This region has a rich variety of rivers from fast-fl owing, low salinity, acidic Flood protection measures and construction within the river channels have modifi ed clearwater rivers in the west, to slower fl owing, more turbid and saline rivers on the Agulhas Plain that are associated with riverbanks (straightened channels and levees). This has resulted in habitat loss and change a number of inland water bodies and wetlands. to the riparian zone and reduced aquatic species diversity. This study uses variation at 12 allozyme loci, phylogenetic analyses of 600 bp of a COI (cyto- chrome c oxidase subunit I) mtDNA fragment and morphometric comparisons to determine whether 15 populations are conspeciWc, and, if not, to elucidate their evolutionary relationships. Molecular evidence suggested that the most easterly population, collected from the Tsitsikamma Forest, was representative of a yet undescribed species. Patterns of diVerentiation and evolutionary relation- ships among the remaining populations were unrelated to geographic proximity or drainage system. Patterns of isolation by distance were also absent. An apparent disparity among the extent of genetic diVerentiation was also revealed by the two molecular marker sets. Mitochondrial sequence divergences among individuals were comparable to currently recognized intraspeciWc divergences. Sur- prisingly, nuclear markers revealed more extensive diVerentiation, more characteristic of interspeciWc divergences.

BREEDE RIVER BASIN STUDY GROUNDWATER ASSESSMENT EXECUTIVE SUMMARY The objectives of this study were to assess the significance and distribution of groundwater resources in the Breede River catchment, estimate the amount of abstraction and degree of stress it may be causing and to indicate the scope for further development of groundwater resources. This was achieved by a review of all available literature and obtaining yields and quantities from all significant schemes. The characterisation of important aquifers and assessment of the groundwater balance (recharge versus consumption) allowed for identification of further groundwater potential. The geohydrology of the Breede River catchment is controlled by the occurrence of the rocks of the Table Mountain Group (which form the mountainous areas), the occurrence of high levels of faulting and folding in the syntaxis area of the upper catchment and the variable rainfall, being highest in the mountainous areas in the west. These factors result in a catchment with highest groundwater potential in the west, where recharge, yields and abstraction potential are greatest and the quality is the best. As a result of these factors, the western half of the catchment is also the area with the greatest groundwater use.

    2018/19 The municipal area of Overstrand stretches from the Kogelberg Mountains in the east to the Agulhas Plain in the west - 90 000 people reside permanently in this region of 1 700km2. The head office is in Hermanus, but municipal services are also delivered on a decentralised basis from offices in Gansbaai, Kleinmond and Stanford. The area is divided into three administrations: Greater Hermanus, Gansbaai-Stanford and Hangklip-Kleinmond. Overstrand is a municipality with a mayoral executive system combined with a ward participatory system. The executive mayor appoints a mayoral committee of five members, each of whom heads a portfolio committee. There are 13 demarcated wards, each with a directly elected councillor who chairs a ward committee of 10 democratically elected members. The latter represent organisations, but not political parties, or stand as individuals. Ward committees play an important role in the drafting and reviewing of the Integrated Development Plan and the identification of budget needs. An additional 12 councillors on the 25-member council represent political parties on a proportional basis, thereby providing the means for residents to also use political channels to bring matters to council’s attention. Three parties are represented: the Democratic Alliance (16 seats), the African National Congress (8) and the Economic Freedom Fighters (1).
