Introduction The development of subnodes in peri-urban regions adjacent to primary TEN-T hubs is a proper new approach to better connect the hinterland to TEN-T nodes. These secondary hubs require more attention in view of making public transport more attractive. The jointly elaborated SubNodes strategy formulates basic principles how regions should adjust their passenger mobility policy to better respond to these new opportunities for medium-sized cities in the surroundings of primary hubs. Based on the SubNodes Strategy, the respective subnodes per region was identified and assessed. The present Action plan describes in detail the implemented pilot actions which was carried out in the South Moravian Region during April 2019 and December 2020. 2. Regional Overview and Status Quo before Pilot Action The two sites of pilot actions (Židlochovice Town and Hustopeče Town) are situated in the Southwest (NUTS- 2) within South Moravian Region (NUTS-3), Czech Republic. The paper presents an analysis of life quality disparities among the administrative districts of the South-Moravian region (Jihomoravský kraj): Blansko, Brno-City, Brno-Province, Břeclav, Hodonín, Vyškov and Znojmo. The region of South Moravia belongs to the regions with a significant economic potential. However, not all districts contribute to this potential equally, the reason being the- ir size, population and life quality. Life quality is affected by the environmental, social and cultural resources and by the region’s economic performance. It can be viewed from various aspects. The work is focused on the life quality indicators of social and cultural resources, which assess demographic development, age and intelligence structures, employment, unemployment and labour market, health care standard and civil amenities. Innovation policy strives to create favourable conditions for introduction and diffusion of innovations. The Czech Republic has dealt with this topic intensively since the turn of the century. Another trend in innovation policy has been detected over the world in the last decades and it is the transfer of competences to regional level. It is generally accepted that the location and spatial proximity are important for innovation development. In the article we demonstrate functioning of regional innovation system on the example of analysis of one region in the Czech Republic which is the South Moravian Region. It believes that the Strategy should mainly focus on the following targets: o Improvement of the conditions for the strengthening of combined transport. o Revitalization of water flows and elimination of water obstacles o Improvement of the conditions for the implementation of preventative measures against negative impact of future climate change most expressed in southern parts of the region (areas with worsened conditions for agriculture) o Consistent use of all options for conceptual streamlining of urban planning activities, streamlining of building activities in the territory (e.g. in the area of effusion of flood protection canals, areas of water accumulation, water reservoir protection zones etc.). o R&D internationalization – involvement of R&D teams and businesses into the 7th R&D Framework Programme. o Brownfields regeneration solutions. § Survey of sites, creation of business property supply, preparation of adequate regeneration tools. These activities will enhance living and business environment in the region. o Strengthening of cooperation of key players in rural development of the region and coordination of activities modifying rural environment (including support for community life and traditional rural crafts and trades). o Support for major and traditional cultural events and small local cultural events, essential for the maintaining of regional identity. o Support for "active aging"– events and activities for senior citizens (social, interest and physical activities).
