Scope and Content At various times during the presidency of Robert Gordon Sproul (1930-1958), the administration had occasion to reexamine topics related to the administration of the University, during which process documents were pulled from the regular (or routine) files and assembled into these folders. These were to provide historical and then ongoing documentation of policy issues of particular importance. While they do not necessarily include all material relevant to the particular topic at hand, presumably the selection represents what were considered to be the most important items documenting past action and current thinking on these topics. Series 3 of the records of the Office of the President consists of part of these assembled files, designated "Bound Folders." They are similar to the folders in Series 4, but filed in file number sequence rather than in alphabetical order. The numerical sequence reflects the filing practice in use in the Office of the President at the time the folder was created. There is no documentation as to when any particular folder was formed or closed; some files contain materials going back to the 1920s and 1930s and going up to the end of the Sproul administration in June 1958. When an item was removed from a file for inclusion here, a reference was made on goldenrod colored paper indicating what was removed and what bound folder it was moved to. However, since neither the title nor indeed the existence of a folder on any particular topic is predictable, it is often only by consulting a routine file that one can learn of the existence of a special problems folder. In this series, there are interfiled folders from the office of the Vice President for Business Affairs with a parallel series of file numbers. Often, under any particular file number, there are quite different types of topics, depending upon which office originated the folder. There seems to be no explanation as to how and why these were interfiled; they were left in place on the assumption that these folders are of equal importance since they were interfiled in the offices of origin. In general, the new process would delegate much more authority to the campus for project approval, and would limit project-specific review by The Regents to very large and complex projects. Each campus would prepare a set of ‘framework’ plans that outline its capital investment strategy and physical design approach. Once those plans are approved by The Regents, then as long as a project meets certain thresholds, and conforms to the framework plans, it could be approved by the Chancellor, subject to a 15 day review by OP. One of these thresholds is dollar value: the currently proposed figure is $60 million or less. The framework plans for Berkeley include 3 documents: • The 2020 Long Range Development Plan provides a land use policy framework, within which projects can be prioritized and planned.

As I state in the following Prolog, a book like this is dated before it's begun-in the six years since I finished it several buildings have been demolished and several more of varying quality and prominence have been added to the campus. Departments have moved, services have disappeared and others have been created. And many of the places I mention, like the lobby of Hearst Mining and the Environmental Design library, are currently closed while undergoing renovation or seismic retrofit. I'm hoping, though, that the information in this book will be useful and entertaining to people who either remember what the campus used to be like (or want to know) and people who will find that many of the things I describe can still be found on campus.
