Natura 2000 Sites 214 GLASGOW AND THE CLYDE VALLEY STRATEGIC DEVELOPMENT PLAN EXAMINATION OF CONFORMITY WITH THE PARTICIPATION STATEMENT 1. Section 12(2) of the Town and Country Planning (Scotland) Act 1997, as amended, states that a person appointed to examine a proposed strategic development plan “is firstly to examine under this section the extent to which the strategic development planning authority’s actings with regard to consultation and the involvement with the public at large as respects the proposed plan have conformed with (or have been beyond the requirements of) the participation statement of the authority which was current when the proposed plan was published under section 10(1)(a).” 2. The Glasgow and Clyde Valley Strategic Development Plan Participation Statement was published with the Glasgow and Clyde Valley Strategic Development Plan Authority’s Development Plan Scheme in March 2009, following which the document was revised and published twice: in March 2010 and March 2011. Since the proposed plan was published in June 2011, the relevant participation statement is the version published in March 2011. 3. The following table summarises the authority’s consultation aims and the participation measures, as indicated in the participation statement. Against each of these, the main evidence of conformity is set out. In some cases this simply amounts to confirmation that the aim or measure was implemented, on the basis of the information supplied by the authority. The authority was also asked to respond to a representation criticising its participation measures. Having considered the evidence, we found that the authority had consulted on the plan and involved the public in the way they said they would in their participation statement, in accordance with section 12(2) of the Act. Attention is drawn to Cumbernauld’s central position in lowland Scotland, to its need for additional public housing, the regeneration needs of the town, its investment in public realm, its need for more office and hotel spaces. E11/2 Ashfield Land, E14/2 Land Synergy, E15/1 Bellisle Developments Ltd Proposed Plan is far from concise, its layout and structure are overly complicated and could not be easily interpreted by a layperson. A different approach should be adopted with the structure and text significantly streamlined to reduce complexity. E29/1 Ogilvie Homes Ltd There should be a delay to the consideration of the Strategic Development Plan until a time that the Reporter’s recommendations on the on-going Local Plan examination in North Lanarkshire have been published to ensure that the Glasgow and Clyde Valley Strategic Development Plan reflects the adopted housing land supply position of the North Lanarkshire Local Plan. E62 Scottish Association for Public Transport During the Scottish Ministers’ assessment of the Proposed Plan, the Scottish Government should commit itself to review its own strategic transport investment programme so as to inform the Proposed Plan and its future effectiveness and rather than delaying a review of the Strategic Transport Projects Review a positive Scottish Government commitment is needed for a fundamental reassessment of Strategic Transport Projects Review as part of the budget process for 2012/13 and following years. This is crucial for an effective Strategic Development Plan and a revised Regional Transport and Energy Strategy within limited funding. 3 GLASGOW AND THE CLYDE VALLEY STRATEGIC DEVELOPMENT PLAN E62 Scottish Association for Public Transport Modelling scenarios of economic growth, spatial policy and transport mode share is not adequately considered in the Strategic Development Plan Proposed Plan even though both the Scottish Government and the Strategic Development Plan Proposed Plan argue in principle for an economic strategy breaking the

The assessment compared the available monitoring data to national air quality standards in order to identify any existing exceedences of the standards. Data was gathered from various national and local sources with regard to atmospheric emissions from: road traffic; rail; aircraft; shipping; industrial processes; intensive farming operations; domestic properties; biomass plants; and dusty processes. The screening methods outlined in the technical guidance were used to determine the likelihood that a particular source would result in an exceedence of national air quality standards. International Conference 1-4 July 2013 New Lanark, Scotland List of Abstracts Allison, Mark (Ohio Wesleyan University, USA) Society is a Beautiful and Simple Science: The Aesthetics of Owenite Socialism The socialist culture of late nineteenth-century Britain is frequently characterized as “aesthetic” or “artistic.” Owenite socialism, by contrast, is regularly described as “Spartan,” “austere,” or even “utilitarian.” The great scholar of Owenism, J. F. C. Harrison, maintained that “Owenites did not produce creative worKs of high literary quality, nor did they maKe any distinctive contributions in other art forms. There was nothing liKe the worK of William Morris and the artistic socialists of the 1880s, nor was there anything resembling the communitarian architecture and furniture of the ShaKers.” I want to challenge these characterizations and maKe a case for the aesthetic character of Owenite socialism. It is true that if we cast about for a robust discourse of aesthetics, or for the Owenite’s answer to William Morris, we come up empty. But such exertions only distract us from what is hiding in plain sight: the aesthetic substratum of Owen’s communitarian vision itself. In this paper, I read several versions of the Plan, as well as topographical and architectural diagrams of the “Villages of Unity and Mutual Co-operation,” in order to argue that Owen’s social theory itself contains a constitutive aesthetic dimension. My goal is call into question certain longstanding generalizations about Owenism—and, ultimately, the division between an early “ascetic” and late “aesthetic” British socialism. Introduction Background 1.1 The Town and Country Planning (Scotland) Act, 1997 as amended by the Planning etc. (Scotland) Act, 2006 requires South Lanarkshire Council to prepare a Local Development Plan. The South Lanarkshire Local Development Plan (SLLDP) sets out detailed proposals and policies to guide development and decision making on planning applications. The preparation of the SLLDP has been informed by a Strategic Environmental Assessment (SEA). 1.2 An Environment Report was prepared at the Main Issues Report stage of the development of the SLLDP. At Proposed Plan stage of the SLLDP an Environment Report Annex was prepared and submitted to the Consultation Authorities in accordance with the requirements of the European Community (EC) SEA Directive (2001/42/EC) and the Environmental Assessment (Scotland) Act 2005 (the SEA Act). The ER and its Annex illustrates the SEA process and identifies all potential significant environmental effects (both positive and negative) associated with the SLLDP.

  • Owenstown Final Release
    NEWS RELEASE August 25th 2009 Details have been announced of a project for a new town for 20,000 residents with 8,000 jobs in rural South Lanarkshire. It is to be called Owenstown after the social reformer Robert Owen who improved the lives and working conditions of mill workers at nearby New Lanark 200 years ago. The new town will be self-sufficient, eco-friendly and run on a co-operative basis by its residents. It is the first major project by the Hometown Foundation, a Scottish charity which has been formed to help to create sustainable communities and regenerate rundown urban areas. The Foundation has bought 2,000 acres of land south of Lanark and has drawn up proposals for a custom-built town with 8,000 households matched with a similar number of locally-based jobs. Once Owenstown is established, the entire project will be handed over to trustees who will be elected from its residents. They will be responsible for running the community on a daily basis. The town will be eco-friendly – recycling its waste to produce energy for the district heating system and it will have green transport throughout the site powered by renewable sources such as wind. The chairman of the Owenstown Trustees, Dr Jim Arnold, who is also director of New Lanark, said: “This will be a new and inspired modern version of Robert Owen’s dream – a realisation of his ideals. Owen was ahead of his time and never fully achieved his ambition. It would be wonderful to realise the dream in 21st Century Scotland.” An exhibition detailing the plans will be held in New Lanark from September 1st – 3rd as the first stage in a comprehensive public consultation process.

    1/26/2019 Robert Owen - Wikipedia Robert Owen Robert Owen (/ˈoʊɪn/; 14 May 1771 – 17 November 1858) was a Welsh textile Robert Owen manufacturer, philanthropic social reformer, and one of the founders of utopian socialism and the cooperative movement. Owen is best known for his efforts to improve the working conditions of his factory workers and his promotion of experimental socialistic communities. In the early 1800s Owen became wealthy as an investor and eventual manager of a large textile mill at New Lanark, Scotland. (He initially trained as a draper in Stamford, Lincolnshire, and worked in London before relocating at the age of 18 to Manchester and going into business as a textile manufacturer.) In 1824 Owen travelled to America, where he invested the bulk of his fortune in an experimental socialistic community at New Harmony, Indiana, the preliminary model for Owen's utopian society. The experiment was short-lived, lasting about two years. Other Owenite utopian communities met a similar fate. In 1828 Owen returned to the United Kingdom and settled in London, where he continued to be an advocate for the working class. In addition to his leadership Owen, aged about 50, in the development of cooperatives and the trade union movement, he also by William Henry Brooke supported passage of child labour laws and free, co-educational schools. The LAQM process places an obligation on all local authorities to regularly review and assess air quality in their areas, and to determine whether or not the air quality objectives are likely to be achieved. Where exceedences are considered likely, the local authority must then declare an Air Quality Management Area (AQMA) and prepare an Air Quality Action Plan (AQAP) setting out the measures it intends to put in place in pursuit of the objectives.
