I am writing further to our meeting at the recent UBCM convention regarding libraries and schools in Delta.

As you are aware, the province has not been immune to the current global economic challenges and this has required goverrU11ent to review its priorities. During this review, we worked to maintain as much fi.mding as possible for our public libraries and were able to provide $ 13.7 million fo r libraries this year - 60% more funding than in 200 I.

Thank you for your suggestions about potential changes to the Library Act. A highl y consultative seven stage review of the Act commenced a year ago. Stage I of that review has been extended until 05 March, 2010. During stage I, stakeholders are invited to submit briefs on the specific issues or approaches they would like to see addressed. As a member of the InterUNK Public Library Federation, all locations of the Fraser Valley Regional Library participate in regional reciprocal borrowing agreements. These agreements include materials exchange with the Surrey and Richmond public libraries. It is through such agreements and cooperation that BC residents enjoy equitable access to information and this outcome explains the province' s continuing support of library federations.

Our collective memories include legendary teams and tournaments, and cherished traditions. Special historic places may include arenas, stadiums, gyms, rinks, playing fields, tracks, and parks. The enclosed 2010 Heritage Week poster features a famous B.C. sports team, the Salmonbellies, playing lacrosse at their Queen's Park Arena home. Further to the Cougar Creek Integrated Stormwater Management Plan (ISMP) recently adopted by Council, I'm writing to draw your attention to an opportunity for possible improvements in stormwater management at the McDonald's site on the southeast corner of Scottsdale Mall, just one block away from Cougar Creek.

The entire mall - including McDonald's - occupies a portion of what was once an extensive wetland that fed a steady supply of filtered water into Cougar Creek. Now, stormwater runoff from mall rooftops and pavements drains directly via pipes into Cougar Creek, with devastating results as you know.

McDonald's is proposing to reconfigure and expand their drive-thru, If this project goes ahead, it offers an opportunity to retrofit this corner of the mall with fish-friendly infiltration drainage (rain garden or similar), Such a retrofit would of course be in keeping with the "Low Impact Development" strategy recommended in the ISMP ..

I'm attaching a few photos of the site, and also of a large adjacent paved area which mayor may not be involved in the McDonald's project. This area may have been designed as a manoeuvering space for trucks delivering to Save-On Foods, but I've never actu ally seen a vehicle use the space.

I'd very much appreciate your letting me know if the McDonald's project might become our first step toward reducing Scottsdale Mall's huge negative impact on Cougar Creek.

I have no idea how we managed to get so lucky but I'm not questioning it. However it ended up that trees are getting "planted in the hydro right away in East Ladner, THANK YOU. We have backed on to the easement for 18 years and it has seen many changes (some not so good, some ok, but this is amazing). The trees will not on ly add to the beauty of East Ladner, but I'm sure make all the residence very happy to not just see an empty muddy field.

Just a question, I see they (I believe it's hydro that may be doing the actual planting) are planting many trees, are there any other future plans for the area (th rough the years, many ideas have gone back and forth and nothing was ever finally decided)?

Some schools like Jarvis elementary are now on their last 4 boxes of photocopy paper with NO funds to replenish it!! They cannot even find $90.00 for a desperatly needed VCR!!

Why is it that the Province manages to find bill lions for olympics and expanding roads through our and ye t the funding for our Elementary schools are dwindling!! ErG TIME!!

I may suggest that you rethink the Deltas Slogan, and begin to protect our lands from further road bui lding before it is long gone, and our debt is too high to manage.

If we cannot even fl.lI1d our schools with the BASICS, why is Delta allowing roads to be pushed through our treasured land areas!

Please advise us on your progress to Push the Provincial Government to fund our Elememtary schools to have kids have the ability to learn better'

I have noted that the deal that was signed with the Whitecaps was recently cancelled , but there was an indication of $5,000,000 available for the renovation of the park to add more fields.

I would suggest that the last thing Delta needs is more fields for Soccer. South Delta is desperate for another ice rink and it would be my assessment that these funds far better put to use in twinning either the Ladner Ice Rink or the South Delta ice rink.

It's definitely the garbage and recycling trucks as every Monday we get a fresh dose on most of the roads in the Grove. Engineering staff responded to the resident's inquiry regarding oily sp ills on the road by phone. Staff con tacted the collection con tractor and confirmed that all Remple trucks are serviced regularly and undergo ro utine inspections. There was absolutely not one speck of oil or transmission fluid on the roadways due to ga rbage or recycling trucks in Beach Grove this morning. It was amazing.

Not only that, there was significantly less garbage strewn about as she must have put the fear of something into them!

I'm impressed. And Kato, my dog thanks you too. Not having to weave around oily patches was wonderful.

Re: Legalizing secondary suites for all single-family homes

Dear Mayor and Council:

We are currently living on Pleasant Way in Ladner, a designated, non-strata PRIVATE ROAD established by Delta about five years ago. Five homeowners on the even side of this cul-de-sac street are solely responsible for the maintenance and insurance costs related to it.

For some unfathomable reason, at the time of development, Delta gave right-of-way to four houses directly opposite which actually face the 5300 block Crescent Drive. Their backyard double garages enter from our street which actually acts as a back lane for them. Occasionally they or their guests park on our NARROW road which creates some difficulty manoeuvring cars in and out of garages .. We, unfortunately, have no way of controlling this situation and of course these said owners opposite have no responsibly or costs related to their use of the road.

We've tried unsuccessuly in the past to have Delta take over Pleasant Way however the response is always that the road is too narrow and does not meet Delta requirements?

How a developer was able to obtain permission to proceed with this rather unusal road setup remains a mystery to us. We've contacted other municipalities in and none would ever even consider such a setup.

In order to assist us in controlling this ongoing parking dilemma, created by Delta Municipality, we recently submitted a request for a simple NO PARKING sign be posted at the entrance to Pleasant Way. This was refused! Perhaps you could reconsider this request.

My point however in this rather lengthy diatribe is that if secondary suites are legalized then th e by-law should EXCLUDE houses located on NARROW PRIVATE ROADS and, in our case, the four homes across from us facing the 5300 block Crescent Drive. Ca m pbell to inform them that the developer, as part of the enginee ring requirements, will submit a const ruction management plan to Delta, w hich will be designed to utilize access from the Lynn Place Road extension access whenever possible. I am writing in reply to your letter to Mayor and Council dated January 7,2010.

Restriction of the driveway panhandle to co mmercial ve hicles at th e early st ages of development is not possible, as access to the site is required for servicing wo rk and for site preparation along this co rridor at the preliminary stages of the development. We will, however, ask the developer to utilize accesS from Lynn Place at the ea rliest possible time; presumab ly, after the road extension is completed and the lots start to get built out. If you are concerned about potential damage to your home caused by vibration of heavy trucks, you may wish t o have a pre-construction aud it of yo ur home (at your cost).

Regarding fencing, we will advise the developer of yo ur wishes for a so lid ceda r fe nce and ask him to co-o rdinate fence replacement with you at the appropriate time.
