We have reviewed your request for LOI/SOQ for professional consulting services and know LPCI can assemble a great team for TA projects. We have recent and practical knowledge dealing with the specifi c challenges of creating fi nal plans and studies similar to your upcoming TA projects. As a local Tulsa landscape architecture fi rm, we want to promote and build upon the recommendations of these projects to pragmatically enhance the function and aesthetic value for future TA implementation in relation to safe routes to school, ADA pedestrian safety, streetscapes, sidewalk design, scenic lookouts, rails to trails, on and off road multi-modal and recreational trail design, historic preservation and rehabilitation of transportation facilities, and right-of-way planting. There are many layers which LandPlan can add value to these future projects; from anticipating long-term needs, cost, and maintenance to providing safety improvements, supporting amenities, and balancing ADA components. Our team is committed to fully support the recommendations of ODOT while weighing priorities to provide long-term solutions, address site challenges, and enhance user experience. Please consider LandPlan for the prime consultant on eligible activities relating to trails, streetscapes, sidewalks, right-of-way planning, and scenic turnout design. Our experience spans many years of successful plans and constructed projects that include streetscapes, multi-use trails, mitigation planting, and overlooks. LandPlan has recently designed trails for the Bike/Pedestrian portion of ODOT’s I-244 Arkansas River Multi-Modal Bridge, the George Kaiser Family Foundation, River Parks Authority, the City of Tulsa all along the Arkansas River, the City of Tulsa’s Midland Valley Trail, Northeastern State University’s Campus Trail in Broken Arrow, Claremore Trails and Bikeways, Muskogee Centennial Trail, several trails for Quartz Mountain in SW Oklahoma, as well as the Osage Prairie Trail. Recent notable byway, streetscape, and pedestrian designs like Oak Creek Overlook, Weatherford’s Revitalization, and Standing Bear incorporate traffi c calming solutions, ADA pedestrian safety improvements, and lighting. LandPlan has extensive experience in working with ODOT on Transportation Alternate/Enhancement projects. Since ISTEA was established, LandPlan has completed no less than 67 successful ODOT TA projects in Oklahoma communities. These projects include trail and streetscape projects in 30 communities across the state. In 1953, the original purpose was statutorily redefined to allow the construction of additional turnpikes and to change the Authority’s membership to include a representative from each of six Oklahoma districts specifically defined in the OTA’s bylaws and Oklahoma Statute. These changes were ratified by a statewide referendum in January 1954. The Oklahoma State Legislature has the exclusive right to authorize turnpike routes. Subsequently, the OTA has the responsibility to complete engineering and economic feasibility analyses of the authorized routes before any turnpike can be constructed. Turnpike bond sales must be approved by the Council of Bond Oversight and must comply with all rules and regulations of the United States Treasury Department and the United States Securities and Exchange Commission.

    Today, I will be providing a brief overview of the different types of tolling equipment used by the Oklahoma Turnpike Authority. Also, I will provide reasons that the tolling industry is moving to AET all electronic tolling. 1 In 1953, the first Oklahoma Turnpike was open to traffic; the Turner Turnpike which connects OKC and Tulsa. Note the collector booths and the gates. All traffic was required to stop to pay the toll. Today, traffic pays the toll or pulls an entry ticket. 2 Since 1953, the Oklahoma Turnpike Authority has added 9 more turnpikes: Will Rogers, HEB, Muskogee, Indian Nation, Cimarron, John Kilpatrick, Cherokee, Chickasaw, and Creek 3 For years the tolling industry has anticipated technological advances that would allow tolling points where a vehicle is not required to stop thereby diminishing lines at toll booths. Even today, customers traveling the turnpike continue to stop at toll booths to pay the toll. 4 In 1991, the OTA implemented electronic toll collection with the PIKEPASS. This advancement allowed tolling points where a vehicle is not required to stop. The PPS system consists of multiple components that allow for automatic toll processing through the use of RFID technology. 5 When the PPS Sticker Tag is passed underneath the antenna it detects the RF signal and encodes the signal with the PPS number, then reflects it back to the antenna. The Antenna transmits and receives the RF signal and routes it to the reader. The Reader supplies the RF power to the system and decodes the return signal from the PPS. After decoding the PPS #, it sends the number to the lane controller for processing.
