14, 15, 19, 32 Abs. 1 Nds. Ausführungsgesetz zum Bundesnaturschutzgesetz (NAGBNatSchG) vom 19.02.2010 (Nds. GVBl. S. 104) zuletzt geändert durch Art. 3 § 21 Gesetz zur Änderung des Niedersächsischen Gesetzes über die öffentliche Sicherheit und Ordnung und anderer Gesetze vom 20.5.2019 (Nds. GVBl. S. 88), wird einvernehmlich vom Landkreis Aurich und der Stadt Emden verordnet: § 1 Landschaftsschutzgebiet (1) Das in den Absätzen 2 und 3 näher bezeichnete Gebiet wird zum Landschaftsschutzgebiet (LSG) „Ost- friesische Meere“ erklärt. Es umfasst Teilbereiche des ehemaligen Landschaftsschutzgebietes (LSG) „Verordnung zum Schutz von Landschaftsteilen um das Große Meer in den Landkreisen Aurich und Norden und der Stadt Emden“. (2) Das LSG „Ostfriesische Meere“ liegt in den Gemeinden Südbrookmerland, Ihlow, Hinte, Upgant-Schott und Wirdum auf dem Gebiet des Landkreises Aurich sowie im Stadtteil Uphusen/Marienwehr der kreisfreien Stadt Emden. Das LSG ist Bestandteil einer weiträumigen Niederungslandschaft und befin- det sich im Übergangsbereich zwischen Geest und Marsch, in den naturräumlichen Einheiten „Ostfrie- sische Geest“ und „Emsmarschen“. In diesem tiefgelegenen Niederungsgebiet, dem sogenannten „Forlitzer Becken“, befanden sich früher zahlreiche große und kleine Flachseen („Meere“).

This price surge, however, did not take place evenly in space and time. To better understand the spatial and temporal behavior of land prices, we employ a price diffusion model that combines features of market integration models and spatial econometric models. An application of this model to farmland prices in Germany shows that prices on a county-level are cointegrated. Apart from convergence towards a long- run equilibrium, we find that price transmission also proceeds through short-term adjustments caused by neighboring regions.
