CATV Scope of work document Page 4 1 INTRODUCTION 1.1 Purpose 1.1.1 Airports Company South Africa SOC Ltd hereby invites proposals for the supply, installation and migration of CATV to a full digital IP platform or system at: 1.1.1.1 OR Tambo international Airport (JHB); 1.1.1.2 Cape Town international Airport (CPT); and 1.1.1.3 King Shaka international Airport (DUR). 1.1.2 The second phase or component is to install digital CATV at airports and sites that currently do not have it. This Phase is not guaranteed and will be implemented at ACSA’s sole discretion: 1.1.2.1 Port Elizabeth Airport (PLZ); 1.1.2.2 East London Airport (ELS); 1.1.2.3 Upington Airport (UTN); 1.1.2.4 George Airport (GRJ); 1.1.2.5 Bloemfontein Airport (BFN); 1.1.2.6 Kimberly Airport (KIM); 1.1.2.7 ACSA’s Corporate Office. 1.1.3 The purpose of this document is to specify the work activities, material or equipment specifications, deliverables, milestones, pricing, quality requirements and performance management criteria applicable to the CATV system replacement project. CATV Scope of work document Page 5 1.2 Objective 1.2.1 The first main objective of this project is to appoint a service provider that will supply equipment necessary to replace, maintain and support the CATV system at JHB, CPT and DUR. 1.2.2 The second main objective is to install a digital IP based CATV system at airports and sites that currently do not have the service. Summarily, the project seeks to implement a solution that will achieve the following sub-objectives: 1.2.2.1 Ability to deliver digital television/video/audio/text and graphics; 1.2.2.2 Ability to distribute content through the current ACSA IP network at all airports/sites as well as ability to control access to content only to subscribed users; 1.2.2.3 Ability to confirm and audit users of the systems for compliance; 1.2.2.4 Ability to provide content of any type using the standard IP systems; 1.2.2.5 Ability to provide end to end management of end devices connected to the network to ensure compliance with the subscription licenses; 1.2.2.6 Ability to also support encryption of the content thereby preventing unauthorized distribution or access; 1.2.2.7 Ability to remote manage services including subscribed channels and billing; 1.2.2.8 Ability to provide a centralized access portal for content management; 1.2.2.9 Ability to provide an IP based setup box at each TV which can be controlled from a remote location; 1.2.2.10 The solution should ideally have an application programming interface(API) that will allow ACSA to access the system; 1.2.2.11 Deployment of digital CATV to airports/sites that do not currently have it installed; and 1.2.2.12 It must be easy to use, manage and monitor using standard monitoring systems and tools. CATV Scope of work document Page 6 1.3 Background of current system and associated problems 1.3.1 Community Access Television (CATV) is a broadcast system used to deliver multiple types of media content services. The CATV system is a Television network system used at ACSA to distribute Satellite Television as well as data steams e.g. FIDS to different areas at the airport for the benefit of passengers and stakeholders (tenants and airlines). 1.3.2 CATV is currently used at ORTIA (JHB), CTIA (CPT) and KSIA (DUR) to display flight information and DSTV services at airport retail shops, lounges, airlines, airport stakeholders as well as at ACSA, offices. The system used at the airports is more than five years old and distributes content using analogue technology over coaxial cables. The current system
