    Backgrounder Summary ABC-TV NEWS AND THE 1998 WATERFRONT DISPUTE: REPORTING OR BARRACKING? BY MICHAEL WARBY AND KATE MORRISON In 1998, the ABC’s coverage of the MUA/Patrick waterfront dispute—the most contentious political issue of the year—led to allegations of bias, most notably by Senator Richard Alston, the Minister responsible for the ABC. In response, the ABC commissioned a report by Professor Philip Bell of the University of New South Wales. The Bell Report, released on 27 May 1998, supposedly 'proved' that the ABC's coverage had not been biased. The IPA Media Monitoring Unit has reassessed the ABC-TV 7.00pm Sydney News coverage (the same material as examined by Professor Bell) from 8 April to 6 May 1998. The IPA’s findings cast doubt on Bell’s conclusions and also on the rigour of his report. In contrast to the Bell Report, the IPA study of ABC News found: • Members of the Maritime Union and its supporters received 36 per cent more air time than did Patrick, its supporters and the Federal Government. • ABC News’ journalists’ commentary favoured the MUA and its supporters by 33 per cent. • The MUA was favoured by more than two-to-one in journalists’ commentary on the courtroom battle and on the public relations campaign. • The MUA’s legal arguments were presented by journalists more than twice as often as Patrick’s. • Journalists’ commentary on the major players was more sympathetic in tone towards the MUA than Patrick or the Federal Government and often implied that the actions of Patrick and the Federal Government were unethical.

    The South African Labour Movement's Responses to Declarations of Martial Law, 1913-1922 Wessel Visser. Summary The first two decades of South Africa's history is characterised as a period of serious endemic industrial unrest and violence, when the labour movement and capital were involved in regular conflict over labour issues and for control of the country's industrial work force. The level of violence in these conflicts was such that the government as a third party was repeatedly forced to intervene in the disputes and restore law and order by imposing martial law. This paper explores labour's attitude and responses to, as well as the consequences for labour, of the government's declarations of martial law during these disputes and in the First World War. 1. Prologue to Martial Law: The First Military Interventions in Industrial Disputes In the early decades of the 20th century no problem loomed so large as the labour problem. The scope and gravity of strikes were increasing. Industrial enterprises became concentrated in huge businesses, and those who ran them refused to make agreements which would allow trade unions to curtail their freedom; they were unwilling to share their authority. Without exception these business enterprises were hostile to the principle of collective bargaining. Skilled workers, who needed three years of apprenticeship, and more of practice to train, became the minority, overwhelmed by specialised unskilled workers who could be underpaid. Thus action by the workers was tending to become political just at the time when the nature of the state was changing. As the sate itself became more and more an employer, with numerous officials and workers, governments had to decide whether they could stand by while strikes spread to vital sectors in the nation's life.

For further information contact the UOW Library: [email protected] Explaining Union Mobilisation in the 1880s and Early 1900s Abstract The two great upsurges in Australian union mobilisation occurred in the 1880s and the first decade of the twentieth century. In both cases membership increased in scope and intensity: an expansion of the number of union organisations across a wider range of industries and occupations, as well as an increase of union density in industries and occupations where unions already existed. However, a major environmental difference between the two upsurges in mass unionism was the existence of a system of compulsory state arbitration, from 1901 in NSW and from 1904 in the Commonwealth. It has commonly been observed that the legislation was critical in assisting rapid trade union growth in the early 1900s. This article examines in more detail the factors common to both the 1880s and early 1900s which contributed to union mobilisation, and reviews the evidence for a major role for the arbitration system in the latter period.
