Diversified, Resilient, Low-carbon, People-centred VOLUME I POLICY RECOMMENDATIONS, FINANCIAL MECHANISM & IMPLEMENTATION An inclusive and prosperous Guyana that provides a good quality of life for all its citizens “ based on sound education and social protection, low-carbon resilient development, new economic opportunities, justice, and political empowerment. ” Executive Summary Background The Green State Development Strategy: Vision 2040 is Guyana’s twenty-year, national development policy that reflects the guiding vision and principles of the ‘green agenda’: “An inclusive and prosperous Guyana that provides a good quality of life for all its citizens based on sound education and social protection, low-carbon and resilient development, providing new economic opportunities, justice and political empowerment.” The central objective is development that provides a better quality of life for all Guyanese derived from the country’s natural wealth – its diversity of people and abundant natural resources (land, water, forests, mineral and aggregates, biodiversity). The vision of the ‘green agenda’ is centred on principles of a green economy defined by sustainable, low-carbon and resilient development that uses its resources efficiently, and sustained over generations. The development philosophy emphasises the importance of a more cohesive society based on principles of equity and tolerance between ethnic groups – recognising that diversity of culture and heritage is the underlying strength of the country’s human capital. Development objectives therefore seek to improve the health, education and overall well-being of Guyanese citizens, to lift people out of poverty through an economy that generates decent jobs and that provides opportunities for sustaining livelihoods over the long term. For decades, geopolitical events, natural disasters and global commodity price swings have weighed upon Guyana’s development. -

The World Heritage List: Filling the Gaps - an Action Plan for the Future An Analysis by ICOMOS February 2004 49-51 rue de la Fédération - 75015 Paris - France - Tel + 33 1 45 67 67 70 - Fax + 33 1 45 66 06 22 Executive Summary The Scope of the Analysis This ICOMOS analysis on the World Heritage List and Tentative Lists should be seen as a contribution to the further development of the Global Strategy for a credible, representative and balanced World Heritage List. This analysis is a response to the invitation by the World Heritage Committee at its 24th Session in Cairns (2000) to: “proceed with an analysis of sites inscribed on the World Heritage List and the Tentative List on a regional, chronological, geographical and thematic basis”. The proposed scope of the analysis was to “provide States Parties with a clear overview of the present situation, and likely trends in the short- to medium- term with a view to identifying under-represented categories”. Organisation of the Analysis The ICOMOS analysis has been based on three complementary approaches to the analysis of the representivity of the World Heritage List: A. Typological Framework based on categories B. Chronological-Regional Framework C. Thematic Framework The study was carried out in two phases: the first phase was undertaken by Henry Cleere in 2002 and early 2003. It focused on a typological analysis of the World Heritage List and Tentative Lists and it included two meetings of an international working group, in Paris, France (March 2002) and Zaragoza, Spain (December 2002). The second phase was carried out by an ICOMOS team coordinated by Michael Petzet in the second half of 2003 and in early 2004. -

Nicaragua Literacy and basic education for the Chorotega indigenous people in Nicaragua The ETEDPI project, through the Programme of Continuous Education for Youth and Adults of the Ministry of Education, Culture and Sports in Nicaragua, is now undertaking a pilot project in the indigenous com munities of San José de Cuzmapa, el Carrizal, San Lucas, Santa Barbara, Litlelpaneca, Totogalpa and San Antonio de Padua in the Department of Madriz, and Mozonte in the Department of Nueva Segovia. Two hun 58 Indigenous Women and the United Nations System dred and twelve Chorotega indigenous persons — 91 women and 121 men — are participating in the project. Rescue of the historic memory and living abilities of the Chorotega population The beneficiaries of this project are 779 students (330 women and 449 men), 22 teachers, 400 families, the youths clan (made up of 70 indig enous persons: 55 women and 15 men) and the Monimbó artisans group. -

According to the IUCN Conservation Monitoring Centre's Red Data Book, persistent over-exploitation, especially of adult females on the nesting beach, and the widespread collection of eggs are largely responsible for the Endangered status of five sea turtle species occurring in the region and the Vulnerable status of a sixth. -

However, beyond the economic expansion that the project, the merchant traffic, the new docks and surroundings imply, the Nicaraguan ruling class has not tackled the restructuring of the economic policy that will allow better use of the hypothetical GDP increase, especially for the affected communities and the most vulnerable groups of the country. To demonstrate the need for such changes, the article analyses the Nicaraguan Grand Canal Project in the context of the tumultuous political history of Central America and the current geopolitical unrest linked to global merchant traffic, identifying the main regional weaknesses of the Nicaraguan proposal, as well as the fundamental tasks that the country should address to transform the Canal into a regional develo- pment focus. -
