T&TC Paper No. 30/2012 (For Discussion on 17.9.2012) Southern T&TC Paper No. 30/2012 (for discussion on 17.9.2012) Southern District Council Traffic and Transport Committee Traffic & Transport Committee Progress Report on Previously Discussed Items (as at 28.8.2012) (A) Traffic Management Scheme Project Description Agency Progress 1. Multi-Storey Carpark and ArchSD / TD Consultant for the project was appointed in August 2011. The outline proposal and Public Transport Terminus at sketch design are in progress. TD and ArchSD have presented an update to Members Stanley Village Road, Stanley at the 2nd Meeting on 16 April 2012. For details, please refer to T&TC Paper No. 16/2012. The project’s bid has been submitted in 2012 Resource Allocation Exercise (RAE). If the bid is awarded Cat. BU Status in the RAE, detail design stage will commence immediately. TD and ArchSD will regularly update the Committee regarding the progress of the project. 2. Replacement and WSD The Consultancy Agreement (Design and Construction) commenced on 9 March 2005. Rehabilitation of Water Mains The construction works of Contract No. 15/WSD/05 commenced in August 2006. Stage 1 Phase 2 Current works progress in the Southern District are as below: (a) Carriageway and footpath of Nam Long Shan Road (in progress) [99%] (to be completed in late 2012) [Reason: Remaining waterworks at Nam Long Shan Road near the junction with Heung Yip Road have been in conflict with 1 (A) Traffic Management Scheme Project Description Agency Progress the nearby works of MTRC (South Island Line). Completion of the said waterworks is thus inevitably extended to late 2012.]; (b) Carriageway and footpath of Heung Yip Road (completed) [100%]; and (c) Carriageway of Wong Chuk Hang Road (in progress) [95%] (to be completed in late 2012) [Reason: Remaining works near Salesian Father’s Aberdeen Technical School have been dragged by the excavation of unexpected substantial amount of hard rock. Becauserock excavation is allowed only in restricted working hours in order to avoid noise intrusion to and traffic impact on the public, completion of the said waterworks is thus inevitably extended to late 2012.]. 3. Works of Replacement and WSD Mainlaying works for Contract Nos. 8/WSD/06 and 28/WSD/06 commenced in March Rehabilitation of Water Mains 2007 and June 2007 respectively. Due to inclement weather and various construction Stage 2 constraints/interfacing issues, anticipated completion dates have been revised. Current works fronts and details of works in the District are as below: I. Contract No. 8/WSD/06 (a) Shouson Hill Road (connection works in progress) (to be completed in late 2012); (b) Deep Water Bay Road (connection works in progress) (to be completed in late 2012) [Reason: Due to project interfaces, priority of works at Deep Water Bay Road and Shouson Hill Road have been revised. Connection works near Deep Water Bay Drive were completed in top priority to cope with project interfaces. The remaining part is ongoing and will be completed in late 2 (A) Traffic Management Scheme Project Description Agency Progress 2012.]; (c) Big Wave Bay Road (connection works in progress)(to be completed in late 2012); (d) Stanley Market (connection works in progress) (to be completed in late 2012) II. Contract No. 28/WSD/06 (a) Tin Wan Street (in progress) (to be completed by late 2012) ; (b) Tin Wan Praya Road (in progress) (to be completed in late 2012); (c) Ka Wo Street (in progress) (to be completed in late 2012); (d) Hing Wo Street (in progress) (to be completed in late 2012); (e) Pok Fu Lam Road (in progress) (to be completed in late 2012) ; (f) Chi Fu Road and Chi Fu Close (in progress) (to be completed in late 2012); (g) Aberdeen Main Road [Work at Aberdeen Main Road is deleted from this table as work site has remained occupied by other construction works, works are expected not able to be carried out until 2013 and programme is subject to further review] (g) Main Street Ap Lei Chau (in progress) (to be completed in late 2012) ; and (h) Lee Chi Road (in progress) (to be completed in late 2012). 4. Works of Replacement and WSD Contract No. 18/WSD/08, which consists of construction works in Southern District, Rehabilitation of Water Mains commenced on 18 March 2009. Current works fronts and details of works in the Stage 3 District are as below: (a) Pok Fu Lam Road Footpath and Carriageway (in progress) [35%] (to be 3 (A) Traffic Management Scheme Project Description Agency Progress completed in late 2013) ; [Reason: Unforeseen underground condition was encountered. Design review was carried out according to the actual site condition. XP application for the proposed works was in progress]. (b) Shek Pai Wan Road Carriageway (pending for XP issue) (to be completed in late 2013) ; [Reason: Complaints on traffic congestion was received in September 2011 during trial run for the water mains replacement works at Shek Pai Wan Road. In order to minimize the traffic impact, re-routing of the water mains to Aberdeen Praya Road was proposed. XP application was in progress and investigation on the underground condition would be carried out once XP was granted.] (c) Aberdeen Reservoir Road Carriageway (pending for XP issue) (to be completed in mid 2013) ;[Reason: Due to the interface issue with other projects, TTA and programme of works were revised.] (d) Yip Fat Street Footpath and Carriageway (connection works in progress) (to be completed in late 2012) ; [Reason: Due to the interface issue with other project, the remaining connection works require further coordination. TTA and programme of works were revised.] (e) Wong Chuk Hang Road Footpath (in progress) [80%] (to be completed in early 2013) ; [Reason: XP is still awaited] (f) Tong Bin Lane Footpath and Carriageway (connection works in progress) (to be completed in late 2012) ; [Reason: Design review was carried out according to the actual site condition. TTA was revised.] 4 (A) Traffic Management Scheme Project Description Agency Progress (g) Repulse Bay Road Footpath (in progress) [70%] (to be completed in mid 2013) ; [Reason: Design review was carried out according to the actual site condition. Approval for the proposed works was required.] (h) Cape Road and Ching Sau Lane Footpath and Carriageway (connection works in progress) (to be completed in Oct 2012) ; (i) Red Hill Service Reservoir (in progress) [25%] (to be completed in late 2013) ; [Reason: Design review was carried out according to the actual site condition. Approval from other departments for the proposed works was required.] (j) Area in the vicinity of Stanley Mound Service Reservoir (in progress) [90%] (to be completed in early 2013) ; [Reason: Design review was carried out. Approval for the proposed works was required.] (k) Stanley Beach Road Carriageway (no works in swimming season) (to be completed in late 2012*) ; [Reason: Design review was carried out according to the actual site condition. About 90% of water mains replacement works was completed and preparation works for water connection was also in progress. Due to the swimming season restriction, water connection works would be carried out after swimming season.] (l) Stanley Gap Road Carriageway (in progress) [65%] (to be completed in mid 2013*) ; [Reason: Design review was carried out according to the actual site condition.] (m) Tai Tam Road Carriageway (in progress) [5%] (to be completed in late 2013*); [Reason: Due to heavily congested underground utilities, design review was in progress.] 5 (A) Traffic Management Scheme Project Description Agency Progress (n) Stanley Village Road Footpath and carriageway (no works in swimming season) (to be completed in mid 2013*); and [Reason: Due to the interface issue with other projects. TTA and programme of works were revised.] (o) Victoria Road Footpath and Carriageway (pending for XP issue) (to be completed in late 2013). (p) Area in the vicinity of Pok Fu Lam Service Reservoir (in progress) [65%]; [to be completed in late 2013] (q) Aberdeen Main Road Footpath ((in progress) [8%]; [to be completed in late 2013.] (r) Tin Wan Praya Road Carriageway (completed); (s) Repulse Bay Road Carriageway (in progress) [20%]; [to be completed in late 2013]. (t) Pok Fu Lam Village (in progress) [75%] [to be completed in late 2012] (u) Pok Fu Lam Reservoir Road Carriageway (in progress) [15%] [to be completed in late 2013]. *Works can only be carried out during the non-swimming season. 5. Works of Replacement and WSD Contract No. 12/WSD/10, which consists of construction works in Eastern District and Rehabilitation of Water Mains Southern District, commenced in July 2011. Current works fronts and details of works Stage 4 Phase 1 in the District are as below: (a) Consort Rise Footpath and Carriageway (in progress) (to be completed in early 2013); 6 (A) Traffic Management Scheme Project Description Agency Progress (b) Bisney Road Footpath and Carriageway (in progress) (to be completed in early 2015) ; (c) Yue Kwong Road Footpath and Carriageway (in progress) (to be completed in mid 2013) ; (d) Heung Yip Road Footpath (completed); (e) Aberdeen Fish Market (connection works in progress) (to be completed in mid 2012); (f) Island Road Footpath and Carriageway (in progress) (to be completed in mid 2015); (g) Repulse Bay Road Footpath and Carriageway (in progress) (to be completed in early 2014) (h) Area in the vicinity of Aberdeen Water Treatment Works (in progress)(to be completed in late 2013); (i) Area in the vicinity of Pok Fu Lam Road (in progress)(to be completed in mid 2013) 6. Proposed Addition of Lifts to HyD Progress for addition of lifts to footbridges and subways in the Southern District: Existing Footbridges and Subways in the Southern Type Location Progress District (Structure No.) (a) across Wong Chuk Hang Footbridge The works contract commenced on Road near Grantham (HF42) 28.8.2009 and was completed on 17.9.2011.

CULTURAL HERITAGE IMPACT ASSESSMENT Introduction 11.1 This section presents a cultural heritage impact assessment of the project, identifying cultural heritage resources such as archaeological sites, built heritage structures and assessing potential direct and indirect impacts from proposed works on these resources, and recommending mitigation measures where required. Project Location 11.2 This project will largely be located within the existing Ocean Park area at Aberdeen, and will extend to cover the existing bus terminus and part of the existing Hong Kong School of Motoring (HKSM) site adjacent to the existing Ocean Park. 11.3 The current Ocean Park is built on the northern and southern sides of Nam Long Shan and is composed of three areas – Lowland, Headland and Tai Shue Wan. The Lowland is situated on the northern side of Nam Long Shan whereas both the Headland and Tai Shue Wan are on the southern side. The main entrance of the Park is at the Lowland and there is another secondary entrance at Tai Shue Wan. A cable car system serves as the main mode of transport for the visitors between the Lowland and the Headland. Proposed Works 11.4 Under the project, a new entry plaza will be constructed partly on the existing HKSM site, for plans please refer to Figure 1.1. A section of the Ocean Park Road will be constructed at the existing City Bus Depot site adjacent to the proposed Entry Plaza. 11.5 The proposed works for the Lowland, see Figure 1.1, which will be renamed the Waterfront under the project, will be redeveloped with the reconstruction and addition of new attractions and facilities, including new aquarium, shark tanks, lagoons, and new rides.

LANDSCAPE AND VISUAL IMPACT ASSESSMENT Introduction 4.1 This Landscape and Visual Impact Assessment (LVIA) covers the proposed Ocean Park Redevelopment. This section assesses the potential landscape and visual impact arising from the construction and operation of the proposed work in accordance with the Environmental Impact Assessment Ordinance (EIAO). Project Description 4.2 Fig 4.1.1 shows a location plan for the proposed redevelopment. Fig 4.1.2 shows an existing aerial view of Ocean Park. Fig 4.1.3 to Fig 4.1.5 shows the master layout and selected images of the proposed work. Full description of the proposed redevelopment is provided in Section 2 of the EIA report. Review of Planning and Development Control Framework 4.3 A review of the existing and planned development framework for the proposed work and for the surroundings has been considered. It aims to identify issues for the neighbouring planned land uses, to identify potential VSRs, and to ensure a high compatibility between the proposed project and the surroundings. 4.4 Outline Zoning Plans (OZPs) have been examined. In accordance with the EIA Study Brief, relevant details for “Aberdeen & Ap Lei Chau Outline Zoning Plan” and “Shouson Hill & Repulse Bay Outline Zoning Plan” have been extracted and are shown on Fig. 4.1.6, together with the study boundary for LVIA. 4.5 The existing Ocean Park development has been assigned under Other Specified Uses (OU - For “Ocean Park” Only), which has been reserved for the significance of Ocean Park being the major tourist attraction as the only oceanarium in Hong Kong.

Background 2. At present, the sewage from Shouson Hill, Deep Water Bay and Repulse Bay areas is collected by the Repulse Bay Main Sewage Pumping Station (RBMSPS).
