    Communicating Transitional Justice and Peacebuilding: How does storytelling challenge the meta-conflict in Northern Ireland? Jamie Pickering A thesis submitted for the degree of PhD Department of Sociology University of Essex October 2020 Abstract Research into the way that peacebuilding and transitional justice contribute to or challenge existing discourses in affected regions demonstrates a fragile relationship, whereby interventions may exacerbate existing cleavages in divided societies. Storytelling includes a range of approaches that allow people to express and listen to stories related to the conflict in and about Northern Ireland. This can take various forms; it may involve community led oral history projects, intergroup talking circles, or exhibitions where artwork or objects are used to tell the story of the conflict’s victims. Building on theoretical frameworks presented in both transitional justice and peacebuilding literature, this thesis is primarily concerned with issues related to post-conflict narratives. In Northern Ireland this is most notable in what is referred to as the meta-conflict; the conflict about the conflict itself, which persists today. In global peacebuilding and transitional justice efforts, the existence of this tension can result in initiatives that pointedly avoid questions around the causes and conduct of the conflict itself. I addressed this uneasy relationship through semi- structured interviews with storytelling experts and facilitators, to present a rich account of the methods of grassroots peace work in Northern Ireland. In addition to an account of local experts from across the spectrum of storytelling projects this thesis presents an alternative analytical framework, by considering the extent to which the meta-conflict is challenged by these projects.

    CHNI Submission |March 2021 CHNI Submission to the Programme for Government Draft Outcomes Framework Consultation Introduction 1. Council for the Homeless Northern Ireland (CHNI) was founded in 1983 to represent organisations working with people experiencing homelessness. Our vision is to see an end to homelessness, and we exist to prevent and alleviate homelessness in Northern Ireland. We do this by working collaboratively to create a community of support, by being the voice of the sector and by delivering direct assistance through our projects. 2. CHNI welcomes the opportunity to respond to the Programme for Government (PfG) Draft Outcomes Framework consultation. We believe the Draft Outcomes Framework has the potential to provide an effective and impactful overarching framework for policy across a wide spectrum of important issues in this jurisdiction. We are, however, disappointed with how housing and homelessness have been considered in the proposed draft document. As this submission will make clear, we strongly recommend housing and homelessness are considered through their own specific outcome indicator. We do not believe the current approach utilised in the draft outcomes framework will lead to the best results for housing and homelessness policy. New Decade, New Approach 3. We are cognisant of the important role the ‘New Decade, New Approach’ (NDNA) Agreement has played in the development of the draft Outcomes Framework. NDNA made a number of commitments regarding housing and homelessness in particular which we believe were positive. One of those commitments was for the Programme for Government to be “augmented with a new outcome and indicators to provide specific focus on ensuring every household has access to a good quality, affordable and sustainable home that is appropriate for its needs.”1 This commitment has not been met in the draft Outcomes Framework.

These formats were popular from 1970-2000, formative years for the feminist movement. Scholarship suggests a correlation between radio and women’s issues in Ireland but does not answer what elements create this. Here, I analyze 10 archival radio clips from Ireland’s national public service broadcaster, RTÉ, looking at how women’s issues are framed. After analyzing these clips, I found that Irish identity embedded in the shows allows for the discussion of controversial ideas. Radio promotes an inclusive environment, by dispelling shame and encouraging political conversation among women. This allows women to hear and be heard, creating a space for equal representation. Heartbreaking perspectives from the families of victims, chilling reconstructions, and a jaw- dropping interview with a whistleblower bring to the big screen the story of the Glenanne Gang and a sectarian killing spree that claimed the lives of over 120 innocent civilians during the 1970s. In painstaking detail, Murray details how members of the Northern Ireland police force and the largest British Army regiment, the Ulster Defense Regiment, was centrally involved in the murder of innocent people, the vast majority of them Catholic, in Counties Armagh and Tyrone and in the Irish Republic from 1972 - 1978. Among the victims of the Glenanne Gang are those murdered in the 1975 gun and bomb attack on the Miami Showband, now the subject of a major Netflix documentary, as well as 22-year-old Colm McCartney, a cousin of the late Nobel laureate, Seamus Heaney, for whom the famous poem ‘The Strand At Lough Beg’ was written.
