Introduction

Shelf is very fortunate in having such a volume of township papers, whilst the records of many other townships have long since been destroyed. The officials of Shelf township appear to have thrown very little away, especially in the years 1819-1820. Sadly, most of the records for the years after 1830 have been lost, but there is still a great deal of surviving material from the earlier years. In some cases, records which seem to be completely unrelated to the township administration and probably related to the business dealings of the officials appear to have been mixed up with the township records! For example, there are documents relating to the Shelf Iron Works (Aydon and Elwell) and Joseph Woodhead of Wade House.

The records are currently split between and archives and in total run to a number of boxes; whatever filing system which was originally used seems to have been disrupted somewhat by a great deal of misfiling and the splitting of records between the two archives. There are three main problems with these documents. At some point the records were organised into bundles, but many documents have been misfiled meaning that in practise each bundle only has a general theme. For example, bastardry records are mainly to be found in the ‘Bastardry and Affiliation’ bundle but there are documents of the same kind to be found in almost all the other bundles. There are also a large number of small bills and receipts which contain very little information; in some cases just a list of sums of money. Finally, the documents have been very haphazardly split between Bradford and Calderdale archives. It would appear that the records now at Bradford were originally given to the Museums service and that the records at Calderdale were only deposited relatively recently when Queensbury and Shelf Urban District Council was disbanded. The records at Bradford are mainly small handmade booklets whilst the records at Calderdale are mainly separate sheets of paper. The rationale may have been to send the more interesting-looking records to Bradford! Also not listed here is the Township Book which is now at Calderdale and the 1817 Valuation which went to Bradford. It is therefore essential to have a proper catalogue in order to locate particular documents.

The following list has been compiled mainly for my own use and so some records have only been given a very brief description whilst others have been given more attention. I hope that this may be nevertheless useful to family historians and it may be worth revising this list later on. Please note that the item numbers have been assigned by me based on the order items were filed in the bundles at the time I examined them.

Settlement Certificates, removal orders and related documents (1701-1827) A key part of determining if a poor person could claim relief was whether they were determined to have ‘legal settlement’ in Shelf. The Laws of Settlement regulated the movement of a large number of people, and were created in reaction to vagrant paupers. Strangers could be evicted from a township unless they brought a ‘Settlement Certificate’ from their home township, guaranteeing to take responsibility if the migrant became a pauper. It may be tempting to think that people who were born in Shelf would almost always stay there their entire lives. This, however, is not correct. Many people moved around during their lives in search for better opportunities, and this resulted in people moving both from and to Shelf. This is demonstrated through the surviving Settlement Papers which date from between 1701 and 1828. Examination of these papers reveals that most, if not all, had moved from other communities within West . These certificates were carefully preserved because they could prove to be of great value. He then enlisted as a soldier for three and a half years and was then discharged. He returned to Shelf and lived as a cottager for a year and a half, and then got married and has lived as a cottager ever since. 11 Examination of Martha Smith aged about thirty one and born in the township of Northowram. Believes that her father’s settlement was in 16 July 1784 Shelf. When she was about nine years old she was apprenticed to John Stocks of Shelf, worsted manufacturer until she was upwards of nineteen years and her master had a dispute and set her at liberty. She served John Fawcett of Horton worsted manufacturer for one year, then William Prescott of Northowram for one year, then William Armytage of Manchester, merchant for about nine months. 12 Examination of Bridget Darby of Northowram upwards of twenty four years of age and was brought up at the Foundling Hospital in 19 June 1784 Ackworth until she was about ten when she was apprenticed to Thomas Thornton of Allerton with Wilsden farmer for about six years. Bastardry and Affiliation (1726-1825) A child born to unmarried parents was considered by law to be illegitimate, a “bastard.” The following documents were generated in trying to determine the name of an illegitimate child’s father and ensuring that the child and mother were provided for by the father. Illegitimacy and bastardry cases generated a range of documents, including Bastardry Examinations, Bastardry Warrants and Summons, Bastardry Orders, Maintenance Orders and Bastardry Bonds. Apprenticeship Indentures (1701-1828) The Overseer of the Poor of Shelf often placed orphans and ‘poor children’ into apprenticeships. These apprentices were taken into a variety of trades and almost all seem to have stayed in the village although siblings were split up. In some cases it may be that a member of the child’s family apprenticed them. The apprenticeships usually ended when the child reached the age of 24 (or the age of 21 for girls, and for boys after 1768). There are 145 surviving apprenticeship indentures dating from 1701 to 1828. A surprising number of the surviving indentures do not specify what trade the apprentice was to learn, provided it was “some honest and lawful calling” and it may be the case that many children were used as household servants. The master was required to “find, provide for, and allow unto his said Apprentice, sufficient wholesome and competent Meat, Drink, Washing, Lodging, Apparel, and all other Necessaries.” The indentures were usually written on a standard printed form, but some of the forms

I am your humble poor Eleanor Mills.” 9 Letter from William Brown, stay maker of 26 Church Street in Manchester to John Anderson of Low Shelf for the attention of the Overseer of 23 April 1805 the Poor of Shelf regarding Mary Woodhead who is lodging at his house and is in need of relief and dangerously ill Transcript: “Gentlemen, about 9 weeks since Mary Woodhead came to my house for lodgings saying she would go home (meaning to Shelf) in a day or two if she got better, she grew worse, about 4 weeks since I wrote to you but have had no ans[we]r. I have applied to this town for relief but they advise me to write again, if I have no answer to this I must apply to the Magistrates for her to be removed by a pass order. I am a poor man [and] have supported [her] above a month with meat, washing, lodging & attendance and am reduced so as to be obliged to have relief [myself] if it is continued any longer. Our officer says she shall be removed if this is not answered ‘tho she is not able to walk across the room. If she dies in the removal the fault is yours. The Infirmary physicians say removing is death to her. I cannot keep her. I am in years [and with] an infirm wife [and] 2 children under 7 yrs.” 10 Letter from Shelf Iron Works to Andrew Coffey regarding the supply of iron pipes 28 February 1810 Transcript: “Andrew Coffey Esq, Sir, we are sorry you should sustain any inconvenience for want of the pipes. Owing to the breakage of one of our blast Engines we were under the necessity of blowing out one of our Furnaces & our workmen being refractory (which is general in the trade) prevented our proceedings with them to the extent we wished in addition to the former price agreed upon being for the heavy soils of pipes &c very [missing word] is not sufficient to pay the [missing words] the additional expense for making the highest soul(?) as to make them equal to the present price of pig Iron especially as they are not made might lighter than formerly. We shall be extremely happy to continue the connection & can furnish you with any quantity up to 20 tons per week if required if you will allow us the prices below stated & which is only equal to the present price of Pig Iron when the additional expense of manufacturing & other increased expenses are deducted. Shelf Relief and Maintenance (1735-1810) This bundle contains a number of Militia Certificates, along with other documents including some settlement related records. These Militia Certificates offer details of families who were claiming assistance from the Crown while the father was away on militia duty. Local Militia groups were created to keep the British army at full strength, and a number of Shelf men served in various militias for short periods. References in the surviving Township papers state that Shelf had to provide a seaman for national service in 1795, soon after the capture of the West Indies, but more importantly the Township was required to provide men for local volunteer militia duty each year. Lists had to be drawn up of able bodied men, and these were usually taken to Bradford. One of the earliest references to this comes from 1762, and the practice carried on until after 1800. Men were chosen by ballot, and it appears that in some cases men were hired to take the place of a married or unwilling man. These men were away for short periods during which their spouse and children under 10 years were eligible for Township relief. Also that the 13 June 1819 Poor Rate has been confirmed. Note that the Notice was published at Coley Church on 13th June 1819 by Joseph Jackson, Clerk. Constable’s Assessments (1735-1786) The Constables were the principal Township offices. They ensured law and order, kept the pinfold in repair, organised men for the militia and collected taxes (both his own and the county rate). Surveyor’s Accounts (1733-1822) The Surveyor of the Highways was nominated each year by the Justices of the Peace from a list compiled each year of the principal inhabitants of the township to keep the roads in good condition. During this period the older custom of landowners being responsible for repairing the roads alongside their land fell out of use, and instead all the inhabitants had to either pay towards the upkeep of the roads or give their labour instead (statute labour was however, not popular, and they often worked in a lacklustre fashion if they showed up at all). List of Overseers (1721-1761) Each year the Overseer and Constable was chosen from the principal inhabitants of the township by a custom of the landholders taking turns. In this system the owner or tenant of a particular farm would serve as the Constable, and each year a different farm would be represented until they had all served. The following is a full transcript of the list, found amongst the Hall papers, and headed “The Overseers of the poor since the yr [17]21.” There is another list at WYAS Calderdale, MISC:347/10/2.
