APOLOGIES FOR ABSENCE (Agenda Point 1) Councillor Marion Pitt submitted her reason for absence. The reason was noted and accepted. 49. DECLARATION OF INTEREST (Agenda Point 2) None were made 50. MINUTES (Agenda Point 3) The Minutes of the Planning Committee Meeting held on Wednesday, 27 May 2020 together with the planning observations were confirmed and would be signed by the Chairman. 51. PLANNING APPLICATIONS (Agenda Point 4) The Committee’s observations are shown on the attached schedule. 52. CORRESPONDENCE (Agenda Point 5) a. Planning Application S19/2227/PSLET, Greytrex House, Tinwell Road Lane, Stamford, Lincolnshire, PE9 2SB - Demolition of single storey utility room to the rear and erection of new single storey rear extension and 3 bay garage. (Resubmission of time lapsed application S16/2277) – The Committee were reminded that this application is to be heard by SKDC’s Development Committee and that Councillor John Dawson, Ward Councillor would be speaking on behalf of the Town Council. Following discussion, the consensus was for the objections submitted to be restated. b. Planning Application S20/0174/PSLET, 45 Warrenne Keep, Stamford, PE9 2NX - Single storey rear extension and external alterations. The Committee were reminded that this application is to be heard by SKDC’s Development Committee. The Chairman stated that the applicant had made some accommodation to mitigate the concerns. Councillor Bisnauthsing would be speaking at the Development Control Committee meeting regarding this application. c. Tree Boundary at Somerville Road/ Burghley Road, Stamford -A resident is requesting clarification on the ownership and maintenance of the tree line boundary at the junction of Somerville road and Burghley Road. Discussion is ensuing with SKDC as it had been established that Stamford Town Council has no responsibility for these trees. 53. ANY OTHER BUSINESS (Agenda Point 6) Planning Committee -2- 30 June 2020 a. Tree Planting – Councillor Julie Clarke asked whether a policy for a replacement tree is planted when an application is made for a tree to be removed. It was agreed that this item should be on the next Planning agenda for consideration. b. Marks and Spencer Roof Repairs – The Chairman Councillor Carroll raised concern over the large area at the East end of the High Street barriered off with contractor’s equipment. It was noted that permission had been granted by LCC Highways for extent of the spread. However, a letter is to be dispatched to LCC Highways highlighting the inability to comply with social distancing along St. George’s Street near Marks and Spencer. c. Subway Window Hoarding – Councillor Ford expressed concern over the recent hoarding which has been installed in one of the Subway windows. This would be investigated. d. Traffic Diversion along Church Lane – The Town Clerk raised concern over the diversion, believed to have been put in place for utilities work. Church Lane is very narrow lane with vehicles parked on both sides and negotiating two-way traffic is hazardous. This would be raised with LCC Highways. 54.
