Este artículo analiza las condiciones habitacionales de la población de la provincia de Jujuy en la primera mitad del siglo XX, a la luz de los cambios y continuidades en el proceso de crecimiento económico local y nacional. Mucho se sabe acerca del problema de la vivienda en Argentina, sobre todo en el ámbito rioplatense, pero poco se ha profundizado sobre sus características e implicancias en otras regiones tales como en el Noroeste. De este modo, al centrar la atención en Jujuy se rescata no sólo la experiencia jujeña, sino también se develan ciertos rasgos habitacionales compartidos en esta región. A lo largo de este estudio se brindan nuevos aportes que son articulados dentro de aquel conocimiento en el nivel nacional y, cuando ello es posible, también discutidos. Palabras clave: Condiciones materiales, vivienda, Jujuy. Abstract. This paper examines the housing situation of the population of the province of Jujuy in the first half of the twentieth century, in light of the changes and continuance in the process of local economic growth. Much is known about the problem of housing in Argentina, especially in the River Plate area, but little has been deepened on its characteristics and implications in other regions such as the Northwest. Thus, the focus of the observation in Jujuy not only is rescued this provincial experience but it has also revealed certain housing traits shared in this region. In this study it is provided new contributions that are articulated with the national knowledge and, when possible, also discussed. -

It achieved high levels of income per capita and was moving away from authoritarian government, towards a true democracy, with a system of checks and balances. Unfortunately, Argentina never finished the transition. The turning point away from the road towards checks and balances occurred in the 1930s. To stay in power in the 1930s, the Conservatives in the Pampas resorted to electoral fraud, which neither the legislative, executive, or judicial branches checked. -

First, I announce that the Argentine state will suspend payment on the foreign debt.” (Inauguration speech of President Adolfo Rodriguez Saá, December 24, 2001) INTRODUCTION This is the story of a country that has learned how not to honour its contractual obligations. A country that has behaved opportunistically in restructuring its debt. A country that has claimed to negotiate in good faith with its creditors when its efforts to do so have been dubious to say the least. A country that has exploited every legal mechanism available to prevent its creditors from recovering their claims in court. This is the story of Argentina and its most recent sovereign debt restructuring. Argentina has a long history of defaulting on its obligations. After selling bonds listed on the London Stock Exchange in the early 1820s, the country defaulted on the bonds just a few years later and did not settle with the bondholders until ∗ LL.B. © Lonely Planet 243 The Andean Northwest In stark contrast with the low, flat, humid northeast, Argentina’s northwest sits lofty, dry and tough beneath the mighty Andes. Nature works its magic here with stone: weird, wonderful and tortured rockscapes are visible throughout, from the imposing formations of the Parque Nacional Talampaya in the far south to the twisted strata of the Quebrada de Cafayate; from the jagged ruggedness of the Valles Calchaquíes to the palette of colors of the Quebrada de Humahuaca. And always to the west is the brooding presence of magnificent peaks. The area has an Andean feel with its traditional handicrafts, Quechua-speaking pockets, coca leaves, llamas, the indigenous heritage of the inhabitants, Inca ruins, and the high, arid puna (Andean highlands) stretching west to Chile and north to Bolivia. The region’s cities were Argentina’s first colonial settlements and have a special appeal. The quiet gentility of Santiago del Estero recalls bygone centuries, Salta’s beauty makes it a favorite stop for travelers, while resolutely urban Tucumán, a sugarcane capital, seems to look firmly to the future. Several popular routes await. From Salta you can take in the cactus sentinels of Parque Nacional Los Cardones on your way to gorgeous Cachi, and then head down through the tradi- tional weaving communities of the Valles Calchaquíes to Cafayate, home of some of Argentina’s best wines. Another route from Salta soars into the mountains to the puna mining settlement of San Antonio de los Cobres, heads north to the spectacular salt plains of the Salinas Grandes, and then down to the visually wondrous and history-filled Quebrada de Humahuaca. -

COMPARISON OF THE CONSTITUTIONAL BASIS OF THE UNITED STATES AND ARGENTINE POLITICAL SYSTEMS By SEGUNDO V. LINARES QUINTANA t While the following article was in the process of publication, a Constitutional Convention of 169 members adopted a new Constitu- tion for the Argentine Republic; however, the significant changes effected by this new Constitution indicate that the problems raised herein are still germane. This new Constitution is made up of 103 Articles and one Tem- porary Article, as compared with the 110 Articles of the old Consti- tution. It shows a decided tendency to recognize the advancement of the social and economic rights of all the people, as indicated by the Articles concerning the rights of workmen and the family, of educa- tion and culture for all, and the determination of the social functions of property. Among the most significant changes are the provisions permitting the re-election of the President and Vice-President for more than one term of six years, and for the election of Senators and Depu- ties for terms of six years. Another major innovation of particular interest is the provision extending Argentine citizenship automatically to all foreigners who have resided in Argentina five years unless the foreigner signifies in writing his intention not to become a citizen. The whole spirit of this new Constitution is presumably expressed in the amendment to the Preamble, which adds, after setting forth the purposes of "confirming justice, consolidating domestic peace, pro- viding for the common defense, promoting the general welfare . .," the language: ". ratifying the inexorable decision to constitute a nation, socially just, economically free and politically sover- eign. -

Proponemos que ambas categorías están fuertemente imbricadas, entre estas y con la de territorio. Para desarrollar esta cuestión se abordará el caso argentino-boliviano, centrando la atención en sus tres conurbaciones fronterizas. Se realizarán tres aproximaciones sucesivas: proporcionando algunas sugerencias teórico-metodológicas, sobre la articulación entre las categorías territorio, límite, frontera y movilidad; esbozando una geografía histórica de la frontera argentino-boliviana, con una propuesta de regionalización y periodización; elaborando una tipología de movilidades (según diferentes escalas, propósitos y profundidades históricas) que, en conjunto, pueden pensarse como un sistema de movilidades fronterizas y transfronterizas.
