APOLOGIES FOR ABSENCE (Agenda Point 1) Councillor Marion Pitt submitted her reason for absence. The reason was noted and accepted. 49. DECLARATION OF INTEREST (Agenda Point 2) None were made 50. MINUTES (Agenda Point 3) The Minutes of the Planning Committee Meeting held on Wednesday, 27 May 2020 together with the planning observations were confirmed and would be signed by the Chairman. 51. PLANNING APPLICATIONS (Agenda Point 4) The Committee’s observations are shown on the attached schedule. 52. CORRESPONDENCE (Agenda Point 5) a. Planning Application S19/2227/PSLET, Greytrex House, Tinwell Road Lane, Stamford, Lincolnshire, PE9 2SB - Demolition of single storey utility room to the rear and erection of new single storey rear extension and 3 bay garage. (Resubmission of time lapsed application S16/2277) – The Committee were reminded that this application is to be heard by SKDC’s Development Committee and that Councillor John Dawson, Ward Councillor would be speaking on behalf of the Town Council. Following discussion, the consensus was for the objections submitted to be restated. b. Planning Application S20/0174/PSLET, 45 Warrenne Keep, Stamford, PE9 2NX - Single storey rear extension and external alterations. The Committee were reminded that this application is to be heard by SKDC’s Development Committee. The Chairman stated that the applicant had made some accommodation to mitigate the concerns. Councillor Bisnauthsing would be speaking at the Development Control Committee meeting regarding this application. c. Tree Boundary at Somerville Road/ Burghley Road, Stamford -A resident is requesting clarification on the ownership and maintenance of the tree line boundary at the junction of Somerville road and Burghley Road. Discussion is ensuing with SKDC as it had been established that Stamford Town Council has no responsibility for these trees. 53. ANY OTHER BUSINESS (Agenda Point 6) Planning Committee -2- 30 June 2020 a. Tree Planting – Councillor Julie Clarke asked whether a policy for a replacement tree is planted when an application is made for a tree to be removed. It was agreed that this item should be on the next Planning agenda for consideration. b. Marks and Spencer Roof Repairs – The Chairman Councillor Carroll raised concern over the large area at the East end of the High Street barriered off with contractor’s equipment. It was noted that permission had been granted by LCC Highways for extent of the spread. However, a letter is to be dispatched to LCC Highways highlighting the inability to comply with social distancing along St. George’s Street near Marks and Spencer. c. Subway Window Hoarding – Councillor Ford expressed concern over the recent hoarding which has been installed in one of the Subway windows. This would be investigated. d. Traffic Diversion along Church Lane – The Town Clerk raised concern over the diversion, believed to have been put in place for utilities work. Church Lane is very narrow lane with vehicles parked on both sides and negotiating two-way traffic is hazardous. This would be raised with LCC Highways. 54. Action plan 3 INTRODUCTION PARISH PLANS Parish plans are part of the “Vital Villages” initiative of the Countryside Agency, run locally through the Rural Community Council (Leicestershire & Rutland). A Parish Plan should provide a picture of a village, identifying through consultation the concerns and needs of its residents. From the plan villages should identify actions to improve the village and the life of the community. The resulting Village Action Plan is then used to inform the County Council, through the Parish Council. Parish Plans have a statutory place in local government. GREAT CASTERTON PARISH PLAN Great Casterton’s Parish Plan started with a meeting of villagers in June 2002. There was particular interest because of a contentious planning decision imposed by the County Council on the village. The Community Development Officer for Rutland, Adele Stainsby, explained the purpose of the plan and the benefits for the village. A committee was formed, and a constitution drawn up. The Parish Council promised a small initial grant while an application for Countryside Agency funding was prepared. The money granted was to be balanced by the voluntary work of villagers.

    THE ROMAN AND ANGLO-SAXON CEMETERY AT GREAT CASTERTON: THE 1966 EXCAVATION Peter Liddle Based on a report by Guy Grainger and Christine Mahany, with contributions from Bernard Denston, Helena Hamerow and John Shepherd This paper, which is based on a completed monograph written by Guy Grainger from notes and records by Christine Mahany, presents the results of an excavation in 1966 of Roman and Anglo-Saxon burials on the north side of the Roman defences of Great Casterton. The main conclusion is that Roman burials, in all probability, continue into the fifth century in an extensive area north of the walled town. At some stage in the later fifth century, Anglo-Saxon cremation burials were buried to the east, while somewhat later (where there is a relationship), Anglo-Saxon inhumation burials are also present. INTRODUCTION Circumstances of the excavation During the course of road-widening operations in Ryhall Road by Rutland County Council in September 1966, F. Rotherham, the foreman in charge of the work, noticed that human bones and Saxon pottery were being disturbed by the mechanical excavator. He immediately informed Nottingham University, and Stamford and Oakham Museums. An emergency excavation was accordingly undertaken, firstly by J. L. Barber of Oakham School Museum and the late Malcolm Dean, and subsequently by Christine Mahany for the Stamford Archaeological Research Committee on behalf of the Ministry of Public Building and Works. The excavation continued for six weeks. The Assistant Supervisor was C. S. B. Young, but otherwise the labour was provided entirely by volunteers. In view of the nature of the emergency it was decided to concentrate the available resources on recovering as much as possible of the plan of the cemetery, and not to attempt to excavate underlying features.
