Phone-06670-234147 [email protected] Or 0 | P a g e [email protected] Foreward I am very glad to present the Annual report of 2018-2019 in which year the organization has completed its 28th eventful journey, DAPTA is a development support organization has diversified its role in sustainable development of down trodden people, marginal community with a special focus to the development of women , children and tribal people of Kalahandi and other tribal areas of Odisha. Since its inception DAPTA is working on five numbers of issues like women empowerment, Agriculture and livelihood, Health care, Education & child right and Humanitarian supports. Witnessing ground reality, we are working with some other network partners. DAPTA usually work for the people with community participation, community involvement and community led evaluation process to lead a sustainable change. This Year DAPTA has covered a large number of women and children mostly in its all project.This year we have added Childline Project , Project on Millet Promotion and Project on Solar power. On behalf of DAPTA, I express my deep gratitude to all our donors like The Hunger Project ,Central Social Welfare Board, State Social Welfare Board, AWO International , Madhyam Foundation , NRLM,NABARD, TATA TRUSTS, OSACS,BNI, WCD Dept. , Smile Foundation India , Millet Mission, Agriculture Department, Wassan India Barefoot College and other donor partners. DAPTA has been working relentlessly towards the socio political and the socio economic empowerment women. With regards to Women Empowerment, DAPTA is working with elected women representative of 97 Gram Panchayats in 6 block of Kalahandi District. DAPTA is trying to ensure enhanced transparency and accountability at panchayat level by augmenting the knowledge , skill , capacity and efficacy of the elected women PRIs through several capacity building programme. The enhanced capacity and efficiency of the women PRI members in turn significantly contributes towards the realization of several social security benefits to the people and more specifically to the women and effective implementation of plans and programmes at gram panchayat level. The women PRIs are playing a crucial role in reducing violence against women at household level and community level as well. This year DAPTA has undertaken several activities as follows in order to achieve the desired objective with enhanced capacitation of EWRs . ACTIVITIES CARRIED OUT SL NAME OF NO OF OUTPUT NO ACTIVITIES UNITS 1 Need Based 12 Two days Need Based Workshop on livelihood and role of Workshop on Gram Panchayat were organized in 06 blocks i.e junagarh, livelihood and Bhawanipatna, Karlamunda, koksara, lanjigarh and Thuamul Gram Panchayat Rampur. 360 Women PRI members from 97 GP participated. Officials of horticulture, veterinary department, Odisha livelihood Mission and faculty of SBI-Rural Self Employment Training Centre attended as resource person. 2 Federation Building 12 We organized Federation Building workshop in six block of Workshop Kalahandi district .The objective of behind the workshop was to decide how to form the federation and why ,objective of formation , role and responsibility of the members , its constitution and organogram amnd financial management . 3 Federation Meeting 12 We organized 12 no’s of federation meeting at block level in at Block level block. Women PRI members of the concerned block participated . The name of the federation was coined as ALIBHA in the meeting. In this meeting women PRI members shared their experience and planned to solve the problems identified at cluster level federation meetings. 4 Federation Meeting 63 There are 663 no’s of women PRI members in the ALIBHA at cluster level federation. They divided themselves in to 21 no’s of cluster 6 | P a g e and we organized quarterly meeting at different GP office. In that 63 no’s of meeting they shared their experience and made planning to solve their identified problems of the community. 5 Meeting with 01 Meeting with Media person organised at district level where Media person at 52 no’s of ALIBHA leaders participated in which they district level interacted with media persons to highlight their issues. Media person also promised to cooperate and to cover problems of their village to bring to the notice of the appropriate authority. 6 Interface meeting 03 We organized 03 no’s of meeting at Lanji GP of Lanjigarh with Elected male block in which women and male PRI members of Bandhapari, Representatives. Kumkhal, kankutru, Bedagaon and Lanji GP of participated. Women PRI and male PRI members were participated in this meeting. They decided to work together for the welfare of GP minimizing the gender disparity . After the meeting the palli sabha and gram sabha is witnessing more women participation. PRI members visit schools regularly, installation of street light, trying to stop dropout of girl’s student and ensure pension to single women. 7 Awareness 07 days Covered 30 nos of villages and conducted mass awareness Campaign on Food meetings in 10 villages . In these meetings total 25 no’s of Security federation leaders, 713 no’s of other women, 56 no’s of men ,35 no’s of Girls, 24 no’s of boys and 2 no’s of EMR (Total 855 no’s of participants) were attended .Before the meeting as per schedule federation leaders were inform to the villagers about venue, date and time of the meeting. During the meeting our volunteers announced about the meeting by mike. In one meeting 2 to 4 no’s of federation leaders attended and discussed the following topics: About different Government scheme under food security, cause and eradication malnutrition and kitchen garden food. Features and importance of Food security act-2013. Role of Gram Panchayat to create scope for the people to avail food security scheme. Importance and use of sustainable food practices. Brief discussion on PDS, Janani surakshya yojna, National family benefits scheme. Integrated child development scheme, mamata scheme and mid day meal schemes. New food menu of AWC as per new guideline of WCD of Od isha government. Food habits of pregnant and nursing mothers as well as eating first & rest. 7 | P a g e 8 Gender & 12 GPRCs opened in 12 GP office of Bhawanipatna, junagarh, Panchayat Karlamunda,Koksara, Lanjiagarh and Thuamul Rampur Resource Centre blocks of kalahandi district; our block coordinator and EWR (GPRC) manage the GPRC. It opens once in a week. People of our project areas visit GPRC to collect various information of government scheme. We priorities and encourage women to come to the centre, read / listen various IEC materials, collect forms as per their requirement with a nominal cost of Xerox. We also cooperate needy people about petition writing, filled up form and tell them address and provide phone no of concern government office.

The document which is a centrepiece of the District, is developed and brought out by the State administration with the cooperation and contributions of all concerned. Its purpose is to generate awareness, public consciousness, spirit of cooperation, pride in contribution to the development of a District, and to serve multifarious interests and address concerns of the people of a District and others in any way concerned. Historically, the ―Imperial Gazetteers‖ were prepared by Colonial administrators for the six Districts of the then Orissa, namely, Angul, Balasore, Cuttack, Koraput, Puri, and Sambalpur. After Independence, the Scheme for compilation of District Gazetteers devolved from the Central Sector to the State Sector in 1957.

    Poverty and Economic Change in Kalahandi, Orissa: The Unfinished Agenda and New Challenges Sunil Kumar Mishra * Abstract Poverty rips the very social fabric of a society. Its victims are apparently divested of some universally accepted human quality of life. This paper analyses the incidence of poverty in the backward district of Kalahandi, Orissa. It focuses on the economic structure and socio-economic conditions of the people to identify the probable reasons for chronic poverty in the district. The paper argues that to reap the benefits of large deposits of raw material and human resources, development of the non-agricultural sector through proper planning is a prerequisite. Collectivity among the members of the co-operative societies and other decentralized institutions would help in harnessing the benefits. The possibilities of such collective actions for rural development are explored. Introduction Poverty in Kalahandi1 is paradoxical in nature. The district is rich in natural resources like forests and minerals, and has a large labour force. The landholding size is larger than the average size of landholdings in Punjab; it receives more rain than Punjab, and the cropped area in the district is the highest in Orissa (Mahapatra et al. 2001). Yet, people here are trapped in a vicious circle of poverty. Kalahandi is well known for its backwardness, hunger, starvation deaths and all other social maladies. The district came into prominence in the national and international developmental discourse in the 1980s when the people of the lower strata faced serious economic and social deprivation and were driven to eat inedible roots and grasses. Kalahandi has a high concentration of Scheduled Caste (SC) and Scheduled Tribe (ST) populations.

The district is comes under the KBK region which is considered as the underdeveloped region of India. The SC/ST population of the district is around 46.31% of the total district population. More than 90% of the inhabitants are rural based and depends on agriculture for their livelihood. But the literacy rate of the Kalahandi districts is about 59.62% which is quite higher than the neighboring districts. The district receives good amount of rainfall which ranges from 1111 to 2712 mm. The Net Sown Area (NSA) of the districts is 31.72% to the total geographical area(TGA) of the district and area under irrigation is 66.21 % of the NSA. Though the larger area of the district is under irrigation, un-equal development of irrigation facility led to inequality between the blocks interns overall development. The district has good forest cover of about 49.22% of the TGA of the district.
