LOOP 303 CLOSURES BETWEEN CACTUS AND GREENWAY ROADS. Loop 303 will be CLOSED in both directions between Cactus and Greenway roads Saturday, Oct. 24 from 6 a.m. until 5 p.m. for APS utility relocation work on the intersection improvement projects. Cotton Lane will be used as the Posted north/south detour route.

OPEN HOUSE SET FOR EL MIRAGE ROAD WORK. El Mirage, Surprise, the Maricopa Association of Governments and the Maricopa County Department of Transportation are conducting a design concept report evaluating proposed improvements to El Mirage Road from Northern Avenue to Bell Road, and they are looking for comments from the public. An open house has been scheduled from 5-7 p.m. Nov. 4 at the Dysart Community Center of El Mirage, 14414 N. El Mirage Road. During the meeting, project team members will discuss the project objectives, present conceptual roadway alternatives and answer questions. As part of the study, an environmental assessment also is being conducted of the roadway segment between Northern Avenue and Cactus Road and of the roadway segment between Paradise Lane and Bell Road. RADIO INTERVIEW HIGHLIGHTS SURPRISE ECONOMIC DEVELOPMENT. Economic Development’s Small Business Assistance Program Coordinator, Al DeAngelis, appeared on KXXT 1010 AM’s “Boomers and Babes” radio show last week to get the word out that the City of Surprise Economic Development Department can help businesses succeed. Al discussed a variety of topics, including the City’s support of small businesses and the success of the popular Small Business Assistance Program. Additionally, Al spotlighted the City’s latest endeavor to support technology-oriented, fast-growth businesses at the AZ TechCelerator.

LIZARD RUN BRIDGE. Construction on the grading and footings on the Lizard Run Bridge are scheduled to start the first part of November and the Bridge is scheduled for completion in February.

AZ TECHCELERATOR TENANT APPLICATION GOES ONLINE. The AZ TechCelerator just became more accessible than ever to prospective tenants. The City of Surprise is rolling out an electronic application to help high-tech firms in the areas of life sciences, information technology, sustainability and other innovations apply more readily. DYSART & WADDELL WIDENING AND INTERSECTION IMPROVEMENTS. The preconstruction meeting was held this week with DCS Contracting. The City of El Mirage is primarily responsible for managing the contractor. Construction is scheduled to begin within the next 3 weeks with utility relocations first. Future traffic restrictions will be provided.

HAPPY VALLEY ALIGNMENT AND DRAINAGE STUDY. The draft report has been prepared by Flood Control District of Maricopa County and submitted to the City of Surprise and participating developers. The study addresses drainage issues and roadway alignment along Happy Valley Road and will help to design the roadway and residential development contributions.

GRANT AWARD FOR LITCHFIELD RECLAIMED WATER BOOSTER STATION. Surprise has been awarded a $1.5M low interest loan (loan @ 2%) for design and construction of a booster pump station for a reclaim water system utilizing ARRA funding through the Water Infrastructure Finance Authority of Arizona (WIFA). Using the WIFA low interest loan will allow the department to utilize previously budgeted enterprise funding for other CIP projects that were deferred in the budget process. The WIFA board formally approved the grant request from the City on October 13, 2009. Request for approval of the construction contract and the construction management contract will be placed on the November 12th council meeting. If approved, construction of the station is expected to be completed by December, 2010. The booster station will draw reclaim water out of the existing 16” reclaim water line along the west side of Litchfield Road, boosting the pressure and allowing the system to deliver water at a sufficient pressure and quantity further north on the reclaim system ending at Bell Rd lake. This new facility will allow for future expansion of the city’s reclaimed water system to serve the Civic Center Complex Streetscape, Cityscape, as well as the existing City Spring Training Complex fields and associated parks. All locations will have the ability to install the necessary connections to receive reclaim water in lieu of potable water for irrigation. UPDATE ON FUTURE BELL ROAD RECONSTRUCTION AND REHABILITATION PLANS. The project will include reconstruction of the three eastbound lanes of Bell Road from Parkview Place to SR303L and the rehabilitation of Bell Road from west of SR303L to Beardsley Canal on both east and west bound lanes. The existing pavement will be milled and overlaid with 2 inches of existing asphaltic concrete pavement, along with installation of ITS conduit. There has been $2.93M ARRA Funding awarded for this project. Other project details include ADOT providing contract administration with PW staff acting as City liaison to ADOT on the project. No official schedule has been established at this time; but the City will stress concerns of increased traffic from spring training, Bullard construction and SR303L construction projects. The tentative schedule indicates construction should begin January, 2010 with an estimated completion time of 90 days with work on the segment from Parkview to SR303L to start after spring training.

PARK AND RIDE - PROGRESS UPDATE. The site of the future Park and Ride lot on the south side of Bell Road between Dysart and Grand Avenue is now owned by the City. All necessary property transactions have been processed. The Engineering Development Services Division of Public Works is preparing the design documents and specifications and has completed over 60% of the project design. The estimated construction cost to complete the project is within the approved project

Mayor & Council -3- October 23, 2009 budget. No additional funding other than the Valley Metro grant is anticipated to complete the project. The future major milestones for the project, according to the current schedule, are as follows:

SURPRISE LIBRARIES. Attached as EXHIBIT A is the 2008-2009 statistical report from the Maricopa County Library District detailing usage for the two Surprise libraries.

CANCER TREATMENT CENTERS OF AMERICA CHAMPIONSHIPS. Over 10,800 fans attended the 2nd Annual CTCA Tennis Championships earlier this month, up 8% from last year’s tournament.(average attendance per session increased 41% compared to last year due to the format change from 7 sessions to 5 sessions). Gross event revenues increased by 31% totaling $781,000, which recovered 103% of the total event expenses of $759,000. Two major revenue sources, corporate sponsorship ($398,000) and ticket revenue ($313,000) made up 90% of all revenues generated. Two expenditures accounted for 80% of the event expenses, player appearance fees/prize money ($375,000) and stadium build out ($230,000). Most Surprise hotels reported 100% occupancy including the Holiday Inn, Windmill, Comfort Inn, Days Inn and Quality Inn, while Hampton Suites reported occupancy at 88% for the weekend. In addition, area restaurants reported a brisk increase in business. Ticketmaster reported over 100 out of state zip codes purchased tickets to the event in Surprise. A conservative economic impact is estimated to total over $750,000 - $1.0 million dollars to the Surprise Community utilizing the Business/Finance model. Event preparations are already underway for next year’s event scheduled for October 21-24, 2010 in partnership with the USTA Junior Nationals 14 and under national tennis tournament.

WEST VALLEY REGION AND SKYLINE REGION SWIMMING AND DIVING CHAMPIONSHIPS. Dysart and Shadow Ridge High Schools will host Regional Swimming and Dive meets this Thursday through Saturday at the Surprise Aquatic Center. Diving will include both the West Valley Region and Skyline Region and will be held on Thursday October 22nd with warm ups beginning at 10 am and competition beginning at 11:30 am. The West Valley Regional Swim Meet begins Friday, October 23rd @ 7:30 am for warm ups and competition begins at 9 am. Schools in the West Valley Region include Sunrise Mountain, Peoria, Aqua Fria, Raymond Kellis, Dysart, Copper Canyon, and Bradshaw Mountain. The Skyline Regional Swim Meet begins Friday afternoon at 12:15 pm with the competition beginning at 2 pm. Schools in the Skyline region include Liberty, Desert Edge, Buckeye, Verrado, Youngker, and Shadow Ridge. All will compete in the swim finals on Saturday with competition beginning at 11:30 am.

Mayor & Council -5- October 23, 2009 GAIN EVENT. Community & Recreation Services will provide operational support for the Surprise Public Safety Department’s annual G.A.I.N. event. This free event is held in the Community Park parking lots. Safe trick-or-treating, demonstrations by Surprise Police Special Assignments and K-9 units, safety information for all ages, FREE video game cave, children's finger printing kits, inflatable children's games, raffles, face painting, food vendors and music are all part of this year's G.A.I.N. Night (Getting Arizona Involved in Neighborhoods).

YOUTH SPORTS. Fall Baseball, Tee-Ball, Girls Softball and Volleyball practices will begin next week with the first games beginning November 7th. A total of 1569 athletes will participate in this fall season. Participation numbers are down 9% in volleyball, baseball and tee-ball. However, girl’s softball and 7- 8 year old baseball programs were added to the fall lineup bringing an additional 515 players to the season. 317 volunteer coaches will dedicate over 9,500 hours to these programs in the next 10 weeks.

TENNIS. The Surprise Tennis Complex will host the USTA Sweet 16 Tournament the weekend of October 31. Tournament entries closed October 20th with 135 entrants. The tournament will have boys and girls divisions from 10 and under to 18 and under. The tournament is limited to the top 16 players in each age group that apply. It is one of four major junior tournaments in the USTA southwest section.

MSBL BASEBALL. The Men’s Senior Baseball World Series (MSBL) started this past week. Over 300 teams from across the country will come to the Phoenix area to compete in several different age divisions. The Surprise Recreation Campus is scheduled to host 82 of these games over the next 3 weeks. The tournaments will conclude November 5.

SPECIAL OLYMPICS. The Special Olympics Arizona Fall Games took place this past weekend. The City of Surprise hosted the opening ceremonies, aquatic events, and softball tournament. Approximately 1000 athletes and 400 volunteers participated in this year’s event. Surprise was represented by 40 athletes in the Bocce Ball Competition held in Sun City West. They brought home 6 gold medals, 12 silver medals, and 22 bronze medals.

BUDDY BALL. The final Buddy Ball game of the season will take place Saturday, Oct 24th. 80 athletes and 90 volunteers participated this season. Athletes from 12 different cities came to participate in the program.
