Welcome…

to this first annual report on the Banff and Buchan Community Plan 2016-2019. This summary captures what has been achieved by working together and with local communities during the past year.

Our Plan focuses on 5 local priorities for the area:

 Stronger Communities  Safer Communities  Supporting Health and Active Communities  Tackling Poverty and Inequalities  Connectivity and Transport

The priorities have been identified through community engagement and we believe they are key to improving the quality of life for everyone in Banff and Buchan.

Priority 1 - Stronger Communities Community Planning Stakeholders, with a commitment to supporting and building confident, skilled, influential and active communities in Banff and Buchan, through community engagement and dialogue with our communities.

What We Said We’d Do ‘Increased participation, supporting people to take part in decision making.’ What Progress We’ve Made Your Voice, Your Choice Pilot Participatory Budgeting (PB) is a process of involving citizens in deciding how to spend public money. At its core, it is about community members shaping local services to meet local priorities more effectively. PB is being promoted and supported as a priority by the Scottish Government. Aberdeenshire Health and Social Care Partnership (a partnership of NHS Grampian, Aberdeenshire Council and voluntary organisations delivering Health and Social Care services) allocated a budget of £100,000 to fund local initiatives to improve health and wellbeing in specific areas of the North of Fraserburgh which had been identified as having poor health outcomes. In total, 40 applications were received by the closing date, 35 of these applications met the criteria and were put through to the Big Vote Day. 2 Applications were withdrawn before the event, which left 33 to present on the day.

 32 projects through to big vote day totalling £191,906.98  17 out of 32 projects funded.  A total of 935 votes cast on the day.  Diverse range of bids from baby and toddler groups to Older People’s forum  Aberdeenshire Voluntary Action (AVA) provided support to groups who were unsuccessful in receiving funding.  Over 67% of attendees were eligible to vote on the day.

Positive Outcomes  Foyer REACH Group have reached Level 3 Accreditation for their involvement in the Big Vote. They supplied, prepared and served food at the event, which received a very well deserved positive feedback from the participants.  Police Youth Volunteers – Participation in the lead up and during the event has helped the volunteers to get their Saltire award.  Fraserburgh Sea Cadets received funding for a mini bus and have offered the use of the bus while not in use for the group to community organisations (subject to insurance being in place)  Fraserburgh Sea Cadets secured match funding of £8000 from Children in Need as a result of securing funding from Fraserburgh Your Choice, Your Voice. They now can buy a better equipped and newer mini-bus.  West End Bowling Club received funding towards a new kitchen. Use of the kitchen has been extended to the wider community to help support community events.  Fraserburgh Community Safety Group have joined up with Fraserburgh First Responders. Both groups successfully received funding to buy 3 defibrillators and provide First Responder training in the community respectively these groups will work collaboratively to take their individual projects forward.  16 members of the public expressed an interest in becoming involved in future PB events

Priority 2 - Safer Communities To work with partners to deliver on Community Safety in Banff and Buchan and develop a better understanding of safety issues in our community.

What We Said We’d Do ‘To improve community safety within Banff and Buchan and reduce nuisance and harassment in the community, creating a safer environment.’ What Progress We’ve Made Safer Community Wardens The Community Safety Team have recently employed two Safer Community Wardens for the Fraserburgh area. This role will link closely with our Community Safety Group which brings together volunteers to drive forward Community Safety at the local level – offering funding and support to local initiatives. The warden role also links in and works closely with schools (secondary and primary) offering patrols during desired times and inputs to pupils as requested (working with ’s school liaison officers and Crime Reduction Officers); the role links in with local businesses to progress the shop watch scheme. The Wardens will also become an integral part of the Banff and Buchan Community Planning Group and will give regular updates of local information and issues to look at taking a partnership approach to working together in the future. Priority 3 - Healthier Communities Reductions in inequalities in health outcomes between communities across Aberdeenshire

What We Said We’d Do ‘Opportunities for affordable physical, active play and open safe places for play (including smoke free developments) are accessed in target areas.’ What Progress We’ve Made Fraserburgh Secret Garden Project The opportunity to engage in physical activity brings wide-ranging health benefits. It helps people look after their own health. The Fraserburgh Secret Garden is a location that Health and Social Care services can tap into. In 2016, 800 volunteer hours were invested in the garden. This involved 75 people taking part in regular outdoor activity. Visits were made by approximately 10 schools and nurseries, in addition, there was a visit from a group of residents from a local care home. Many of this group indicated that they will be returning next year when the weather improves. The long-term benefits are that more people are able to participate in health activities in the outdoors and also to encourage greater inclusion and social interaction. Priority 4 - Tackling Poverty and Inequalities Improving life chances for our most vulnerable individuals and families

What We Said We’d Do ‘Improved Health and Wellbeing and social participation amongst all age groups. Good physical and mental health (and wellbeing) can make a difference in people’s health and life chances. By supporting people to take responsibility for their own health and lifestyle choices, we can aim to reduce inequalities.’ What Progress We’ve Made Banff and Buchan Wellbeing Events The Aberdeenshire Wellbeing Festival (May 2016 & May 2017) support Mental Health Awareness Week: The festival promotes and celebrates everyday community opportunities which contribute to our wellbeing. A healthy diet and regular exercise are good for our physical and mental wellbeing, as are strong social relationships and good community networks. The Aberdeenshire Wellbeing Festival is an opportunity to raise awareness of how individuals, groups and communities can support mental wellbeing for all, reduce stigma and promote recovery. health and wellbeing event (May 2016): Banff Academy corresponding with Wellbeing Festival. A series of stalls and demonstrations were made available for S1-S3 students in Banff Academy and Deveron Community & Sport Centre for pupils to visit for information or participate. Representatives from sport facilities such as Banff Swimming Pool; Banff Runners; Rowing etc. had been invited as well as practitioners of services such as Mental Health, Drugs and Alcohol awareness, Food and Health, etc. Scottish Mental Health First Aid Training Young People for 16 Banff and Buchan Health and Social Care practitioners. Tattie, wellbeing event; Gardenstown (Oct16): A series of stalls, information and engagement through art were made available for young families in Gardenstown, with information on services, transport, health, wellbeing, financial and benefit support, etc. (evaluation prepared by Mary Arnold). Priority 5 - Connectivity and Transport Work with service providers and communities to explore possible community based transport initiatives to improve access to services and better access to hospital and health appointments for rural communities in Banff and Buchan.

What We Said We’d Do ‘An improved transport provision offering access to health care which addresses the challenges of inequality, social exclusion, rural isolation and vulnerability.’ What Progress We’ve Made Rural Transport Questionnaire A community questionnaire survey was carried out in Gardenstown and to explore transport and connectivity challenges in our rural communities. Actions to consider:  Advertise the availability of existing services, such as Dial a Bus, THInC Transport to Healthcare Information Centre (THInC) and Royal Volunteer Service (RVS) to enable access to alternative transport. To assess where there is an age limitation, these services could become available for a wider age group or can make exceptions.  Advertise volunteering opportunities for a driver service, such as RVS.  Explore and advertise existing car share schemes, such as liftshare.com  Encourage users of public transport to be part of a local public transport forum to influence changes to timetables and routes that improve local connectivity.  Consider alternative community transport solutions in which community groups take ownership, such as a car pool scheme. Challenges Local transport pilot survey identified that; transport used by people living in the rural villages is dominated by car use. People needing access to transport for appointments, work, education and training, shopping and leisure and who do not have their own transport, usually overcome their transport barrier to get to their destination. This could be either using public transport, the dial a bus service or with the help of friends or family. However, people who are out of work and/or do not have the means of their own transport, struggle to get to work as public transport is not available at the time that they have to get to work or return home from work.

Community Engagement in 2016-17 There is an ongoing program of community engagement, events conversations and focus groups within Banff and Buchan, which encourages a two-way flow of information through engagement events between communities and our Community Planning Partners, with the aim to increase participation and support people to take part in decision making.

October 2016 Tattie, wellbeing event; Gardenstown. A series of stalls, information and engagement through art, were made available for young families in Gardenstown, with information on services, transport, health, wellbeing, financial and benefit support, etc. Jan – June 2016 Your Voice, Your Choice Pilot Project  Grow Your Group’ workshop facilitated by AVA (Aberdeenshire Voluntary Action), 30 delegates attended from a wide range of local groups and organisations in the Fraserburgh area, the aim of the workshop was to raise awareness of your voice, your choice funding opportunity, gain a better understanding on how to develop a project or group, learn about what support is available from AVA and general project guidance.

 6 drop in sessions in the North of Fraserburgh, facilitated by the PB Steering Group in the period leading up to the deadline for applications, with over 30 members of potential applicants attending.  Fraserburgh Academy Assemblies, engaged with years S1-S6 pupils and teachers at Fraserburgh Academy.  Fraserburgh North Primary School, St Andrew’s Primary School, Lochpots Primary School postcards and Westfield Primary School advertising event sent home in pupil’s school bags to parents.  Waves Radio interview on the launch of the funding opportunity along with the criteria of the funding.  ‘Fraserburgh Super Saturday’ attended May and June events in partnership with Health point to promote the successful groups who were through to the ‘Big Vote Day’ on Saturday June 18.  Presentation Skills Workshops – 4 workshop facilitated by AVA to help provide advice and support to the groups who were bidding on the Big Vote Day.  Fraserburgh Your Voice, Your Choice Facebook and website page developed

Spring/Autumn Yearly – Banff and Buchan Community Council Forums Facilitated by the local Community Planning group, these forums are held twice a year. They are an opportunity for Community Planning partners to share information with the wider community to ensure our communities are well informed, have the right resources and skills to take responsibility in the delivery of local actions and priorities with the aim of greater community empowerment, increasing the ability of individuals and groups to influence the uses of local facilities within our communities.

Spring/Autumn Yearly – Banff and Buchan Community Planning Joint Meetings These twice yearly meetings are facilitated by the Banff and Buchan Community Planning Officer and bring together our Elected Members, Local Community Planning Partner and Area Management Team, with the aim of a more effective partnership working- ensuring resources, varied skills and capabilities are used effectively. Banff and Buchan Community Planning Mission Statement ‘By engaging with our community members and partners, we will gain a greater understanding of local priorities, needs and emerging issues and create an environment to enable action. In order to achieve our ambitions the partners will agree to work together to develop trust and ownership by behaving in a manner to foster the values of trust, integrity, respect and openness’.
