By law, after every 1O-year census is conducted, Canada's electoral boundaries are reviSed to reflect shifts and growth in the population. Based on a formula in the Constitution, the number of electoral districts in British Columbia is increasing by 6 to reach 42 . .

Canada's Electoral Map Is Changing Your Opinion Matters

The British Columbia Commission is holding public hearings to gather opinions on the proposed boundaries and electoral district names.

These hearings are your opportunity to participate in the process of redrawing the electoral map.

If you wish to make a presentation at a hearing, you should inform the commission in writing by August 30, 2012.

Canada's Electoral Map Is Changing Completing the Process

The commission considers views expressed at the public hearings and then submits a report to the House of Commons, where a committee will study it and members of Parliament may provide feedback. The commission will review the feedback from members of Parliament and make the final decisions on where the new boundaries will lie. The new boundaries will likely take effect for a general election held in 2015.

Dear Mayor and Council:

Re: Receptacle for cigarette butt disposal at Heath bus shelter

I recently inquired of Engineering staff - who in turn inquired of Pattison - if the rusty lid of the litter can at the bus shelter adjacent to Heath Rain Garden could be replaced with a new lid that includes a receptacle for cigarette butts.

Cigarette butts are probably THE single most frequently littered item that we see on streets and sidewalks. Over the past several years, the fewer places people are allowed to smoke, the more butts we find littered.

Cigarette butts are easily washed down storm drains by rainfall, thereby polluting our creeks and oceans with non-degradable plastiC filter fibers and numerous toxic substances. It's estimated that 4 to 5 trillion butts enter the oceans every year. Just one butt in a litre of water can kill a small fish - so you can imagine the toxic effect of trillions of butts.

Pattison apparently responded that (a) they don't have such replacement lids for old garbage cans and (b) it's expected that Delta Council may soon make smoking at bus shelters illegal - in which case cigarette butt receptacles won't be needed anyway.

I beg to differ! If someone who's smoking walks up to the bus shelter and sees a no smoking sign, that's when they most need a cigarette butt receptacle for proper disposal. Otherwise, the butt ends up on the sidewalk or in the gutter - or possibly the person just keeps on smoking in disrespect of a "stupid Big Brother" law.

I have 2 suggestions:

• Rather than make it difficult to dispose of butts properly, It makes far more sense to provide receptacles for cigarette butts, above all in public places where people are expected to "butt out".

• Rather than pass unenforceable laws (Delta Police can't possibly patrol every bus shelter 24/7) it makes far more sense to simply give priority to non­ smokers in bus shelters. That is, create a law and signage that require smokers to either butt out or move out of and downwind from bus shelters when requested. Encourage smokers to be considerate, not angry outcasts.

If it's pouring rain and a smoker is alone in the shelter, why deny them some small comfort? At least they're taking the bus, not using a car!

Thank you for considering these ideas. I'd appreciate your letting me know your thoughts and Delta's plans (if any) regarding smoking and cigarette butt receptacles at bus shelters - and most specifically, at Heath Rain Garden bus shelter.

To my big disappointment, tonight I found all the artesian wells in the park blocked. It was a point of family trips and place where everyone could stop and drink fresh tasty water.

It is a shame someone destroyed such a beautiful place!!!!!!! All the people I met walking by were shocked and discussed how our money is wasted.

The rocks used for blocking the wells look ugly andout of place!!!!! Why was such a decision made without consulting the public? Whoever stands behind it, clearly does not have a good taste and does not use the beautiful park often.

I hope our Council and Mayor didn't know about it and someone can reverse that not so smart decision.

That is what you have given to us in Watershed Park. The new water filling station is ajoke. The water does not come directly from the well as we wanted. It comes through a pipe,and since it is not used constantly, or running constantly it can sit in that pipe for a long time. It does not taste as good as the water on the Artesian trail Wait - can we actually caIl it that any more since you have closed off all the wells down there!!

I have lived, worked and paid taxes in Delta for over 42 years. I walk the watershed daily - hail, rain, snow or sun. Does anyone who made the decision to block off the wells do the same? Have they even set foot in the park? Do they really know what we want?

You see, you have missed the whole point of water access. We do not want a tap. We have never wanted at tap. A tap is civilized. A tap does not give you the experience of drinking from a natural, pure, clean well. I take my grandchildren down to the watershed and seen the joy on their faces as they drink straight from the spring. You have taken that away from them.

I do not usually get invoved in controversy. I am part of the silent majority. But not in this case. The action on your part to close the wells has me incensed. I am a retired, law abiding citizen leading a quiet, law abiding life, but I sincerely hope that some strong young men with crowbars find it within their power to go down and remove these huge rocks that you have seen fit to put over the wells.

There is never enough money in the budget for schools and school supplies, but I hate to think of the amount you have spent sending teams of workers time after time to try to block off these wells all to appease the railway. Don't try to tell me you are doing this for my health - to ensure that the water I drink is safe. Bullfeathers. We all know the real reason and we do not appreciate it.

I am disappointing in this decision.

When I was young, I would ride my bike there. I would go there with the Cub Scouts. Now that I am older, I walk there with my family. We would walk with my parents dog down to the gravity bowl and let my daughters throw the ball and run. I have pictures of my daughter just last year filling up her thermos at the natural springs.

This past year, Delta has deemed it in someones best interest to block off these springs. First it was a simple pile of rocks. Luckily for us, someone came along and dislodged them. Now, a large pile of gravel has shown up with a boulder sized rock to cap it off, thus blocking off access to these beautiful NATURAL springs from everyone.

Why is this? I have heard straw man arguments about people crossing the railway and you feared for their safety. I have heard more straw man arguments that you feared for the health because there might be bugs in the water that could make people ill. These are silly and poorly thought out and ridiculous arguments. No matter what you do, you will not stop people crossing railway tracks, or drinking water with stuff in it; have you had a coffee or coke lately?

But don't fear, loyal citizen, for we have supplied you with a shiny new tap which contains watershed water; did we mention we treated it so it gets rid of those nasty bugs - and it currently sits in a pipe so it goes stale - and it isn't as cool or refreshing as NATURAL spring water.

The whole point of the watershed is that it is a place of NATURAL beauty. It is a watershed. As an educator, I found it was a great example of an ecosystem and the water cycle. How naturally occurring cycles will refresh themselves and filter themselves; yes, those trees and earth do more than just save the place for housing and condo developments. There is talk that the "someone" whose interest is served is not the people who use the watershed, but some faceless entities.

My daughter, now six, was sad today; she was actually in tears that she could no longer fill her thermos at the natural springs. While something like this may seem trivial to you, while you sip your $5.00 a litre Edmonton Municipal Tap Water (also known as Evian; try saying that backwards) to the youth of today what little natural beauty there is left in this world is huge. To watch it be eroded and removed by politicians, bureaucrats and corporations is disheartening.

I can only hope someone with access toa backhoe wanders through one day.

Good morning. Just so you know, it took over 45 minutes to get from Tilbury to Ladner yesterday, August 15, at 4:00 in the afternoon. The lights by the Town and Country are an engineering marvel. Council should take a field trip out there to see how bad it really is. That would mean they would have to leave the comfort of Ladner and actually see what goes on in their municipality so that won't happen. There has to be some way to time the lights to allow more west bound traffic through at a time. The new shortcut is to go behind the Town and Country and cut in, so someone should die there pretty soon. Knowing it won't make any difference, Wayne Nurmeste [email protected]

Dear Members of Council:

When my wife and I were looking for a new home, Delta was high on our list. After having lived in apartments in Vancouver, we were looking for a home with more space, but still with a relatively short commute for work and activities. We loved the communal feeling of Ladner, and appreciated the beauty and accessibility (both in terms of commuting and in terms of access to local shopping) of North Delta. We ultimately found our new lovely home in North Delta, and we have enjoyed our time here.

When we moved, we were aware ofthe ongoing construction ofthe South Fraser Perimeter Road. However, in our research we were unable to locate definitive plans for the construction, including specifically with respect to the access to either River Road or the South Fraser Perimeter Road from one of our new neighborhood streets. Accessibility was and continues to be a vital feature of North Delta for my wife and I, as I currently commute to working as a lawyer at the law firm of Borden Ladner Gervais LLP in , and my wife travels to continue her studies as a PhD student at Simon Fraser University at all of its campuses (Burnaby, downtown Vancouver and Surrey), as well as to Imperial Stables in Ladner, where we keep our horse.

Currently, we both make use of access to River Road from Centre Street, one of the few community access roads we have in our neighborhood, often to take Highway 91 to our destination but also frequently for access to Ladner. I understand that, as part of the construction of the South Fraser Perimeter Road, access to River Road and to the South Fraser Perimeter Road may be cut off just west of Centre Street, and indeed at each of the other access streets in our neighborhood (being Terrace Drive, Delwood Drive and Brooke Road). If access westbound on either River Road or the South Fraser Perimeter Road were to be cut off at all of these points, in would severely limit access to and from our neighborhood. Indeed, due to the current layout, the only entrance and exit point from our neighborhood would be travelling eastbound on Brooke Road to Nordel Way. Our entire neighborhood would be funneled into one access point, and access for emergency crews entering our neighborhood would also be severely hampered. In any event, our ability to commute either westbound to Ladner or Highway 99 or our access to Highway 91 would be severely restricted.

I would also expect, as a commuter, that traffic on Nordel Way at Brooke Road would be greatly increased, as people from our neighborhood (and potentially others) would have to use this sole point for commuting. Given the high level of traffic at this intersection already during the morning commute, I would expect this increase to result in increased delays for already belabored commuters. While the South Fraser Perimeter Road may reduce some traffic, I would expect that most commuters who would need access to Highway 91 for their travels would continue to use Nordel Way, and those of us in my neighborhood would be forced to utilize that same route regardless of our intended destination.

Instead, I would propose that access to River Road and/or the South Fraser Perimeter Road (with continued access to Nordel Way) be continued at Centre Street. Offering this access, which already exists, would greatly increase accessibility for the people in my neighborhood. I understand there may be a fear that, if access to River Road and/or the South Fraser Perimeter Road were to be granted at Centre Street, non-neighborhood commuters would enter the neighborhood at Brooke Road and traverse the neighborhood in an attempt to reduce their overall commute time. I think that this is unlikely. There is currently a great deal of traffic control on Dunlop Road (two stop signs, two speed bumps and two roundabouts) which would discourage commuters from cutting through the neighborhood. In addition, commuters currently have this opportunity (as traffic is quite often fully backed-up beyond Brooke Road on Nordel Way during the morning commute), and very few take advantage of this alternative route to avoid the traffic congestion on Nordel Way.

I understand that plans for the construction at the South Fraser Perimeter Road are not yet finalized, and I would expect that, while this change would require some planning, the amount of alterations to current plans would be minimal on the whole.

I believe that the people of my neighborhood, and Delta itself, would benefit from continued access to River Road and/or the South Fraser Perimeter Road at Centre Street. I ask that you conSider this alternative to current construction plans, and would appreciate a reply.

The B.C. government announced Tuesday that it will spend $2.74 million for 570 car-charging stations across the province, which would make it easier to drive from Vancouver to Kamloops and Prince George - or south to the U.S., Environment Minister Terry Lake said.

"If you want to get from here to Kamloops [now], you're hooped," Lake said.

"Between here and there we would need at least two charging stations, but obviously, we'd have to have a look at that. We don't want to have lineups of electric cars waiting at the charging stations."

The move, part of the government's Clean Energy Vehicle Program, would be administered by the Fraser Basin Council, which will work with regional districts, municipalities and First Nations to figure out where the stations should go.

Lake expects to see the stations on key routes in the province, perhaps at rest areas and truck stops.

The province is also working with B.C. Hydro to install 30 " Level 3 " charging stations - where drivers can fully charge their vehicles in 15 minutes - on major highways like the Coquihalla, the Highway 97 Connector to the Okanagan, the Cariboo Connector to Prince George and south to the U.S., Lake said.

Demand for the charging stations will depend on the car, the speed and the terrain. In ideal conditions, the Chevy Volt, for instance, can travel 120 kilometres fully charged, compared with the Nissan Leaf, at 150 kilometres, and the more costly Tesla Roadster, which is good to go for 400 kilometres.

But the faster they go, the more energy they use. Travelling over mountains will require more frequent top-ups at a charging station because of the energy needed to traverse them.

Kent Rathwell, president of Sun Country Highway, who drove his electric Tesla Roadster from Saskatoon to Vancouver for the International Auto Show, was slowed down near Banff when he encountered heavy snow and treacherous conditions on his drive over the Rockies.

He said he sped up after he got over the Coquihalla, but noted that when an electric car goes over 90 kmIh, it isn't as efficient.

Still, he said, as long as there are charging stations, it's not a problem.

If there were stations all the way to Fort St. James, he said, an electric car driver could comfortably drive up there in a day and a half, by charging the vehicle during an hour break for lunch, half-hour coffee break, two-hour dinner break and then overnight at a hotel.

I am not sure to whom I should direct this query so I will start with Mayor and/or council, then perhaps my question can be passed on to the appropriate department.

I live directly across from the store on English Bluff Road in Tsawwassen at 131 English Bluff Road and my question is simple.

Are there any rules governing the hours of operation for this store? It is open later with each passing day. This evening, it is still open asl write this letter at past lOpm.

Keep in mind, this is a commercial operation bounded on all sides by a reSidential area. Many of us work early and need to get to sleep early as a result. I think a reasonable closing time of 9pm at the latest should be adhered to. I have tried to be patient but the noise of individuals coming and going from the store at late hours can be disturbing to say the least.

Can reasonable hours be enforced?

That suggestion is that the General contractor MUST inform the impacted residents when development is going to start and for how long the disruption will last. This family has now ruined 8 days and counting of my holiday with incredible noise which continues as I write this e-mail. I was not provided with any notice of this disruption by the General contractor otherwise known as the owner of the property Neil Deplisse. As common courtesy does not appear to be regular behavior the municipality must or should include notice to residents of major renovation noise/disruption. Again I do not feel that is responsive enough to your constituents as this e-mail takes more of my time than communicating by phone. My time is as valuable as any person's. My mother who is in a long term care home would defend that it is. If I need to get to that home I currently face two traffic issues just to get out of my neighbourhood. Please explain in response to this e-mail what step~ the Delta Council has taken with the "Gateway" project about correcting the current reduction of one lane at the Nordel and River Road intersection? If you are not aware this change has resulted during summer months no less in an additional 20-30 minutes just to get to Nordel way on River Road. This delay will only get worse when September hits so please if you haven't done anything as a Council please advise why this is not an issue for this Council? My last comment since I will be angry at myself for not raising most of my municipal issues while angry is to ask you to please explain why you and the Council granted yourselves a 15% increase in pay without public consultation? I believe it was very poor leadership to many that an increase in pay was not discussed during the election where the public would have at least felt part of the process. You may wish to note that I have not in my 30 years of residency missed a municipal vote. Given the inconveniences for many in this neighbourhood due to traffic/development it would have been better 1 leadership to provide a bit of a tax relief to respect the additional time it takes to try aod enjoy their home.

The rezoning and subdivision application for 8639 Sunbury Place was approved by Council on June 11, 2012. New water, storm and sanitary connections were required for the development. Staff are reviewing processes to notify residents regarding development servicing work that will impact their neighbourhood; specifically when the work will take place in a cul-de-sac. Notification will be similar to that Engineering staff provide for Capital Construction projects. In this incident, vehicle access to residents was not impacted.

To accommodate the construction of the SFPR in North Delta, the Nordel Way and River Road intersection has been reconfigured. As the ultimate design of the River Road will have a reduced footprint, traffic management measures (e.g., counter flow operations) have been implemented to help manage traffic flow through the area. It is anticipated that traffic will be able to utilize alternate travel routes within the SFPR network by the end of the year.

Since 2000, Council remuneration has been set at the average of the four closest comparator municipalities based on population.

1. I am strongly opposed to subdividing or developing on the property at 260 55 Street.

2. In my opinion densification of Tsawwassen should begin nearer to the town centre or at least where there is good bus access.

3. The small lot sizes and variances are not consistent with the neighbourhood. Suddenly there would be 5 families living in the neighbourhood where previously there was only one.

4. The way our planning system often works, council would approve this Subdivision, and later, not mentioned in the proposal, the developer will likely ask for taller buildings and secondary suites, not mentioned in this plan, and incredibly, get them approved through the variance board .. (I have seen this often, recently when Shato Holdings after their plan was approved increased the unit density and reduced the parking in their Tsawwassen Springs development, for example. Sacred Heart rezoned a significant portion of their property out of agricultural, and then a couple of weeks later the local newspaper brings up plans they have of expanding their Seniors Housing, specifically NOT MENTIONED in their proposal. To name a couple of examples.) This kind of nonsense makes a mockery of the approval process and of our mayor and council, undermining their authority, and shouldn't be allowed.

4. As a home owner I think of myself subsidizing some public parking on the street by paying my taxes. Approximately 2 public parking spaces for cars per lot or house are currently planned or zoned at the current time. Currently the street parking is occasionally used by Park visitors and the only congestion on the street is near the bottom of the hill where there are some duplexes. This proposed plan for subdivision will cause problems.

5. The proposed street is not up to Delta street specifications, so would it be considered a private road or driveway? How is parking enforced on such a private street? Could an RV be parked there? .

6. Why is it that one person, with a selfish interest can outweigh the wishes of his neighbours? Why should we be required to accommodate him so he can degrade our neighbourhood for a profit? Shouldn't our mayor and council be acting in the collective neighbourhood taxpayer's interest? This same thing happened when a developer subdivided a lot on Georgia Wynd in a recent public hearing. Only one neighbour spoke in favor of the rezoning, and they had their house built by that same developer, and that

1 neighbour was interested in Gentrification, as her house (at least in her opinion) was "Better" than neighbouring houses. In this case, the planning hearing had this proposal, the most controversial item on the agenda placed last, so it was after 11 :00 pm when it was heard, this minimized the number of speakers I am sure. 36 Taxpayers in the subdivision opposed the change in a written petition, why were their voices not heard and considered?

7. This 55th street development would certainly obstruct the view of those of people living on the west side of 55 street thus devaluing their property.

8. Many times I have enjoyed walking around Diefenbaker park which is nearby, on the same street. Once, there was a beautiful view from the Northernmost point of Diefenbaker park, until Delta council allowed the Rose Hill Wynd development, which completely blocked the wonderful view of the lower mainland from park visitors. Building this development on SS'h street will destroy what is left of the view coming down SS'h street. Is this the kind of Delta we want? Only the wealthy can enjoy Delta? Please think about that when you are voting on this subdivision ...

I would like to request the 5% park dedication fee be waived for the development project at 11090 River Road. The primary reason for this request is that this is an abnormal development in Delta where approx 50% of the land is not being developed - it is being retained as a "heritage" building including keeping the land. As such we should not be charged the 5% park dedication fee on the development of this land as we are already retaining 50% of the land in it's original condition. Secondly, we will be making road improvements to the entire area. This has substantially increased the development costs.

On August 13, 2012, Council gave final adoption and consideration to Rezoning Bylaw No. 6962, Development Permit LU005989 and Development Variance Permit LU005989 which would permit the property at 11090 River Road to be subdivided into five single family lots. The applicant has requested that Council consider waiving the five percent cash-in-lieu of parkland dedication for the proposed subdivision. The applicant has not provided an appraisal of the property, as such, the value of the cash-in-lieu contribution is not available. Staff note that the applicant originally made this request prior to final consideration and adoption of the bylaws associated with the application, but the correspondence was considered new information after a public hearing and was therefore not provided to Council at that time. Section 941 of the Local Government Act permits municipalities to require park land dedication or cash-in- lieu in an amount that does not exceed five percent of the land being proposed for subdivision. Park land dedication or cash-in-lieu is not required if fewer than three additional lots would be created by the subdivision, if the smallest lot being created is larger than two hectares or for the consolidation of existing parcels. Official Community Plan policy 2.6.24 is to require five percent parkland dedication, where appropriate, or cash-in-lieu payment of all subdivision applications within the requirements of the Local Government Act. The applicant is requesting that four additional lots be created. The remainder lot, proposed Lot 5, contains the Ivor Iversen Residence which will be protected through a Section 219 Restrictive Covenant. Heritage incentives are negotiated on a site by site basis typically based on the restoration works costs, and presented to Council for consideration at the time of first and second reading of a rezoning bylaw. The original applicant did not request heritage incentives. Although the current applicant is retaining the heritage dwelling, restoration works are not proposed. Additionally, Lot 5 will remain private property. Regarding the applicant's reference to road improvements being made, road improvements are a normal condition of subdivision. Staff do not support the request for Council to waive the 5% parkland dedication. This has been conveyed to the applicant.

Staff has spoken with Mr. Uppal and assured him that his building permit will be processed as quickly as possible. Staff will aim to issue a building permit to Mr. Uppal by the middle of September 2012.

My above said building permit is on hold. I have been told that I can not have more than two steps in front of the entry to this house .This horne design plan is for two & half story horne. Corp of Delta do allow 50% in ground and 50%above ground basement on this site .I have been told I could go 100% in ground basement. In March 2010, Council gave final approval and adoption of Bylaws No. 6720 and 6721 for the properties at 9385 and 9395 118 Street to permit a four lot subdivision. A Section 219 Restrictive Covenant for building design was registered on title. The design covenant includes specific design plans rather than generalized design guidelines. The covenant requires that the dwellings be constructed in accordance with the prepared design plans unless approval in writing has been obtained from the Municipality to deviate from the plans. Minor amendments to or variations from the design plans are permitted, provided that such variations or amendments do not fundamentally alter the design objectives of the design plans. A building permit for one of the four lots (9403 118 Street) was issued in 2010 and the dwelling was completed in 2011 in general compliance with the design plans.

A building permit for 9391 118 Street for a 252.6 m2 (2,720 ft2) dwelling with an additional 134.3 m2 (1,446 ft2) basement was received on August 7, 2012. The proposed design for 9391 118 Street does not comply with the registered design covenant which did not include basements. The applicant is proposing to change the relationship to grade such that the front entrance and main floor elevation would increase from two risers to seven risers which would allow for a basement to be the minimum of 50 percent in-ground. Staff have permitted basement amendments to design covenants where the proposed basement does not fundamentally alter the intent of the original approved plans. This is usually achieved by placing the basement more than 50 percent in- ground.

A design amendment for 9391 118 Street would be considered to permit a basement if the relationship to grade was the similar to the plans in the registered design covenant. The owner has proposed other design changes which include increasing the height from 8 m to 9.3 m, altering the roof pitch, adding a second storey rear covered deck and amending exterior building materials. The building permit application drawings for 9391 118 Street are not consistent with the registered design covenant and the proposed changes are not minor. Should the applicant wish to pursue this design, Council approval of a restrictive covenant amendment would be required. Alternatively, the applicant could amend their building permit submission and apply for a design which complies with the guidelines. 2 556
