Traffic & Transport Committee Progress Report on Previously Discussed Items (as at 28.8.2012)

(A) Traffic Management Scheme Project Description Agency Progress

1. Multi-Storey Carpark and ArchSD / TD Consultant for the project was appointed in August 2011. The outline proposal and Public Transport Terminus at sketch design are in progress. TD and ArchSD have presented an update to Members Stanley Village Road, Stanley at the 2nd Meeting on 16 April 2012. For details, please refer to T&TC Paper No. 16/2012. The project’s bid has been submitted in 2012 Resource Allocation Exercise (RAE). If the bid is awarded Cat. BU Status in the RAE, detail design stage will commence immediately. TD and ArchSD will regularly update the Committee regarding the progress of the project.

2. Replacement and WSD The Consultancy Agreement (Design and Construction) commenced on 9 March 2005. Rehabilitation of Water Mains The construction works of Contract No. 15/WSD/05 commenced in August 2006. Stage 1 Phase 2 Current works progress in the Southern District are as below:

(a) Carriageway and footpath of Road (in progress) [99%] (to be completed in late 2012) [Reason: Remaining waterworks at Nam Long Shan Road near the junction with Heung Yip Road have been in conflict with

the nearby works of MTRC (South Island Line). Completion of the said waterworks is thus inevitably extended to late 2012.]; (b) Carriageway and footpath of Heung Yip Road (completed) [100%]; and (c) Carriageway of Road (in progress) [95%] (to be completed in late 2012) [Reason: Remaining works near Salesian Father’s Aberdeen Technical School have been dragged by the excavation of unexpected substantial amount of hard rock. Becauserock excavation is allowed only in restricted working hours in order to avoid noise intrusion to and traffic impact on the public, completion of the said waterworks is thus inevitably extended to late 2012.].

3. Works of Replacement and WSD Mainlaying works for Contract Nos. 8/WSD/06 and 28/WSD/06 commenced in March Rehabilitation of Water Mains 2007 and June 2007 respectively. Due to inclement weather and various construction Stage 2 constraints/interfacing issues, anticipated completion dates have been revised. Current works fronts and details of works in the District are as below:

I. Contract No. 8/WSD/06 (a) Road (connection works in progress) (to be completed in late 2012); (b) Deep Water Bay Road (connection works in progress) (to be completed in late 2012) [Reason: Due to project interfaces, priority of works at Deep Water Bay Road and Shouson Hill Road have been revised. Connection works near Deep Water Bay Drive were completed in top priority to cope with project interfaces. The remaining part is ongoing and will be completed in late

II. Contract No. 28/WSD/06 (a) Tin Wan Street (in progress) (to be completed by late 2012) ; (b) Tin Wan Praya Road (in progress) (to be completed in late 2012); (c) Ka Wo Street (in progress) (to be completed in late 2012); (d) Hing Wo Street (in progress) (to be completed in late 2012); (e) Pok Fu Lam Road (in progress) (to be completed in late 2012) ; (f) Chi Fu Road and Chi Fu Close (in progress) (to be completed in late 2012); (g) Aberdeen Main Road [Work at Aberdeen Main Road is deleted from this table as work site has remained occupied by other construction works, works are expected not able to be carried out until 2013 and programme is subject to further review] (g) Main Street Ap Lei Chau (in progress) (to be completed in late 2012) ; and (h) Lee Chi Road (in progress) (to be completed in late 2012).

4. Works of Replacement and WSD Contract No. 18/WSD/08, which consists of construction works in Southern District, Rehabilitation of Water Mains commenced on 18 March 2009. Current works fronts and details of works in the Stage 3 District are as below:

completed in late 2013) ; [Reason: Unforeseen underground condition was encountered. Design review was carried out according to the actual site condition. XP application for the proposed works was in progress]. (b) Shek Pai Wan Road Carriageway (pending for XP issue) (to be completed in late 2013) ; [Reason: Complaints on traffic congestion was received in September 2011 during trial run for the water mains replacement works at Shek Pai Wan Road. In order to minimize the traffic impact, re-routing of the water mains to Aberdeen Praya Road was proposed. XP application was in progress and investigation on the underground condition would be carried out once XP was granted.] (c) Aberdeen Reservoir Road Carriageway (pending for XP issue) (to be completed in mid 2013) ;[Reason: Due to the interface issue with other projects, TTA and programme of works were revised.] (d) Yip Fat Street Footpath and Carriageway (connection works in progress) (to be completed in late 2012) ; [Reason: Due to the interface issue with other project, the remaining connection works require further coordination. Approval from other departments for the proposed works was required.] (j) Area in the vicinity of Stanley Mound Service Reservoir (in progress) [90%] (to be completed in early 2013) ; [Reason: Design review was carried out. Approval for the proposed works was required.] (k) Stanley Beach Road Carriageway (no works in swimming season) (to be completed in late 2012*) ; [Reason: Design review was carried out according to the actual site condition. About 90% of water mains replacement works was completed and preparation works for water connection was also in progress. Due to the swimming season restriction, water connection works would be carried out after swimming season.] (l) Stanley Gap Road Carriageway (in progress) [65%] (to be completed in mid 2013*) ; [Reason: Design review was carried out according to the actual site condition.] (m) Tai Tam Road Carriageway (in progress) [5%] (to be completed in late 2013*); [Reason: Due to heavily congested underground utilities, design review was in progress.]

5. Works of Replacement and WSD Contract No. 12/WSD/10, which consists of construction works in Eastern District and Rehabilitation of Water Mains Southern District, commenced in July 2011. Current works fronts and details of works Stage 4 Phase 1 in the District are as below:

6. Proposed Addition of Lifts to HyD Progress for addition of lifts to footbridges and subways in the Southern District: Existing Footbridges and Subways in the Southern Type Location Progress District (Structure No.) (a) across Wong Chuk Hang Footbridge The works contract commenced on Road near Grantham (HF42) 28.8.2009 and was completed on 17.9.2011. Hospital

7 (b) across Wong Chuk Hang Footbridge The works contract commenced on 1.7.2011 Road near Yip Kan Street (HF94) and the works are expected to be completed in July 2013.

(c) across Aberdeen Praya Footbridge The construction works will commence in Road and Tin Wan Praya (HF134) end 2012 and to be completed in end 2014. Road

(d) across Shek Pai Wan Subway The Design and Construction Consultancy Road near Wah Fu Estate (HS7) has been commenced in Nov 2011. The works are expected to be completed in mid 2015.

(e) across Ap Lei Chau Subway The Design and Construction Consultancy Bridge Road near Shum (HS13) has been commenced in Nov 2011. The

Wan Towers, Aberdeen works are expected to be completed in mid 2015.

(f) across Ap Lei Chau Subway The Design and Construction Consultancy Bridge Road near San Shi (HS13A) has been commenced in Nov 2011. The Street, Aberdeen works are expected to be completed in early 2015.

(g) across Aberdeen Praya Subway The works contract commenced on 30 Road near Wu Nam (HS16) December 2011. The works are expected to Street be completed in December 2013.

TD Welcomes committee Members to suggest locations where dropped kerbs are needed, and will study each of the locations. TD will also keep in contact with Members in order to understand the demand for dropped kerbs in various areas in Southern District.

10 9. Free Coach Parking in Ocean Park TD / Ocean Currently, the Middle Kingdom Restaurant at Tai Shu Wan parking area serves lunch and related Traffic Arrangements Park box at $17 to authorized visitors, which include staff of Ocean Park Corporation (OPC), tourist guides and coach drivers. For tourist groups who lunch in the restaurant, their tourist guides and coach drivers will be served with free lunches. The restaurant serves 60-70 free lunch boxes to coach drivers on a daily basis.

The number of private car parking spaces has met the operational requirements of the Park at an optimal level. Any conversion of the private car parking spaces to coach parking spaces will create shortage for the former and discourage local visitors from coming to the Park. Furthermore, the conversion shall require modifications to the Land Grant of Ocean Park.

The proposal of allowing coaches leaving Ocean Park via the vehicular access at Wong Chuk Hang Road requires lease modification. Ocean park will discuss with Lands Department on the lease modification. Transport Department will provide traffic comment when the relevant referral of the lease modification from Lands Department is received.

(B) Bus Services in the District Project Description Agency Progress

1. Deployment of Low Floor Bus TD Bus companies will continue to introduce low-floor buses in late 2012 and TD will inform the latest progress to the Committee in due course.

2. Bus Routes Development TD TD would closely monitor the implementation programme of the Bus Routes Programme for Southern District Development Progamme for the Southern District 2012-13 endorsed at the T&TC 2012-13 meeting held on 16.4.2012. Please refer to the Transport Department Progress Report – Public Transport Services and Traffic Management Measures for details.

3. Lost Trip Situation of Bus Services TD TD has submitted the survey report on bus service in the Southern District to the in Southern District Committee. We will continue to discuss with bus companies concerned and the Committee on proposals that could further improve the existing bus services. During the second quarter of 2012, there were three routes servicing the Southern District having a lost trip rate over 4.5% among all routes in the territory under CTB (F1). The routes concerned were CTB 72, CTB 592, and CTB 97. Congestion was the main cause of irregularities. XHT 970/970X received highest number of complaint cases among all NWFB routes in the territory of which majority were related to carrying capacity of the route.
