The 3rd National Youth Convention on “Transforming Agriculture for Agripreneurship & Employment Opportunities: The Youth Perspective” was organized jointly by All India Agricultural Students Association (AIASA); Indian Council of Agricultural Research (ICAR) and Assam Agricultural University (AAU) on 23rd – 24th February 2018 at Assam Agricultural University, Jorhat. This convention was financially supported by Ministry of Agriculture & Farmers Welfare (GOI), Indian Council of Agricultural Research (ICAR), Assam Agricultural University (AAU), National Bank for Agriculture and Rural Development (NABARD) and Centurion University of Technology & Management (CUTM). A souvenir was published containing articles, full length papers, lead lectures and abstracts of national importance with respect to: Strategies for empowering youth in agriculture for their involvement in establishing agribusiness ventures and services, Institutional strengthening for high quality innovative research projects and quality education in agriculture, Attracting Investments in capacity building & Skills for youth in Agriculture, ICT, Innovations & Startup Platforms, Transforming Agriculture (quality production, remunerative agriculture, eNAM, cooperative marketing) and Creation of Green Jobs in Agriculture Sector with the motto of Right Person at Right Place.

The ICAR is one of the research wing of GOI and apex organization at national level for development of agricultural research, education and dissemination of technologies to farm level. The AIASA is a professional organization of present and former students in the field of Agriculture, Veterinary, Dairy, Horticulture, Fisheries, Forestry, Home science, Sericulture, ABM and other allied sciences, registered under Societies Registration act 1860. AIASA advocates for resolving the long pending issues of creation of the All India Cadre of “Indian Agriculture Service” for appointment of “Right person at the Right place” and grant of professional status to agriculture sector at par with other professions for better job opportunities and career advancement of the personnel serving the primary sector and delivery of quality inputs by involving farm youth. Recently Ministry of Agriculture and Farmers welfare declared the four years B.Sc. (Ag) as a professional course for which AIASA is highly thankful. The main mission of AIASA is to empower youth in agriculture for development of agriculture and the nation. It is essential to foster the bond between agricultural students & professionals and to raise the voice for techno- administrative agricultural reforms and advancement in agriculture by involvement of agriculturists in policy formulation and implementation. Assam Agricultural University is the first institution of its kind in the whole of North-Eastern Region of India with the main goal of this institution is to produce globally

iii Proceding National Youth Convention - 2018 competitive human resources in farm sector and to carry out research in areas for production optimization. India, to provide food security, employment and livelihood support in 21st century would require a very significant contribution of Techno-Administrative Agricultural support mechanism. In the present system there are crucial deficiencies with respect to the poor delivery of inputs and services for agricultural production system, e.g. defects in the framework of policy formulation, weaknesses in organization and institutional structures, procedural ineffectiveness, lack of coordination between different agencies and implementation of agricultural development programme by general bureaucrats. In the backdrop of the addressing the above issues, AIASA has timely organized this convention jointly with ICAR and AAU Jorhat. The deliberations at the convention have generated crucial policy directions, which are expected to help restructuring process for policy aspect to attain our sustainable food systems. The innovative ideas and recommendations came from the convention will help to formulate policies to attain the food and rural livelihood sustainability. The proceeding of the convention has been made possible by the cooperation and support of the participants who readily agreed to prepare the valuable articles and took part in the deliberations. We also take this opportunity to thank all the participants, organizers, and sponsors of the convention for their advices, physical and financial support in organization of the convention.

Executive Summary

Agriculture in the 21st century is more than subsistence farming. It has to be more productive, profitable and sustainable. As our population is increasing and resources are shrinking, this sector needs an integrated approach and various structural reforms to deal with the agrarian crisis. A sustainable food and agriculture system is a collaborative network that integrates several components in order to enhance a community’s environmental, economic and social well-being. Agriculture must not be seen only as a profession, but it is more of personal commitment and dedication to serve the human community by eliminating hunger, malnutrition and poverty. With this aim, 3rd National Youth Convention on “Transforming Agriculture for Agripreneurship and Employment Opportunities: The Youth Perspective” was organized by the All India Agricultural Student’s Association (AIASA), Indian Council of Agricultural Research (ICAR), and Assam Agricultural University, Jorhat (Assam) at Assam Agricultural University, Jorhat (Assam), India from 23rd to 24th February, 2018.

There were six technical sessions on the topics of national importance in youth perspective which mainly includes i) Strategies for empowering youth in agriculture for their involvement in establishing agribusiness ventures and service, ii) Institutional strengthening for high quality innovative research projects and quality education in agriculture, iii) Attracting investments in capacity building & skills for youth in agriculture, iv) ICT, innovations & start-up platforms, v) Transforming agriculture (quality production, remunerative agriculture, e-NAM, cooperative marketing) and vi) Creation of green jobs in agriculture sector & Right person at right place.

Besides, the Felicitation and Awards and Oath taking ceremony were also organized, which was presided over by Hon’ble Chief Minister of Assam, Shri. SJT. Sarbanad Sonowal. The experiences were shared by policy makers, bureaucrats, technocrats, academicians, industrialists, youths and farmers on crucial issues highlighted under each session. Around 500 delegates participated in the convention representing all the stakeholders.

After detailed deliberations on thematic following recommendations emerged as below:

1. AIASA, an agricultural organization, plays pivotal role in retaining the youth in different agricultural sectors aiming at National integration, patriotism and special status to agriculture for youth employment. AIASA provides a link between different organizations and the students, for exploration of new areas of research, education and extension. It emphasizes strongly on formation of “Indian Agriculture Service” for the development of agriculture.

There is an urgent need to provide required investment in agriculture for strengthening the basic infrastructure for production, processing and marketing. Government should provide financial assistance to the farmers in the form of credits, and provision for construction of warehouses for storage of agri products to prevent market glut and losses. More funding is also required for the stability and improvement of the agricultural research, education, extension infrastructure.

3. Quality agriculture education is the most important at every level for country’s development. The qualified agricultural graduates are the backbone of our agrarian country for ensuring the effective and efficient management of the inputs like pesticides, quality control of agro-inputs, fertilizers, quality seed & planting material, financial inputs etc.

4. Need to create facilities under skill development programs, startups etc based on agriculture sector.

5. Use of IT technologies for empowering farmers as well as entrepreneurs is needed on priority.

6. With the continuous improvement of various facilities, modern education and tools such as para agriculture schools, Agri- smart villages, pilot plants for processing and production of value added products, solar equipment centres, modern storage facilities are also the important areas be worked on to setup between the clusters of villages.

7. Youth involvement is very less in policy making, implementation and planning in Agriculture Sector. Therefore, there is an urgent need to provide the maximum placement of agricultural graduates in various sectors like, public sector, private sector, public-private partnership etc.

8. Policy makers should prepare policies in which all the agricultural graduates must be exposed to the industrial activities thereby creating the employment for rural youth.

9. North Eastern parts of India need to be developed as organic zone.

10. Involvement of industries in universities for need based product as well as human resource development. 11. Implementation of agricultural policies in line of Israel and Australia.

In India, agriculture is considered as a subsistence livelihood due to unfair return. The agricultural growth rate is static since many decades. The quality and quantity of agricultural resources are diminishing. Therefore, farmers and agricultural youth are at the cross roads. These are considered as the major cause of resentments among farmers causing damage to the agricultural system. As a result, agricultural youth has taken a U-turn from agriculture and shifting towards the other enterprises. This has created turbulence in the agricultural fraternity and is cause of concern among the policy makers, agricultural experts for retaining the youth in agriculture and safe guard the Indian Agriculture. In this regards, this 3rd NYC came out with some of the fruitful recommendations:

Binod Anad emphasized, transformation of Indian agriculture through various modern tools like agribusiness, agriservices, agro-based processing etc. Creation of these kinds of activities India can be transformed as a “Hub of Venture Capitalism”. 2. Agri-Export Zones are too many and are unsystematic. The present policies are very common in nature for all the sets of eco-climatic zones. Therefore, different sets of the policies are required to provide suitable logistic support and boost the exports. 3. The education system for agricultural students is mostly theoretical, less practical, devoid of financial and management tools. Therefore, there is an urgent need to restructure the education system to inculcate the soft skills related to speakability, information technology, management and finance. 4. There is an urgent need of active and fruitful collaboration among agro-based private industries as well as Universities/research institute for providing internship training based on the course curriculum as well as industrial needs. This will be helpful in channelization of quality human resource and improving the factor productivity. 5. Need based MoU's are needed with different organizations to start business. 6. A chain of incubation centres is required at each university, research institute as well as KVKs. 7. Market needs innovative skills. Therefore, there is need to improvise the skills among the agricultural youth. 8. Agribusiness is the need of time. A universal phrase “Laxmi Vyapare Basati” is well known to all that money comes from the business. Therefore, there is need to do agriculture as a business not only to feed the stomach. Value addition and processing of agricultural commodities offers tremendous scope enhance the commodity prices. 9. New government policies are favourable for job creators. Agricultural youth is one of the skilled graduates who can take the advantages of government programmes like Start-Up, Make-In-India, Mudra Loan, MSME-PMI, NEL and Bankable loans for starting a business. 10. For retaining the youth in agricultural we need to create new employment opportunities for 15 million per year for next 15 years. 11. North-Eastern part of India is very potential in terms of human resource as well as natural biodiversity. has been declared as Organic State. However, larger area from the other states can be expanded in the ambit of organic zone. In addition, several attractive job opportunities are available like, agroturism, horti-turism, home stay garden, model village, organic village, bamboo village, bee village, turmeric village, chilli village, black rice village, green commandos, wee to need etc. Poster Session-I: 11:00 AM-11:30 AM......

Education is the most powerful tool for the welfare of civilized society. Education helps to understand and judiciously utilize the available resources. Its importance has been well recognized long back by the advanced countries and used in the building national resources. In India, the education system got momentum after independence. Indian scientists and educationists are playing leading role at national and international level in all the spheres of life. India is the 2nd largest country in terms of populations and having largest young population in the world. This precious human resource is the backbone of the country. Majority of the population depends on agriculture which also have larger share of youth in the country. Therefore, there is an urgent need to provide the right kind of education to the stakeholders. In this context, a lecture was delivered by renowned Vice Chancellors and Educationists of Prestigious Agricultural Universities includes Dr. S.K. Patil, Hon’ble Vice Chancellor of Indira Gandhi Krishi

After thread bearing discussion, following recommendations emerged:

1. There is an urgent need to strengthen the quality and quantity of manpower as infrastructure for providing better education to agricultural youth.

2. Experiential learning program is a potential tool to provide hands on training. In this regards, IGKV Raipur has developed agri-business models which can be replicated at all the centres.

3. For providing the technical know-how to farmers, there is need to develop farmer fields as Gurukul and Krishi Pathshala.

4. MBA degree in seed production as well marketing is the potential area for opening profitable agri-ventures.

5. To inculcate professional proficiency among the students, they should be given the appropriate royalty from the innovations.

6. There is need to upscale incubation centres with need based and saleable technologies.

7 Proceding National Youth Convention - 2018 The 3rd National Youth Convention on “Transforming Agricultural for Agripreneurship and Employment Opportunities: The Youth Perspective” was organized by the All India Agricultural Student’s Association (AIASA), Indian Council of Agricultural Research (ICAR), and Assam Agricultural University, Jorhat (Assam) at Assam Agricultural University, Jorhat (Assam), India from 23rd to 24th February, 2018. The inauguration session started with invocation song sung by the students of Assam Agricultural University, Jorhat, Assam followed by ceremonial lamp lighting by all the eminent personalities present on the stage. Dr K.M. Bujarbaruah, Hon'ble Vice-Chancellor, Assam Agricultural University, Jorhat delivered welcome address and gave the mementos to the dignitaries. In his inaugural lecture he emphasized for the quality education to sharpen the intellects and make agriculture a more professional sector. Dr. R. P. Singh, Patron, AIASA in his address spoke about agricultural youth. Youth should be employed in agriculture sector by providing trainings, short courses in the small scale industries, agriculture equipment centres, solar equipment centres for their development and knowledge. Some of the small scale agriculture entrepreneurship schemes such as oil extraction, paddy dehusking units, production of mushroom, production of jam, jelly etc. should be introduced for rural youth and farm women so that they should not migrate to urban areas. About 2% of funds can be diverted to universities from talukas and zillaparishads, mandles to give training for youth and women. Similar kind of system is being followed in Madhya Pradesh. He emphasized that students belonging to farm families need to be given weightage of 10 percent in higher education for attracting rural agriculture students towards agriculture education. The total number of intake seats in all the agriculture universities of India should also be increased. He also gave the plaque to new AIASA cabinet members. Sh. Kamakhya Prasad Tasa, Member of Parliament (Lok Sabha), emphasized about the greater role of the youth in national building. He suggested students to give provide necessary inputs for youth purpose like entrepreneurship, soft skill development, agricultural machinery, seed, pesticides, fertilizer etc. Dr. R. P. Singh, Patron, AIASA administrated oath of office to newly elected AIASA Cabinet- 2018 represented from different states in all the SAUs, CAUs and DUs and other institutions.

Oath by the Newly elected National President and Cabinet Members of AIASA 8 Proceding National Youth Convention - 2018 Hon'ble Chief Minister of Assam Shri. in his inaugural address said that extensive agricultural research holds the key to the country's balanced agricultural development. He expressed hope that the convention where students, professors and scientists from across the country have converged will put forward a set of recommendations to propel agricultural growth. He urged the gathering to send across innovative ideas and suggestions for farmers and agriculturists.

Citing Indian society's strong linkage with agriculture he said that the "Rishi and Krishi (farming) are the edifices of our culture and economy without which our existence will become meaningless. Therefore, we should give adequate importance to agriculture and agriculturists." He said the state government has introduced programmes like Chief Minister Samagra Gram Unnayn Yojana to double the farm income by 2022. Dispur district of Assam is giving importance to organic farming and is striving to maintain the growth story in sync with its ecology, he added.

He also said that about 10 crore saplings would be planted across the state to maintain its green cover. He appealed to the university to draft a future plan for Assam to push economic growth taking all stakeholders along. He urged youths to work for Ek Bharat, Shrestha Bharat (One India, Best India), a Centre's programme to promote interactions between people of diverse cultures from different states.

Ms. Sonica Priyadarshini, National President, AIASA (2017-18) highlighted the role of AIASA in welfare of youth in all over the nation. Further, she added that the power of youth cannot be overlooked for sustenance of agriculture and it should get utilized in main stream line of the agriculture sector. Therefore, AIASA links with universities, state departments and organisations for upliftment of youth. There is a need to focus on quality education to sustain for rural livelihood. She emphasized that youth should be retained in agriculture in the long run in order to bring proper solutions for agriculture and over all development of agriculture. Importance of establishment of “Indian Agriculture Service” was also discussed which is required to coordinate research, development, education and extension and farmers. She further added that more financial support in the form of budget provision from the government for quality research and education is the need of the hour. Public private partnership should also come into existence for overall development of the youth for employment and thereby to improve agriculture development. She ended with focussing on sustainable way of working without affecting environment and harmony. From the inaugural session some of the important recommendations emerged which includes:

1. There is a need to compile the innovations and circulate among the stakeholders. 2. Entrepreneurship development training required to larger number of youth. 3. There is need to give more focus for the development of organic farming in Northern Eastern states. 4. There is a need to focus on quality education to sustain for rural livelihood. 5. Creation of “Indian Agriculture Service” to coordinate better between research, development, education and extension and farmers.

Public private partnership should also come into existence for overall development of the youth for employment and thereby to improve agriculture development.

Under this program 37 types of diverse enterprises have been included for direct implementations in rural areas. Agriculture is also becoming a important service sector where ICT can play a vital role in job creation as well as agriculture growth. Therefore, several presentations were made on the use of modern tools for attractive agriculture youth. Some of recommendations have been made are listed below: 1. There is need to involve agricultural graduates who also specialized in ICT tools to become an entrepreneur. The entrepreneur should have a will and in-depth knowledge about the nitty-gritty of the integration about agriculture, ICT and need based requirements of the stakeholders. 2. Only innovative and self motivated students should be encouraged first for creating success stories. 3. Use of digital information is very helpful for creating business modules. 4. This session was focussed on two different important aspects i.e., green jobs and right person at right place. At the enterprise level, green jobs can produce goods or provide services that benefit the environment, for example green buildings or clean transportation through agriculture and allied sectors. However, these green outputs (products and services) are not always based on green production processes and technologies. Therefore, green jobs can also be distinguished by their contribution to more environmentally friendly processes. For example, green jobs can reduce water consumption or improve recycling systems. Therefore, technically educated person can contribute significantly to safeguard the environment.

As far as right person at right place is concerned, that there is a saying that every nice piece of work needs the right person in the right place at the right time. As we are well into 2018 and heading to 2019 the focus on improving the work efficiency to enhance our people processes is becoming ever more topical. So we need the right person in the right place. The “right person” to help you with your policy implementation can significantly impact the overall outcome of agricultural projects. Therefore, this session covered these two important aspects of modern India.

The first presentation was made by Dr. Druv Kapadia on “Creation of green jobs in agriculture sector – Road Map”. He highlighted the different avenues of entrepreneurship which can be helpful in creation of better jobs with environmental safety issues. He also impressed upon issues related to marketing infrastructure, educational training institutes and poor policies for agricultural youth.

The second presentation was made by Dr. Sahadev Singh on “Creating opportunities for youth in agriculture”. He emphasized for the creation of agricultural jobs through making policy changes with the objective to have “Right Person at Right Place”. Because at present there is no separate cadre of agriculture in India as we have for several sectors like forestry, economics, statistics etc. In recent past there is drastic reduction in agricultural jobs in public as well as private sectors. This has created a great deal of confusion towards agricultural studies. As per latest information, about 11000 research scholar jobs have been withdrawn, ARS vacancy reduced from 400 to 200. At central level, only 200-300 posts in other departments of agriculture being recruited annually. Likewise, about 15000 to 20000 are be recruited at state level, 200-300 jobs in banking sector. However, in India, about 1, 25,000 students get their degree annually. Under these circumstances, the numbers of unemployed youths are increasing every year and are forced to do irrelevant jobs. He emphasized strongly for policy reforms through placement of person at Right Person at Right Place. This kind of policy reform will help in effective implementation of agricultural related program at centre as well as state level.

Chairman Dr Bujarbaruah gave his remarks and said that the about 47.5% population's livelihood comes from agriculture and natural resources are sinking to the faster pace. Therefore, there is need to shift from traditional farming system to the modern agricultural systems like vertical farming, venture through start-up, e-marketing, protected cultivation, processing and use of ICT for doubling the farmer's income. Keeping in view the above discussion following recommendations emerged:

1. There is need to shift from less productive farming systems to modern farming system which are more productive and remunerative. 2. As a social responsibility, environmental friendly and greener jobs should be created utilizing farm, animal, fisheries etc. 3. Green jobs needed to reduce CFCs. 4. There is an urgent need to create separate cadre for agriculture as “All India Agricultural Services or Central Agricultural Services involving law makers, bureaucrats, technocrats and agricultural graduates. This kind of arrangement can facilitate the agricultural growth in India, production, education, and extension. 5. Needs entrepreneurship module-based courses at entry level. 6. Need to motivate youth to work where they are in need. 7. There is need of linkage between CAB Pune and Agricultural Institutes for preparation of modules and their effective delivery among stakeholders.

The valedictory Session was chaired by Hon'ble Sh. Atul Bora, Minister of Agriculture, Government of Assam. The Chief Guest was facilitated Dr K.M. Bujarbaruah, Hon'ble Vice Chancellor, AAU. Mr. Wasiffur Rehman gave welcome address. Mr. B. Harikrishna, National President, AIASA welcomed all the dignitaries onto the dais and acknowledged all the participants for their sheer interests and zeal. He highlighted the role of AIASA in national building as well as the importance of holding the 3rd National Youth Convention at Jorhat. Identifying the importance of youth, agriculture national perspective, youth is the key of success. The proper use of available resources is the concern. Placement of right person at right place is the mantra of success. Entrepreneurship is valuable and useful for youth in agriculture; they should be motivated by the different sectors of agriculture. Further, he mentioned that topics were related to several aspects that encouraged more participants. Dr. Sahadev Singh, Chief Policy Advisor, AIASA pointed out that Participants from major universities and industries gave many ideas to the youth in the agriculture on various directions. Major recommendations like giving professional technical status to agriculture has been given by the efforts of AIASA. Further, establishment of Agriculture Council of India process is under consideration and efforts should be made for pressing the issues of creating “National Agricultural Services” on the pattern of other professional services. Linkage of youth, agriculture, farmers and industries is must for the development of India. Dr. Haribandhu Panda, Hon'ble VC, CUTM, gave compliments to the AIASA and AAU for the wonderful organization of 3rd 22 Proceding National Youth Convention - 2018

Youth Convention. He also impressed towards the creation of Organic region in entire part of north eastern states. He also expressed his views for improvement in teaching techniques to inculcate practical science as well as skills, faculty upgradation though entrepreneurship training and encourage companies to start their work in universities to provide the skill trainings to youths. Dr Vatalia also felt the need of AIASA in the shaping of Indian Agriculture. Prof. (Dr.) R. P. Singh, Patron AIASA thanked Dr. Bujarbaruah for his humbleness and hospitality, and also his contributions in the event. He wishes AIASA to extend to global level in future. India is heading fast through youth culture, he believed. He also requested Hon'ble Agriculture Minister for creation of two more Agricultural Universities in Assam for effective catering the needs of entire north eastern India. Dr. K. M. Bujarbaruah delivered his presidential address to the Augustus gathering. He has suggested for the implementations policies in line of Israel, Australia and Holland. The commercial cultivation systems of Israel are eye openers and are needed in India to grow. He also emphasized for creation of separate units (Entrepreneurship Business Unit) to empower youth. Several awards were also distributed to awardees by Sh. Atul Bora, Hon'ble Agriculture Minister. On this occasion, he gave best wishes to the all the youth who came to Jorhat for organizing the very important event, which converted campus in to mini India. He said that this kind of convention provides the platform for sharing ideas in the betterment of agriculture. He also appraised about AIASA, which is instrumental to gear up the farmer/agriculture centric policies. AAU is contributing a lot for Assam development. At the end of the session, Mr. Ashok Kumar, Chief Co-ordinator, AIASA gave vote of thanks to the August gathering.
