INSPECTION NOTE OF SHRI G.V.V. SARMA, IAS, MEMBER, BOARD OF REVENUE, ODISHA, CUTTACK ON COLLECTORATE, RAYAGADA, DATE-27TH JUNE’2018 INTRODUCTION: The Rayagada district has been bifurcated from undivided Koraput district and started functioning as a new district w.e.f. 02.10.1992 vide Govt. in Revenue & Excise Department Notification No.49137/R-Dt-01.10.1992. The District has covered an area of 7584.7 sq.kms (Ac. 18,74,220.19) with a total population of 961959 Nos., having 469672 Nos. male & 492287 Nos. female as per 2011 Census. The district consists of 2 Sub-Divisions namely- Rayagada & Gunupur. There are 11 No. of Tahasils, 11 Blocks, 01 Municipality, 02 NACs, 15 Police Stations, 81 R.I. Circles, 171 GPs & 2667 Nos. Revenue villages. The district has 139514 Nos. of SC, 541905 Nos. ST & 280540 No. of others population & 3 Assembly Constituencies. SL NO NATURE OF LAND AREA . Prior to her, Sri Laxmikanta Behera, OAS (S) was in charge of Collector & District Magistrate, Rayagada. Sri Sudhakar Sabar, OAS (S) is now working as Addl.District Magistrate, Rayagada w.e.f. 14.5.2018. Prior to him, Smt. In the said order, the Hon’ble Member Board of Revenue, Odisha, Cuttack has allowed the revision petition filed u/s 59 (2) of the OLR Act and quashed the order of ADM, Rayagada dated 24.01.1998 passed in OLR Revision Case No.7/1992 and directed to dispose the said case as per law by the Collector, Rayagada.

Scholarly Research Journal's is licensed Based on a work at www.srjis.com South Orissa comprises of the undivided districts of Ganjam, Phulbani and Koraput (presently South Orissa divided into eight districts viz., Ganjam, Gajapati, Boudh, Kandhamal, Rayagada, Malkangiri, Nawrangapur and Koraput) was a part of the ancient kingdo m of Kalinga, which finds mention in the Mahabharat, a great epic of India. The district of Ganjam originally formed a part of ancient kingdom of Kalinga which was supposed to have been found in the 19 th century B.C. and which extended from the Bengal frontiers of Orissa to the river Godavari, a distance of about 500 miles. The territory comprising a part of the ancient Atavika land referred to in the special rock inscriptions of Ashoka. Ashoka occupied Kalinga in 261 B.C. but the land of the Atavikas, whic h could not be conquered, remained outside his empire. The formation of the linguistic Province of Orissa in 1936 may be regarded as one of the landmarks in the history of the evolution of the Indian Union. The demand for linguistic States, which became s o conspicuous in India after independence, had its genesis in the movement of the Oriya - speaking people for a separate Province in the basis of language during the later half of the British rule.

The CDP of Koraput district for the year 2017-18 has come out as aresul to participation, involvement and contribution of various stakeholders at different levels of the district administration and the differenttiers of the Panchayatiraj system covering priority sectors of development from length to breadth. For a backward district like Koraput with low HDI ranking the CDP assumesutmost significance for systematically and systemically address i n the development issuesand movingforward. Sincetheyear1985-86 CDP is a regular practice mandated by the Department of Planning and Coordination of the State. During the 2008-09 to 2013-14 the CDP preparation was assigned to Technical Support Institutions(TSls) appointed by PlanningandCoordination Department. However, since the year 2014-15 CDP has become a responsibility of District Planning and Monitoring Unit (DPMU).     1 As on 08.01.2021 THE ORISSA HIGH COURT RIGHT TO INFORMATION RULES, 2005 HIGH COURT OF JUDICATURE, ORISSA, CUTTACK NOTIFICATION The 23rd February 2006 No.77- In exercise of power conferred under Section 28 (1),Section 2(e) (III) and Section 2(h), read with Section 5 of The Right to Information Act, 2005 (Act No.22 of 2005), the Chief Justice of the High Court of Orissa being the Competent Authority with the concurrence of the Public Authority does hereby make the following Rules : CHAPTER - I GENERAL 1. Short Title and commencement- (i) These Rules shall be called "The Orissa High Court Right to Information Rules, 2005". (ii) They shall come into force with effect from the date of publication in the Orissa Gazette. 2. Definition - In these rules unless the context otherwise requires- (a) "Act" means Right to Information Act, 2005 (No.22 of 2005). (b) "Competent Authority" means the Chief Justice of Orissa High Court. (c) "Ministerial Officer" means an officer other than a Judicial Officer of the Court. (d) "Outlying Court" means a Court not situated at the Headquarters of the district where seat of the District and Sessions Court is situated. (e) "Public Authority" means the High Court of Orissa. (f) "Subordinate Court" means the Judicial Courts subordinate to the High Court of Orissa situated within its territorial jurisdiction. (g) Words and Expressions used but not defined in these rules shall have the same meaning as are respectively assigned to them in the Act. 2 CHAPTER-II DESIGNATION AND POWERS 3. (a) The Additional Deputy Registrar (J & E.) shall be the ex officio State Public Information Officer of the High Court.
