Western Australia’s South Metropolitan Health Service is now seeking to appoint a clinical leader with a successful track record of strong operational leadership for the Fiona Stanley Fremantle Hospitals Group’s Department of Perioperative Anaesthesia and Pain Medicine, the largest in Australia.
The new Head of Department Perioperative Anaesthesia and Pain Medicine will foster collaborative working relationships in a collegial environment across both sites by strengthening clinician engagement and gaining the support of all stakeholders. The successful applicant will contribute to clinical governance as well as organisation-wide, effective and timely strategic change within agreed financial targets.
Fiona Stanley Hospital is a public hospital and teaching facility in Murdoch, Western Australia and is the major tertiary hospital in the south metropolitan area of Perth. With 783 beds it offers a range of health services including the State Rehabilitation Service, a comprehensive cancer centre, purpose-built mental health unit, maternity, paediatric and neonatal services, and the State Adult Burns Service. It also delivers specialised services such as heart and lung transplantations, robotic surgery, and hyperbaric medicine. It is immediately adjacent to the private non-profit St John of God Murdoch Hospital.
Fremantle Hospital is a 300-bed specialist hospital focused on providing high-quality aged care, mental health, secondary rehabilitation, planned surgeries and medical services. The streamlined governance structure of the Fiona Stanley Fremantle Hospitals Group ensures greater integration between the Fiona Stanley Hospital and Fremantle Hospital with better access and flow for patients within and across specialty areas.
The successful applicant will be eligible for registration with the Medical Board of Australia and eligible for admission to Fellowship of the Australian and New Zealand College of Anaesthetists (FANZCA) or an equivalent specialist qualification.

The Department of Perioperative Anaesthesia and Pain Medicine provides comprehensive Anaesthetic services to adult and paediatric patients, undertaking more than 30,000 procedures across Fiona Stanley and Fremantle Hospitals each year.
Its large team of specialist and trainee anaesthetists, anaesthetic technicians, clinical perfusionists and nurses provide 24-hour patient care for all major surgical specialties, including burns, cardiothoracic, head and neck cancer, obstetric, transplant and upper GI and colorectal cancer services.
Anaesthetic support is provided for procedures such as endoscopy, radiology and interventional cardiology. In addition to those services delivered in theatres, the Department provides acute pain, subspecialist chronic pain and perioperative medicine services, and supports resuscitation, crisis management and inter-hospital transfers for critically unwell patients. REPORTING & KEY RELATIONSHIPS
The Department of Perioperative Anaesthesia and Pain Medicine is the largest clinical department in the health service and interacts with nearly every clinical discipline.
It provides critical care support to the emergency department, intensive care unit and wards. Anaesthetists play a key role in the patient's perioperative journey, focussing on preoperative optimisation, excellence in intra-operative care and postoperative pain management and complex care. The department is a leader in simulation education, clinical research and training of junior staff.
The Head of Department Perioperative Anaesthesia and Pain Medicine reports operationally to Service 2 Directors and professionally to the Medical Director Service 2 Perioperative and Support Services.
The Anaesthetic Technician Manager and the Head Clinical Perfusionist report to the Head of Department Perioperative Anaesthesia and Pain Medicine. The Head of Pain position is currently vacant; governance of the Chronic Pain Service presently falls to the Head of Depart Perioperative Anaesthesia and Pain Medicine.
Nursing staff within the Acute Pain Service and the Anaesthesia Perioperative Clinics take operational direction from Anaesthesia (with governance by Service 2 Nursing Co-Director). Anaesthetists work closely with Service 2 Nurse Unit Managers (NUMs) in Theatre, Post-Anaesthesia Care Unit (PACU), Waitlist, and Day and Short Stay Surgical units.
Anaesthesia maintains close working relationships with Surgical Services (Service 3), ICU, Emergency and Pharmacy.

Brief Summary of Duties (in order of importance)
1. Leadership and accountability 1.1 Provides clinical leadership within the speciality to ensure appropriate, safe, quality patient care in line with the National Safety and Quality Health Service and other Professional Standards; WA Health and South Metropolitan Health Service (SMHS) performance standards and targets. 1.2 Promotes personalised, timely and efficient patient care and actively intervenes when necessary, to minimise delays in any aspect of patient care for both inpatients and outpatients. 1.3 Champions patient consultation and engagement in decisions regarding their care; and in open disclosure following adverse events. 1.4 Ensures regular Clinical Review Meetings occur to implement effective improvements for: • Morbidity – especially Health Acquired Complications, avoidable mortality and adverse events; and • Variation in care compared to best practice, relevant benchmarks and within the specialty. 1.5 Promotes regular audit as a means of improving patient care. 1.6 Actively promotes research and innovation in patient care and patient care systems. 1.7 Works with other Heads of Specialty to enhance inter-specialty working and resolve issues. 1.8 Responsible for delivering the specialty’s service in line with the organisation’s Strategic and Operational Plans and relevant performance targets.
2. Medical Workforce Management 2.1 Motivates and mentors consultant medical staff and ensures junior medical staff are appropriately supervised. 2.2 Oversees training and other educational activities ensuring that the specialty meets the accreditation standards of the relevant Learned Colleges and the Postgraduate Medical Council of WA. 2.3 Promotes compliance with FSFHG Medical Professional Standards. 2.4 Manages consultants, senior medical practitioners and fellows in relation to: • Recruitment, selection, appointment and recommendation of scope of practice; • Orientation to the specialty and assignment of clinical duties; • Professional Development Reviews and support for their continuing education and development; • On call rosters to ensure appropriate staff are always available to manage patients; • Leave to ensure continuity of service provision; and • Assessment of patient safety and addressing performance concerns. 2.5 Nominates consultant(s) to oversee Doctors in Training (registrars, RMOs & interns) to: • Ensure they receive both a verbal and written orientation outlining the educational objectives of the term, their duties, when and how to escalate concerns regarding patient care; • Support, monitor and supervise their performance; • Manage any performance issues in a timely fashion and complete their term assessments; • Ensure investigation results are appropriately addressed; and • Ensure discharge summaries and outpatient letters are completed in a timely manner. 2.6 Organises and chairs regular departmental meetings (including multidisciplinary meetings) to consider matters affecting the operation of the specialty.
3. Clinical Safety and Quality of Care 3.1 Supports the delivery of safe patient care including identifying, leading, facilitating and participating in continuous safety and quality improvement activities, and ensuring services and practices align with the requirements of the National Safety and Quality Health Service Standards and other recognised health care standards. 3.2 Initiates major service improvement projects to continuously enhance the quality and reliability of patient care with a view to delivering “excellent care Every Time”. 3.3 Continuously drives outstanding performance on the FSFHG scorecard including HSPR performance, WEST performance, theatre utilisation and other assigned metrics. 3.4 Implements specialty specific clinical governance activities including death audits, clinical incident reporting and investigations. Ensures all endorsed recommendations are fully implemented and evaluated. 3.5 Actively addresses significant clinical risks and uses a risk analysis to prioritise safety and quality initiatives. 4. Clinical care 4.1 Works as a Consultant to provide specialist medical services to patients within the Specialty. 4.2 Works within their scope of clinical practice as defined by the SMHS Area Medical Credentialing Committee.
5. SMHS Governance, Safety and Quality Requirements 5.1 Ensures, as far as practicable, the provision of a safe working environment in consultation with staff under their supervision. 5.2 Participates in an annual Professional Development Review. 5.3 Completes safety skills training. 5.4 Performs duties in accordance with Government, WA Health, South Metropolitan Health Service and Departmental / Program specific policies and procedures. 5.5 Abides by the WA Health Code of Conduct, Occupational Safety and Health legislation, the Disability Services Act and the Equal Opportunity Act.

Essential Selection Criteria
1. Eligible for registration with the Medical Board of Australia and Fellowship of the Australian and New Zealand College of Anaesthetists (FANZCA) or equivalent specialist. 2. Demonstrated substantial clinical experience in the management of high acuity patients in a complex hospital environment. 3. Demonstrated ability to implement sustainable improvements in patient safety through continuous quality improvement programs and reducing unnecessary delays in patient management. 4. Proven ability to strengthen clinical engagement and to collaborate, build and maintain effective relationships with both internal and external stakeholders. 5. Demonstrated ability to influence, initiate, lead and manage sustainable transformational change. 6. Demonstrated ability to provide clinical leadership and facilitate effective patient centred multidisciplinary teamwork. 7. Demonstrated experience and commitment to clinical teaching and clinical research. 8. Demonstrated excellent interpersonal, communication, negotiation and conflict resolution skills with an ability to liaise effectively with patients, individuals and the multidisciplinary team. 9. Current knowledge of legislative obligations for Equal Opportunity, Disability Services and Occupational Safety and Health, and how these impact on employment and service delivery.
Desirable Selection Criteria
1. Post fellowship clinical, education, research, quality or management training; 2. Ability to manage financial, physical and human resources within policy and budgetary expectations. 3. Current “C” or “C.A.” class drivers licence.
Appointment Prerequisites
Appointment is subject to: • Evidence of current registration by the Medical Board of Australia must be provided prior to commencement. • Evidence of Fellowship of the Australian and New Zealand College of Anaesthetists (FANZCA) or equivalent specialist. • Working with Children (WWC) Check, compulsory check for people who carry out child-related work in Western Australia. • Provision of the minimum identity proofing requirements. • Successful Criminal Record Screening Clearance. • Successful Pre-Employment Integrity Check. • Successful Pre-Employment Health Assessment. • Successful applicants are required to complete the Accountable and Ethical Decision Making e- learning package within three (3) months of commencement.
