Executive Summary MALANJKHAND COPPER MINE HINDUSTAN COPPER LIMITED EXECUTIVE SUMMARY INTRODUCTION M/s Hindustan Copper Limited (HCL), a Govt of India (GOI) undertaking is a Public Sector established in the year 1967 with the objective of systematic mining and planned development of copper ore mineral resources in India. M/s Hindustan Copper Limited is seeking an Environmental Clearance for their proposed expansion of mine capacity from 2 MTPA to 5 MTPA by underground mining. M/s.HCL have been granted the mining lease (No. I & II) over an extent of 479.9 ha in Malajkhand in Balaghat District of Madhya Pradesh state. The lease period granted has expired in the year 1993 and renewal of lease has been obtained for the period of 20 years, till date 26/8/2013. At present the company is extracting 2,000,000 metric tonnes (MT) of copper ore per annum. Over the years company has developed an expertise in the mining field. It has range of technical experts in the mining field and financial strength to undertake the project. For the financial year 2010 -2011 company’s turnover is about Rs. 1300 crores. Malanjkhand Copper Project (MCP) is developed as a largest open pit base metal mine in India which is one of the biggest copper ore supplying mine in the country. HCL assigned the work to study optimum exploitation of Malanjkhand deposit to M/s BISHIMETAL EXPLORATION COMPANY, Tokyo, Japan, who explored the geological reserves upto a depth of 600m. Based on the recommendations given by BISHIMETAL EXPLORATION COMPANY underground mining will be economical below 412 mRL. However, the pit was redesigned to a depth of 340 m RL following the study carried out by SRK Consultants UK. In order to meet the increased demand for copper products in the national and international markets, M/s HCL planned to expand mine capacity from 2 to 5 MTPA by adopting most economic route. Since opencast was viable upto 340 m RL, it was planned to expand capacity by underground mining method. M/s HCL desired to enhance in production and beneficiation and other facilities. Further, it is proposed to extend its operations in an area of 725.35 Ha adding an additional area of 248.50Ha for the proposed expansion project. In view of Environmental study for the said ML area monitoring was carried out during winter season 2010-2011 (December - February) as per the guidelines laid by Ministry of Environment & Forests (MoEF) & Central Pollution Control Board (CPCB). Prediction levels for the proposed activities also within the prescribed limits except at the Mines Control room. Mitigation measures are proposed to reduce particulate matter levels. Protective measures: Transport vehicles are being maintained regularly. Regular road maintenance is carried out Regular water sprinkling is being carried out using 3 tankers on haul road and other dusty areas to arrest air borne dust generation. Vehicles speed is regulated. Regular training programmes on SHE are conducted to mine workers/employees Greenbelt development / Afforestation SENES / D - 20339 MALANJKHAND COPPER MINE HINDUSTAN COPPER LIMITED AMBIENT NOISE LEVELS Ambient Noise Levels were monitored at 13 locations, 2 in Core zone and 11 in buffer zone area.Monitored data shows that the ambient noise levels are within the prescribed limits. Noise level at boundary will be around 42 dB (A). Mitigative Measures: Crushing & screening plants shall be enclosed with appropriate acoustic enclosures and providing enclosures at drop operations. Mining machinery and transportation vehicles shall be maintained in good condition. Roads are maintained regularly to avoid noise due to break, wear and tear. Thick plantation shall be carried out all along the roads, crusher and mine boundary. Ear muffs/plugs shall be provided to the workers exposed to the high noise levels. WATER QUALITY Two surface water samples (Banjar River and Karamsara Tank) and eight ground water samples were collected to assess the water quality in the study area. Geographically, its altitude, Longitude and Latitude is 301.5M, 80°50'E and 21°45'N, respectively. The Murjhad Farm where the College is located was established during the British rule (1917-18) and after independence, in 1965, it came under the aegis of JNKVV, Jabalpur and was subsequently rechristened as Regional Agriculture Research Station, Murjhad Farm. The primary objective of the farm was to supply high quality pure seeds of recommended paddy varieties to the farmers of the Balaghat region. Later, because of inclusion of Balaghat district in the Chhattisgarh plain agro-climatic zone, the RARS was attached to the then newly established Indira Gandhi Krishi Vishwa Vidyalya, Raipur in 1987-88. However, with the formation of Chhattisgarh as a new state in year 2000, RARS, Waraseoni was again transferred back to JNKVV, Jabalpur on 6th November 2000. Since, then the RARS Murjhad Farm is an inherent part of JNKVV, Jabalpur. In the year 2019, College of Agriculture, Balaghat was accreditated by the ICAR peer review committee with a prestigious score of 3.01.
