Scrutiny Comments on Modification to the approved Mining Plan with PMCP for Sivalarpatti Lease-I Limestone Mine over 150.11.0 hectares in Pudur, Kulakkatankurichi, Sivalarapatti & Muthusamypuram Villages, Vilathikulam Taluk, Thoothukudi District, Tamil Nadu State of M/s. The Ramco Cements Ltd. Mine code - 38TMN15045 1. General : a) Draft Modified Mining Plan should be corrected as “Modifications to the Approved Mining Plan”. b) The remaining modified mining plan period should be furnished in the cover page. c) As per the CCOM circular no. 2/2010, the boundary pillars are to be fixed and DGPS readings are to be marked in the pillars. It is found as per the norms the pillars are not fixed till date. The boundaries are to be fixed and the photographs are to be enclosed. 2. Para 2.0: Page 11: In the table, details of land, the district is given wrongly. It should be checked and corrected. 3. Para 3.0: The validity period of the mining plan/mining scheme should be furnished. 4. Para 3.3: As per the guidelines, the review of the mining plan before the modification periods only to be furnished. 5. Para 3.6: Page no.18: Please furnish the details about your plant capacity and reasons with justification for the enhancement of production. 6. Part – A, Para 1.0: The details of rainfall should be furnished in the topography and drainage chapter. 7. Page 27: The borehole logs of the boreholes drilled in the year 2014-15 should be enclosed. 8. Para 1.j.1 : Production reported for the year 2015-16 is 654931 tonnes in page 17 but depletion is reported as 1.075 million tonnes which is not tallying which should be checked and corrected. 9. Page 40: The Table given for classification of reserves is for which period should be specified. 10. Para 2.0 : This para needs to be discussed as per the guidelines. The brief details about the exploration, method of mining, pit development and proposed method of mining with designing parameters are to be furnished as per the guidelines. 11. Hydrological study report may be enclosed. 12. Page 43 : The table should be furnished as per the guidelines. 13. Annexure-1: The lease sketch issued by the State Government during the mining lease deed execution should be enclosed. 14. Plates : a) Plate No.1 : The coordinates of the lease area should be marked in the topo sheet . b) Plate No.2 : The GPS reading of the boundary pillars are to be marked. c) Plate No.3 : Surface Plan: i) Index for the lease boundary should be furnished. ii) Latitude and longitude of all boundary pillars are to be furnished. iii) Boundary barrier marked around the pond between ML 29 to 30 is not matching with lease sketch enclosed. iv) Non lease area south of ML 26 is not marked. -2- d) Plate No. 4 : The borehole numbers are not written in the geological plan and the pit number/block number are not marked in the plan. e) Plate No. 5A: i) The ML boundary should be marked in red color and the borehole numbers are to be visibly written. ii) Sections 27 and 30 are not matching with the geological plan. f) Plate No. 6B to 6E1 : i) The year wise production and development plan number should start from 6A and the pit/block names are to be furnished in the plates index. ii)The year wise proposal of plantations are also to be marked. g) Plate No. 7 : i) The yearwise production and development sections are given from 2015-16. It should be checked and corrected. ii) The sections are not drawn for the Pit No.2. It should be checked and corrected. h) Plate No. 8 : Conceptual Plan : The safety distance should be maintained from the pond located between ML No. 29 – 30. i) Plate No. 10 : The land use pattern around the lease area should be furnished. j) Plate No. 11 : i) The proposed afforestation should be within the lease area. ii) It is observed that the proposals also given in the applied areas of the company. iii) The grid lines should be marked with respect to North in all plans. .
